This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry,
V. McAuliffe, R. Puttkamer, P. Kinsman, B. Lohr
Others present: L. Wilson, L. Digmann, C. Fowler, M. Steive, B. Miller, M. McCarthy, J. Bula, M. Aquino (Zoom)
Absent: None
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Lohr/Kinsman to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes of previous meetings – March 22, 2022: Motion by Curry/Kinsman to approve the March 22, 2022 LRE Committee meeting minutes with the grammatical change to Item g, under Puttkamer’s comments should be complement rather than compliant. Motion carried, all in favor.
Public Comment: None
Communications: Wilson presented the upcoming conservation programs, GregJudy Grazing School on May 21, 2022, 2022 Pasture Walks, Pollinator fields day on May 6, 2022, and the April monthly pollen. Wilson presented the Mirror Lake Sediment Removal and Erosion Study that was prepared by Vierbichers.
Surveyor
a. Department Report – Dederich provided the department report
b. Review and approval of vouchers – Dederich provided the vouchers in the amount of $3,433.27. Motion by
McAuliffe/Kinsman to approve the vouchers in the amount of $3,433.27. Motion carried, all in favor.
Land Records
a. Department report – Felton provided the Land Records department report.
Register of Deeds
a. Department report – Bailey provided the Register of deeds department report.
b. Annual Report – Bailey provided the Register of deeds annual report. Motion by McAuliffe/Polivka to accept the
2021 Register of Deeds Annual Report. Motion carried, all in favor.
c. Review and approval of vouchers – Bailey provided the vouchers in the amount of $7,966.00. Motion by
McAuliffe/Kinsman to approve the voucher in the amount of $7,966.00. Motion carried, all in favor.
Land Resources and Environment
a. Department report – Wilson provided the LRE department report.
b. Review and approval of vouchers – Wilson provided the vouchers in the amount of $38,414.27 LRE and $7,633.92
Parks. Motion by McAuliffe/Curry to approve vouchers in the amount of $38,414.27 LRE and $7,633.92. Motion
carried, all in favor.
Discussion and possible action on a funding source for a Water Quality Trading project at the County Farm.
Kurt Muchow, from Vierbichers provided background on the agreement with Loganville for Water Quality Trading
Projects, particularly one at the County Farm. Committee members questioned the costs, other similar projects, or
requests, etc. Motion by Lohr/McAuliffe to take it to Finance Committee to participate in 33% of the funding to be taken
from the General Fund balance for the Water Trading Project at the County Farm. Motion carried, unanimously.
Discussion and possible Action approving Electrical Extension and Service Billing by Alliant Energy for the Horse
Campground at White Mound County Park.
Wilson stated that the LRE budget contains, funding for upgrades at the Horse Campground at White Mound Park.
Wilson stated there is only one entity that can do this, Alliant Energy, for a proposed cost of $34,207.00. Motion
by Lohr/Kinsman to approve the $34,307.00 for the Electrical Extension and Service Billing by Alliant Energy for the
Horse Campground at White Mound County Park. Motion carried, unanimously.
Discussion on minor amendments to the Development and Maintenance Contract with Sauk Ridge Runners, Inc for the
2021-2022 ATV/UTV season.
Steive presented the amendments to the Development and Maintenance Contract with Sauk Ridge Runners, Inc for the
2021-2022 ATV/UTV season. Steive stated they are removing Lake Redstone portion of the trail.
Discussion and possible action on a Resolution to Authorize a Small Dam Option for Hemlock Dam and to Rescind the
Use of Funds through the Department of Natural Resources Municipal Dam Grant Program.
Miller stated staff met with the DNR to come to a resolution for the Hemlock Dam. Mark Aquino, from the DNR (via
zoom) presented the options for the Hemlock Dam.
Heidi Giles, Town of LaValle Board Supervisor, stated the town would just like something to happen. Giles stated that
the dam held up for 50 plus years.
Steive stated the benefits of a small dam.
Nelson asked what the cost would be for a small dam vs. the large dam. Miller stated the estimated cost of the small dam
would be $292,000 without Dam Grant. Steive stated that the large dam would cost $146,000 with maintenance of the
400 Trail for the next 100 years.
Motion by Lohr/Nelson to approve the Resolution to Authorize a Small Dam Option for Hemlock Dam and to Rescind the
Use of Funds through the Department of Natural Resources Municipal Dam Grant Program. Krueger mentioned that this
is a partnership with the town and village and Nelson agree with Krueger and commend Steive and staff on their hard
work. Motion carried, unanimously.
Discussion and possible action Approving and Ordinance Amendment to Section 20.07, Chapter 20, Uniform Citation
Ordinance.
Wilson presented the Ordinance Amendment to Section 20.07, Chapter 20, Uniform Citation Ordinance. Motion by
McAuliffe/Kinsman to approve an Ordinance Amendment to Section 20.07, Chapter 20, Uniform Citation Ordinance and
forward to the Board. Motion carried, unanimously.
Discussion and possible action on a Resolution to Authorize Participation in the Department of Natural Resources
Municipal Dam Grant Program.
Wilson provided background on why this resolution is being taken back through the process. Steive stated that the South
end portion of the spill way is partially on the neighbor’s property. Steive stated that makes us a 2 permittivity
owner, and disqualifies us for the Municipal Dam Grant. Steive stated he has contacted the one of the owners but has not
heard back from them. Motion by Lohr/Curry to approve the Resolution to Authorize Participation in the Department of
Natural Resources Municipal Dam Grant Program. Motion carried, unanimously.

Bula presented the NACD Poster Contest results.

Fowler presented the 2022-2027 Sauk County Land Resource and Environment Department Strategic Plan. Motion by
Nelson/McAuliffe to approve the 2022-2027 Sauk County Land Resource and Environment Department Strategic Plan.
Motion carried, unanimously.
Discussion and possible action on a Resolution to Adopt Amendments to the Fee Schedule for Chapter 51 Construction
Site Erosion Control and Stormwater Management.
Wilson presented the Resolution to Adopt Amendments to the Fee Schedule for Chapter 51 Construction Site Erosion
Control and Stormwater Management. Motion by Curry/Kinsman to approve a Resolution to Adopt Amendments to the
Fee Schedule for Chapter 51 Construction Site Erosion Control and Stormwater Management. Motion carried,
unanimously.

d. Economic Development Committee – Krueger stated they discussed the Palace Theater bankruptcy. Krueger stated
they have hired Melanie Platt-Gibson to replace Jared Pinkus; and she will start June 1. Krueger stated he attended the
groundbreaking at Bluffview. Chair Krueger stated they discussed how they will sort and prioritize items for the new
website.
e. Mirror Lake District – Krueger stated they got the full report for the Sediment Removal and Erosion Study from
Vierbichers and it has been approved by the Management District Board.
f. Lake Virginia Management District – Nelson stated he missed the last meeting.
g. Lake Redstone Management District – Kinsman stated they met and discussed the lake management plan and how to
implement it.
Next meeting dates – Thursday May 12, 2022 and Tuesday May 24, 2022
