Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: None.
Others present: B. Cunningham, G. Templin, B. Simmert, K. Felton, B. Bailey, S. Pate, P. Dederich, C. Miller, C. Norgard, P. Peterson, J. Seep, B. Seep.
At 9:00 a.m. Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by D. Polivka/J. Dietz to adopt the agenda as presented. Motion carried, all in favor.
Motion by C. Lehman/N. Johnson to approve the December 10th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Cunningham spoke about a letter from the DNR regarding Huey Duck Dam Failure Analysis. He then spoke of a letter from Steve Lozeau.
Dietz stated he was contacted by the represented from Southwest Badger to fill Jerry Lehman’s position on the Southwest Badger.
Phil Peterson – USDA, Wildlife Damage – will present later in the meeting.
Land Records
a. Department reports and updates. Felton provided the Department report and spoke of updates on the mapping and new GIS program and website information.
b. Review and approval of vouchers. Felton stated she has no vouchers for today.
c. Consideration of travel in excess of 300 miles for staff members to attend the ESRI User Conference in San Diego June 26-July 2, 2016. Motion by D. Polivka/J. Fish to approve travel in excess of 300 miles for staff members to attend the ESRI User Conference in San Diego June 26-July 2, 2016. Motion carried, all in favor.
d. Consideration of resolution granting license to Sauk County’s GIS Mapping products for inclusion in the ESRI Community Maps Program. Motion by C. Lehman/N. Johnson to approve resolution. Motion carried, all in favor.
Surveyor
a. Department reports and updates. Dederich provided the Department report.
b. Review and approval of vouchers. Dederich provided vouchers in the amount of $2,100.00. Motion by E. Peterson/D. Polivka to approve vouchers in the amount of $2,100.00. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey provided the Departmental report and update.
b. Review and approval of vouchers in the amount of $452.31 and $10,017.00 for December. Motion by D. Polivka/J. Dietz to approve vouchers in the amount of $452.31 and 10,017.00. Motion carried, all in favor.
Phil Peterson – USDA, Wildlife Damage
a. Discussion and possible action on 90% establishment date. Peterson explained the 90% establishment date and asked the Committee to set the establishment date. Motion by E. Peterson/D. Polivka to set the 90% establishment date at December 1st. Motion carried, all in favor.
b. Discussion and possible action on crop price establishment. Peterson explained the crop price establishment. Motion by C. Lehman/E. Peterson, to establish $3.52 for corn price. Motion carried, all in favor.
c. Discussion and possible action on claim approval(s). Motion by C. Lehman/E. Peterson to approve Bear claims. Motion carried, all in favor. Motion by J. Fish/N. Johnson to approve Dwyer and Hurtig claim approvals. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department report and updates. Cunningham reviewed the Department report.
b. Review and approval of vouchers. Motion by D. Polivka/N. Johnson to approve vouchers in the amount of $245.00, $15,607.85, and $2,572.00. Motion carried, all in favor.
Discussion and possible action on authorization to issue notices of non-compliance to FPP participants. Cunningham spoke of the list of property owners and the request by staff to issue notices of non-compliance. Motion by D. Polivka/E. Peterson, to give staff authorization to issue notices of non-compliance to FPP participants. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Joseph Seep located in S15 and 22, T12N, R3E, Town of Ironton, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the PRD request being made. Simmert verified that the Town of Ironton approved the request. He also mentioned that the request exceeds the conversion rate, however, as more PRDs come, the conversation rate will drop and he is comfortable with this PRD moving forward. Lehman stated she is familiar with this land and the ag land and believe this meets the intent of the PRD program. Peterson asked about the risk behind the conversion rate. Simmert explained. Motion by J. Fish/N. Johnson to approve the PRD. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Gordon Retzlaff located in S4, T12N, R5E, Town of Excelsior, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the PRD request being made. Simmert verified that the Town of Excelsior approved the PRD and this request also is over the conversion rate, but is also comfortable with moving forward. Motion by C. Lehman/J. Fish to approve the PRD. Motion carried, all in favor.
Ashford left the meeting at this time. Vice Chair Polivka is now chairing the meeting.
Discussion on the proposal by MSA Professionals to develop a Baraboo River Corridor Plan. Cunningham asked the Committee to postpone discussions on this proposal at this time as the County is not ready to discuss getting involved in the project.
Reports
a. Natural Resources Conservation (NRCS). Miller appeared and provided a report to the committee.
b. Farm Service Agency (FSA). Norgard appeared and provided a report to the committee.
c. Foresters. No report.
d. Economic Development Committee. Johnson stated they have not meant since November. The committee spoke of other business development around the county.
e. Mirror Lake District. Nothing to report.
f. Lake Virginia Management District. Nothing to report.
g. Lake Redstone Management District. Johnson spoke hiring of a firm to take samples of all the bays to discuss future dredging, as well as spring treatments in the bays to combat milfoil.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, January 26, 2016 at 9:00 a.m. and Thursday, February 11, 2016 at 9:00 a.m. Motion by E. Peterson/J. Fish to adjourn at 10:45 a.m. Motion carried, all in favor.
