NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this matter.
Any person who has a qualifying disability that requires the meeting or materials at the meeting to be in an accessible location or format should contact Sauk County (608-355-3269 or TTY 608-355-3490) between the hours of 8:00 A.M. and 4:30 P.M., Monday through Friday, exclusive of legal holidays, and at least 48 hours in advance of the meeting so that reasonable arrangements can be made to accommodate each request.

At 2:00 p.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Ashford to adopt the agenda. Motion carried, all in favor.
Possible closed session pursuant to Wis. Stat. s. 19.85(1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Christmas Mountain campground.: Motion by Polivka/Fish to move to closed session. Roll call vote was taken with all in favor to go into closed session at 2:04 p.m.
Reconvene in open session immediately following the closed session: Motion by Ashford/Polivka to reconvene in open session. Motion carried, all in favor.
Adopt minutes of previous meeting-April 28: Motion by Peterson/Ashford to adopt the minutes from the April 28 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Public Comment: Town of Troy members allowed to speak under the Chapter 7 agenda item.
Communications:
- Michalek informed the CPZ Committee that the American Transmission Company (ATC) will be contacting landowners along the route and plan to start in 2016.
- Michalek gave some budget updates from the “Capital Watch-The Weekly Legislative Update.”
- Michalek noted he had received a “Request for Sauk County Planning Comment” regarding several transportation improvement projects along US Hwy. 12.
- Copies of Chapter 5 and Chapter 16 were provided to the Committee members.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Robert Clyde located in S2,T11N, R4E, Town of Westfield, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Simmert presented the staff report and background information. This has not gone to the Westfield Town Board yet. Motion by Polivka/Dietz to approve the conditional use permit with all the conditions. Motion carried, all in favor.
Discussion and possible action on the 8th Addendum to Lake View Estates Condominiums: Simmert provided the map to the CPZ Committee. Motion by Ashford/Peterson to approve the addendum. Motion carried, all in favor.
Update on Chapter 7 amendments: Committee and CPZ staff discussed the amendments and provided direction to the staff.
Discussion and possible action on purchase of streambank easement for Daniel Reilly: Motion by Fish/Ashford to postpone the streambank easements for Reilly and Armstrong to the May 26 CPZ Committee meeting in order to get more information. Motion carried, all in favor.
Discussion and possible action on purchase of streambank easement for Myrna Armstrong: Motion on previous agenda item to postpone to the May 26 meeting.
Discussion and approval of an application to secure a county Fish and Game Program Grant from DNR for the Bear Creek Project: Michalek informed the CPZ Committee about the grant. Motion by Polivka/Fish to approve the grant application. Motion carried, all in favor.
Land Records Modernization:
- Department report and updates-Felton presented the report.
- Review and approval of vouchers-Motion by Polivka/Dietz to approve vouchers in the amount of $782.60. Motion carried, all in favor.
Register of Deeds:
- Department report and updates-Bailey presented the report.
- Review and approval of vouchers-Motion by Fish/Peterson to approve the vouchers in the amount of $11,731.16. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS)-None.
- Farm Service Agency (FSA)-None.
- Foresters-None.
- Economic Development Committee-None.
- Mirror Lake District-None.
- Lake Virginia Management District-None.
- Lake Redstone Management District-N. Johnson noted they are pushing dredging, treatments are being applied for weeds, people are out testing the water and measuring the water temperatures to find the right time to apply treatments.
Approval of attendance at the Southern Area Association (SAA) meeting on May 7: Motion by Peterson/Ashford to approve Polivka’s attendance to the May 7 SAA meeting. Motion carried, all in favor.
Update and possible action on Agricultural Plastics Recycling Program: Pohle presented the statistics of the Ag Plastics Program and noted that no proposals were received to haul the plastics to Columbia County. Will bring more information to the next meeting to request additional funding.
Conservation, Planning, and Zoning Department:
a. Department report and updates-The report will be presented at the May 26 meeting.
b. Review and approval of vouchers-Motion by Polivka/N. Johnson to approve vouchers in the amount of $10,971.52. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, May 26, and Thursday, June 11. Motion by Ashford/N. Johnson to adjourn at 4:19 p.m. Motion carried, all members in favor.
