10. Public hearing: To begin at approximately 10:00 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing)
a. Petition # 6-2015, a conditional use permit to authorize an agricultural tourism business located at E13901 County Road W, part of the W 1/2, NE 1/4, section 35, T12N, R7E, Town of Greenfield by Andrew and Kehaulani Jones.
b. Petition #7-2015, a rezone from a Resource Conservancy to a Recreation Commercial zoning district and conditional use permits to authorize an eating establishment with alcohol, liquor, or malt beverages and recreation facility, outdoor located in section 26, T9N, R3E, Town of Spring Green by Cari Stebbins.
c. Petition #8-2015, a conditional use permit to authorize an agricultural related business located at E7698A Briar Bluff Rd., part of the NW 1/4, NW 1/4, section 5 and the NE 1/4, NE 1/4, section 6, T12N, R5E, Town of Excelsior by Ralph W. Thompson.

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Fish to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-April 9: Motion by Polivka/Ashford to approve the April 9 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment: None.
Communications:
- Michalek mentioned that there will probably be a public hearing in August regarding revised Federal Emergency Management Agency (FEMA) maps for the Wisconsin River, and it will be taken to the County Board in September.
- Michalek reported that the official agreement for the Regional Conservation Partnership Program (RCPP) was received, and the new position has been offered to someone.
- Pohle noted that the spring Southern Area Association (SAA) meeting will be held on May 7 at the Fitchburg Public Library. Will get approval if a Committee member attends at the next meeting.
- Michalek noted that the $10,000 for the Lakes, Rivers and AIS Control Grant Program money has been received and the individual has started working down in the Spring Green area.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for John Ederer located in S20,T10N, R4E, Town of Franklin, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Simmert presented the staff report/background report. Town of Franklin has approved the PRD. Motion by Ashford/Dietz to approve the PRD for John Ederer and the standards as listed. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Curtis Larson located in S23,T12N, R4E, Town of Reedsburg, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Simmert presented the staff report/background report. Motion by Polivka/Fish to approve the PRD for Curtis Larson and the standards as listed. Motion carried, all in favor.
Update on Chapter 7 amendments: Copies of the proposed changes were distributed for discussion before going out to the public, towns, etc. Would like to take the amendments to the County Board in June or July. Will discuss more at the May 14 CPZ Committee meeting.

Lehman called the public hearing to order at 10:09 a.m. He explained the procedures for the public hearing and introduced the committee and staff members.
Lorenz appeared and presented a staff report.
Kehaulani Jones, applicant registering in favor, explained her plans for an agricultural tourism business for lavender.
Seeing no one else wished to appear, Lehman closed the public hearing at 10:27 a.m.
Motion by to Polivka/N. Johnson to approve the conditional use permit with all the conditions upon approval from the town. Motion carried, all in favor.
Lehman reconvened the public hearing at 10:27 a.m.
- Petition #7-2015, a rezone from a Resource Conservancy to a Recreation Commercial zoning district and conditional use permits to authorize an eating establishment with alcohol, liquor, or malt beverages and recreation facility, outdoor located in section 26, T9N, R3E, Town of Spring Green by Cari Stebbins.
Simmert appeared and presented a staff report. Town of Spring Green will be taking action on May 7. Recommend to postpone until the May 26 meeting.
Cari Stebbins, applicant registering and appearing in favor, explained the plans for a wedding venue.
Seeing no one else wished to appear, Lehman closed the public hearing at 10:44 a.m.
Motion by Ashford/Fish to take action on May 26. Motion carried, all in favor.
Lehman reconvened the public hearing at 10:49 a.m.
- Petition #8-2015, a conditional use permit to authorize an agricultural related business located at E7698A Briar Bluff Rd., part of the NW 1/4, NW 1/4, section 5 and the NE 1/4, NE 1/4, section 6, T12N, R5E, Town of Excelsior by Ralph W. Thompson.
Lorenz appeared and presented a staff report.
Ralph Thompson, applicant registering and appearing in favor, spoke about an agricultural related business producing “tea” (fertilizer made from turkey manure).
Paul Decker, registering and appearing in favor, explained the business and “tea” production.
Arnold Brylla, registering and appearing in opposition, expressed his concerns.
Claudia Bylla, registering and appearing in opposition, expressed her concerns.
Jeffrey Thompson, registering and appearing as interest may appear, expressed his concerns.
Jay Salinas, registering as interest may appear, spoke regarding the proposed business.
Seeing no one else wished to appear, Lehman closed the public hearing at 11:29 a.m.
Motion by Fish/Polivka to approve the conditional use permit with all the conditions, including Chapter 26. Motion carried, all in favor.
S. Johnson left at 12:19 p.m.
Update on Agricultural Plastics Recycling Program: Pohle provided a report with the tonnage, number of participants, and costs for the Agricultural Plastics Recycling Program. A Request for Proposal (RFP) is out requesting proposals to transport the plastics to Columbia County. Proposals are due on May 8. Will report the results at the May 14 meeting.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, May 14, and Tuesday, May 26. Motion by N. Johnson/Ashford to adjourn at 12:29 p.m. Motion carried, all members in favor.
