Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, J. Fish, N. Johnson, S. Johnson, G. Lehman, E. Peterson, D. Polivka

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Ashford to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings-March 12 and 24: Motion by Fish/Polivka to adopt the minutes from the March 12 and 24 Conservation, Planning, and Zoning Committee meetings. Motion carried, all in favor.
Public Comment: None.
Communications:
- Michalek noted that he heard from Senator Marklein that the Wisconsin Fund will be put back in the state’s budget.
- Michalek stated that Melissa Keenan gave testimony at the Joint Committee on Finance about restoring staffing funds and heard good reports on her testimony.
- Michalek has not received any updates on the department’s appeals.
- Interviews for the Regional Conservation Partnership Program (RCPP) position went well. One individual was selected but cannot offer the job until the final paperwork is received.
- Michalek mentioned that the office space connected to our office that we want to utilize is currently being used for storage by Human Services.
- Will need to adopt the Federal Emergency Management Agency (FEMA) maps dated April 2 within six months. The preliminary maps are on the internet. There are not many changes.
- Lehman mentioned that someone in Ironton is purchasing a ten-foot no-till drill and that it will be available to rent out.
- Pohle mentioned the Sauk County Institute of Leadership’s (SCIL) bench donation email in honor of Milly Zantow.
- Michalek will check on the status of the individuals in noncompliance in the Farmland Preservation Program with Keenan.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Edward Krumenauer located in S23,T.10N.R.6E Town of Sumpter, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Simmert presented the staff report/background information. Motion by Polivka/Ashford to approve the PRD lot including all the conditions. Motion carried, all in favor.
Land Records Modernization:
- Department report and updates-Felton presented the report.
- Review and approval of vouchers-None.
Register of Deeds:
- Department report and updates-Bailey presented the report. Discussed the possibility of purchasing or renting index books from a local abstract company going out of business to be scanned. There is $50,000 in the Land Records Modernization budget for indexing.
- Review and approval of vouchers-Motion by Ashford/Peterson to approve vouchers in the amount of $10,901.22. Motion carried, all in favor.
Review and selection of youth conservation camp scholarship recipient(s): Pohle presented two scholarship applications for the Sand Lake Conservation Camp. The camp’s registration that will be covered by the scholarship is $80/youth. Motion by Ashford/Fish to approve Sand Lake Camp scholarships for Max Koenig and John Goeckermann. Motion carried, all in favor.
Review and selection of teacher scholarship recipient(s): Pohle presented Bruce Stewart’s application for a teacher scholarship. Motion by Ashford/Polivka to approve a scholarship up to $300 to Bruce Stewart. Motion carried, all in favor.
Joint DATCP/DNR Nonpoint Source Grant Application for calendar year 2015 update: Michalek informed the CPZ Committee that he completed and sent in the grant application to DATCP.
Strategic issues for County Board mid-term discussion update: Provided the talking points for the CPZ Department’s strategic issues to the CPZ Committee for the next County Board meeting.
Tower ordinance update/Review and possible action to adjust fees for new communication tower and addition (antennas) to communication tower to Sauk County fee schedule: Committee was updated on the tower ordinance and what action (setback standard and fees) the CPZ Committee can take. All the reviews now go to CPZ Department staff and not to the Board of Adjustment (BOA). The fee schedule needs to be amended by the CPZ Committee (does not need County Board action), and the change will go into effect today. Motion by Polivka/Ashford to approve changing the following fees - $600 to $3,000 and $100 to $500. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates-Michalek reviewed the department report. Pohle presented the silent auction items received in Sauk County for the annual Wisconsin Land+Water Conservation Association Conference.
- Review and approval of vouchers-Motion by Ashford/Fish to approve vouchers in the amount of $19,832.14. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS)-Miller reported last month that 22 contracts were offered for the first round of the Environmental Quality Incentives Program (EQIP). For the second round, ten more contracts will be offered.
- Farm Service Agency (FSA)-Norgard reported the first two phases of Agriculture Risk Coverage (ARC)/Price Loss Coverage (PLC) are winding down and ended April 7. Were able to process some 2014 bee payments.
- Foresters-None.
- Economic Development Committee-Polivka reported they had a joint meeting on Tuesday with the Property & Insurance Committee. At that meeting they discussed towers, placemaking, Great Sauk Trail, and Department of Transportation’s road construction in Sauk County.
- Mirror Lake District-Lehman reported they had a meeting and are selling their weed harvester. Their board members are going to the Wisconsin Lakes Partnership Association Convention.
- Lake Virginia Management District-Fish reported that the Town of Excelsior is planning on blacktopping the boat ramps.
- Lake Redstone Management District-N. Johnson reported they are meeting next Tuesday.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, April 28, and Thursday, May 14. Motion by Ashford/N. Johnson to adjourn at 11:00 a.m. Motion carried, all members in favor.
