Absent: J. Dietz

At 9:30 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Ashford to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-March 12: Motion by Peterson/S. Johnson to postpone approval to the April 9 meeting. Motion carried, all in favor.
Public Comment: None.
Communications:
- Michalek reported on a meeting with DNR regarding ways to reduce the Total Maximum Daily Loads (TMDL) to the Wisconsin River.
- Both Melissa Keenan and Serge Koenig have received good comments on their presentations at the Wisconsin Land+Water Conservation Association conference.
- Michalek spoke at the Personnel Committee meeting regarding appeals and requested to be put on an upcoming agenda. He will attend the next Personnel Committee meeting.
- Our ag plastics recycling is receiving positive comments from the towns.
- Committee would like only important information brought forward to their meetings from the Wisconsin Land+Water Conservation Association. Pohle will check why S. Johnson is not receiving their emails.
- The Southern Area Association’s resolution to form a committee to study liquid manure at the Wisconsin Land+Water Conservation Association conference passed.
- A panel consisting of Michalek, Cunningham, Koenig, and Keenan will interview 12 applicants for the Regional Conservation Partnership Program (RCPP) next week. If there is a second round of interviews held, Ashford, Lehman, and Peterson are interested in possibly participating.
Conservation Congress updates: Ken Vertein discussed the WDNR Annual Spring Fish & Wildlife Public Hearing and Wisconsin Conservation Congress Annual Spring County Conservation meeting to be held on April 13 at UW-Baraboo/Sauk County. Discussed the County Advisory Council regarding the county’s deer population. The annual convention will be held May 14-16 at Stoney Creek Inn.
Surveyor:
- Department report and updates-Dederich updated the CPZ Committee on the surveyor that is under suspension from county remonumentation.
- Review and approval of vouchers-Motion by Ashford/Polivka to approve 2014 and 2015 vouchers totaling $8,034. Motion carried, all in favor.
Adjourned to the public hearing at 10:07 a.m.

- Petition #4-2015, a conditional use permit to authorize the continued operation of a clean landfill site located in section 19, T12N, R4E, Town of Reedsburg by Ray Zobel & Sons
Lehman called the public hearing to order at 10:09 a.m. He explained the procedures for the public hearing and introduced the committee and staff members.
Simmert appeared and presented a staff report.
Edward Zobel, applicant registering in favor, provided information about the site and operation.
Diane Fish, registering in favor, did not wish to speak.
Seeing no one else wished to appear, Lehman closed the public hearing at 10:22 a.m.
Motion by Fish/Polivka to approve the conditional use permit with all the conditions. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, April 9, and Tuesday, April 28. Motion by Ashford/Fish to adjourn at 10:24 a.m. Motion carried, all members in favor.
