Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, D. Polivka, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: N. Johnson
Others present: S. Simmert, R. Fry, G. Templin, W. Warren, M. Krueger, M. Keenan, G. Greve, B. Cunningham, K. Felton, B. Bailey.
At 9:00 a.m. Chair Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by S. Laubscher/J. Dietz to adopt the agenda as presented. Motion carried, all in favor.
Motion by J. Ashford/S. Laubscher to approve the July 26th meeting CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Krueger spoke of the interest of Warren Trager to discuss an issue with a Board of Adjustment case that he would like to be put on a future agenda to be heard by the Committee.
Discussion and possible action on outside agency budget request: Southwest Badger – Wendy Warren. Wendy Warren appeared and reviewed the budget request of $2,500.00 and updated the committee on the organization’s grants, and detailed work over the last budget cycle. Polivka asked about invasive work. Warren explained there is more funding for aquatic invasives, but she explained looking into funding to increase the invasive coordination in regions. Motion b, but she explained looking into funding to increase the invasive coordination in regions. J. Ashford/S. Laubscher to approve the request of $2,500.00. Motion carried, all in favor.
Shoreland Protection Ordinance Update Cunningham provided a hand out relating to the comments provided from the Town of Merrimac and Town of LaValle on the proposed Shoreland Ordinance update.
Land Records
a. Department reports and updates. Felton appeared and reviewed the Department report.
b. Review and approval of vouchers. Felton reviewed the vouchers. Motion by J. Ashford/S. Laubscher to approve vouchers in the amount of $$4,049.98. Motion carried, all in favor.
c. Discussion and approval of 2017 LRM/GIS Budget. Pate spoke of the LRM/GIS budget and the activities and functions that the budget covers. Motion by C. Lehman/J. Dietz to approve 2017 LRM/GIS Budget. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Motion by C. Lehman/E. Peterson to approve vouchers in the amount of $10,571.77. Motion carried, all in favor.
c. Discussion and approval of 2017 ROD budget. Bailey reviewed the proposed 2017 budget for the Register of Deeds Department, which includes a 3% increase over last years budget. Motion by E. Peterson/J. Ashford to approve the 2017 ROD budget. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Simmert provided the Department report and reviewed highlights and issues.
b. Review and approval of vouchers. Templin reviewed department vouchers. Motion by E. Peterson/C. Lehman to approve vouchers in the amount of $64,681.18. Motion carried, all in favor.
c. Discussion and possible approval of the 2017 CPZ budget. Renae appeared and discussed the proposed 2017 budget. She proposed adjusting the proposed budget to a net $0 increase by using carryforward funds towards the levy. Motion by C. Lehman/J. Ashford to move the budget forward as presented. Motion carried.
Discussion and possible approval for CPZ staff to work with MATC Farm Business Program at the Sauk County farm. Keenan appeared and discussed the classes held by MATC where attendees would learn farm budgeting, yields, cover crops, etc., and the cooperation between the renter at the county farm, staff and the instructor. The committee stated approval wasn’t necessary, but requested a report back to them.
Discussion and possible action on a reduced frontage for a lot located in S5 and 8, T10N, R4E, Town of Franklin, Sauk County, pursuant to s.22.14 of the Sauk County Land Division and Subdivision Regulation Ordinance. Simmert spoke of the request for reduced frontage for a lot located in the Town of Franklin and the regulations associated with the request. He also confirmed that the Town of Franklin approves of the reduction in road frontage and concluded that staff does not see issue with approving the reduction. Motion by J. Ashford/S. Laubscher to approve the reduced frontage on a lot located in the Town of Franklin. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller appeared and provided a report to the committee on Equip, CSP, and wetland projects.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Polivka spoke of outside budget requests approved at the last meeting, a meet and greet with Sarah Pitts for the Placemaking position, an update on the Great Sauk Trail.
e. Mirror Lake District. Lehman spoke of the 50th Anniversary celebration and an upcoming property owners meeting and directors association meeting.
f. Lake Virginia Management District. Dietz spoke of an upcoming quarterly meeting.
g. Lake Redstone Management District. No report.
Fry spoke of the upcoming ATC proposals to come to the CPZ committee at the September 8th meeting.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, August 23rd , 2016 at 9:00 a.m. and Thursday, September 8th , 2016 at 9:00 a.m. Motion by J. Dietz/E. Peterson to adjourn at 10:50 a.m. Motion carried, all in favor.
