Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: None.
Others present: B. Michalek, G. Templin, A. Pape, B. Bergstrom, B. Cunningham, K. Felton, B. Bailey, C. Miller.
At 9:00 a.m. Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Lehman/N. Johnson to adopt the agenda as presented. Motion carried, all in favor.
Motion by J. Fish/D. Polivka to approve the March 9th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Cunningham spoke of correspondence from the Army Corp of Engineers which was presented to the committee in a handout.
Land Records
a. Department reports and updates. Felton appeared and provided the Department report.
b. Review and approval of vouchers. Motion by D. Polivka/N. Johnson to approve the vouchers in the amount of $2,400.00. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey provided the Departmental report and update.
b. Review and approval of vouchers. Motion by E. Peterson/D. Polivka to approve vouchers in the amount of $12,936.60. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department report and updates.
b. Review and approval of vouchers. Motion by D. Polivka/N. Johnson to approve vouchers in the amount of $8,593.07. Motion carried, all in favor.
c. Discussion and possible action on carryforward request. Motion by N. Johnson/D. Polivka to approve the carryforward request as presented. Motion carried, all in favor.
Discussion and possible action on approval of selection of 2016 vehicle purchase for Conservation, Planning and Zoning Department. Motion by D. Polivka/J. Dietz to approve the resolution to purchase the 2016 Jeep Cherokee in the amount of $21,954. Motion carried, all in favor.
Discussion and possible action on approval to purchase Rainfall Simulator. Aaron Pape gave a presentation on a Rainfall Simulator, explained that the purchase was approved by Finance Committee and the funds are available in the CPZ budget. Motion by J. Fish/E. Peterson to approve the purchase of the Rainfall Simulator. Motion carried unanimously.
Discussion and possible action on manure pit construction/abandonment permit applications and funding. Polivka spoke of a manure lagoon inspection for a neighbor and the concerns of the regulations associated with the cost sharing for farm properties and requested more information to understand the program and discussed the pressures that producers could be under. Berstrom explained the difference between the county cost share program and federal regulations, which apply to the specific neighbors situation. He also spoke of the county’s program. Miller explained some of the federal program requirements to get funding.
Discussion and action on dissolving Sauk County’s Natural Beauty Council. Motion to postpone action to May by E. Peterson/N. Johnson. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller appeared and provided a report to the committee.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Polivka stated they approved the new web page design, advertisement began for the new Placemaking position, and a resolutions has been forwarded for the Baraboo River project.
e. Mirror Lake District. Lehman spoke of a recent meeting where tree removal and weed cutting was discussed.
f. Lake Virginia Management District. Dietz spoke of enforcement of codes on properties around Lake Virginia being followed up on.
g. Lake Redstone Management District. Johnson asked about the celebration for the Dam. Fish spoke of busing people from the Town Hall, a Ski show and Swing Crew playing. Johnson spoke of the report for the dredging project, and the Township requesting no garages being allowed on vacant lots.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, April 26th, 2016 at 9:00 a.m. and Tuesday, May 12th, 2016 at 9:00 a.m. Motion by D. Polivka/S.Laubscher to adjourn at 10: a.m. Motion carried, all in favor.
