Conservation, Planning, and Zoning (CPZ) Committee members present:  J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.

 

Absent:   None.

 

Others present:  S. Pate, G. Templin, S. Sorenson, M. Krueger, R. Fry, M. Posewitz, C. Miller, J. Bushee.

 

At 9:00 a.m. Chair Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law. 

 

Adopt agenda:   Motion by S. Laubscher/J. Ashford to adopt the amended agenda as presented. Motion carried, all in favor.

 

Motion by E. Peterson/J. Fish to approve the May 24th meeting CPZ Committee meeting minutes.  Motion carried, all in favor.

Public Comment:

None.

 

Communications: 
None.

 

Discussion and possible action on Resolution in Opposition to the Proposed Mitigation Bank Located East of the Tri-County Regional Airport.    Sorenson appeared and stated that the ditch was the best thing for the area.  Polivka explained the need for the resolution and background behind the project and explained that the main focus is how the project affects the airport.   Krueger spoke of Richland and Iowa Counties developing similar resolutions.  Motion by E. Peterson/C. Lehman to adopt the resolution in opposition to the proposed mitigation bank located east of the Tri-County Regional Airport.   Motion carried, all in favor.

 

Land Records

a. Department reports and updates.   Pate appeared and spoke of the Department report.

b. Review and approval of vouchers.    Pate reviewed the vouchers.  Motion by J. Ashford/S. Laubscher to approve vouchers in the amount of $17,942.50.  Motion carried, all in favor.

c.  Review and approval of Goals & Objectives Budget Form 1.   Pate discussed the Goals & Objectives Form 1 and the levy funding for wages of staff that was changed in 2016.   He explained the Land Records Modernization Plan and the way the “department” is funded.   Peterson asked about mapping turn around time for CSM splits.  Pate explained.  Johnson asked about the fund balance and how long that would take to use.  Pate reviewed.

 

Register of Deeds

a. Department report and updates.  In Bailey absence, Templin passed out the Departmental report and vouchers for review.

b. Review and approval of vouchers.  Motion by J. Ashford/J. Fish to approve vouchers in the amount of $13,902.71.  Motion carried, all in favor.

 

 

Conservation, Planning and Zoning
a.         Review and approval of vouchers.  Templin reviewed department vouchers.  Motion by J. Fish/N. Johnson to approve vouchers in the amount of  $14,836.99.  Motion carried, all in favor.

 

Reports

a.         Natural Resources Conservation (NRCS).  Miller appeared with Josh Bushee, who will be his replacement for 6 weeks while he is out.

b.         Farm Service Agency (FSA).  No report.

c.         Foresters.   No report.

d.         Economic Development Committee.  Krueger provided an update on the Placemaking position.  Fry also provided information on the recruiting.
e.         Mirror Lake District.   Lehman stated there is nothing to report.
f.          Lake Virginia Management District.    Fish spoke of a nuisance ordinance being passed that is more restrictive than the County’s.

g.   Lake Redstone Management District.  Johnson spoke of the 50th Anniversary celebration at Lake Redstone, a book signing, ski show and water improvements.

 

Possible closed session pursuant to Wis. Stats s 19.85(1)(c) considering employment, promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility:  Performance evaluation of the Conservation, Planning and Zoning Director.  Motion by J. Fish/J. Ashford to go into closed session.    Roll call:  AYES (8) Lehman, Fish, Peterson, Polivka, Ashford, Johnson, Laubscher, Dietz.  NAYS (0).  Motion carried, all in favor.  

 

Reconvene in open session immediately following the closed session.  Motion by J. Ashford/E. Peterson to reconvene in open session.  Motion carried, all in favor.

 

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, June 28th, 2016 at 9:00 a.m. and Thursday, July 14th , 2016 at 9:00 a.m.  Motion by J. Fish/N. Johnson to adjourn at 11:00 a.m.  Motion carried, all in favor.
