Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: None.
Others present: S. Pate, G. Templin, S. Sorenson, M. Krueger, R. Fry
At 9:00 a.m. Chair Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by S. Laubscher/J. Ashford to adopt the amended agenda as presented. Motion carried, all in favor.
Motion by E. Peterson/J. Fish to approve the May 24th meeting CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
None.
Discussion and possible action on Resolution in Opposition to the Proposed Mitigation Bank Located East of the Tri-County Regional Airport. Sorenson appeared and stated that the ditch was the best thing for the area. Polivka explained the need for the resolution and background behind the project.
Land Records
a. Department reports and updates. Felton appeared and provided the Department report.
b. Review and approval of vouchers. Felton stated there are no vouchers at this time.
Register of Deeds
a. Department report and updates. Bailey provided the Departmental report and update.
b. Review and approval of vouchers. Motion by C. Lehman/S. Laubscher to approve vouchers in the amount of $16,687.07. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department report and updates. Cunningham reviewed the Department report. The committee asked about the Ag Plastics program, Clean Sweep and the Maintenance Program, specifically.
b. Review and approval of vouchers. Motion by J. Fish/J. Ashford to approve vouchers in the amount of $40,939.08. Motion carried, all in favor.
Discussion and possible action on Project 2016-00537-KJH, wetland compensatory mitigation bank proposal, sponsored by Dale Clark, Town of Spring Green, near the Tri-County Airport. Marc Higgs appeared and spoke of the project and how it impacts the airport and the contacts he has made regarding the project and the impacts it will have.
Polivka spoke of the water impacts of the area, the farmland and the ditch that was created. He also spoke of other concerns on the proposal.
Fry spoke of the deadlines and the need to put comments in writing and be a partner with the Airport.
Krueger spoke of the need to do more than simply monitor the issue and get the County’s concerns in writing.
Motion by N. Johnson/J. Fish to direct Conservation, Planning and Zoning to send a letter to the Army Corps of Engineers stating concerns and opposition to the project due to the proximity of it to the airport. Motion carried, all in favor.
Discussion and possible action on resolution to dissolve the Sauk County Natural Beauty Council. Motion C. Lehman/E. Peterson to dissolve the Sauk County Natural Beauty Council. Motion carried, all in favor.
Review of WI Land & Water Conservation Association Land Conservation Committee (LCC) Supervisors Handbook. Keenan appeared and discussed the new handbook and updates.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Paul and Crystal Hasheider located in Section 30, T12N R6E, Town of Baraboo, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance. Simmert appeared and provided a background on the request, the approval by the Town of Baraboo and the conversion rate. Motion by J. Ashford/N. Johnson to approve the PRD lot for Paul and Crystal Hasheider. Motion carried, all in favor.

Simmert appeared and provided a background on the request, the approval by the Town of Honey Creek and the conversion rate. Motion by E. Peterson/C. Lehman to approve the PRD lot for Carmen Feight Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). No report.
b. Farm Service Agency (FSA). Norgard appeared and provided a report.
c. Foresters. No report.
d. Economic Development Committee. Michalek stated they conducted interviews on Monday for the Placemaking position and spoke of the position, the budget and the reporting.
e. Mirror Lake District. Lehman stated there is nothing to report.
f. Lake Virginia Management District. Dietz stated there is nothing to report.
g. Lake Redstone Management District. Johnson spoke of the repair of the dam.
Peterson asked questions about Michalek's review, who is involved, the wage adjustment and when to ask questions. Polivka stated he didn’t feel this was the appropriate time to discuss. Michalek questioned whether it could be addressed as a Department report and update. Polivka felt these were questions that could be addressed at the next committee meeting under the appropriate agenda item.
Review and possible action on remaining committee dates for 2016. Motion by E Peterson/J Ashford to retain the current meeting schedule. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, May 24th, 2016 at 9:00 a.m. and Thursday, June 9th , 2016 at 9:00 a.m. Motion by N. Johnson/J Ashford to adjourn at 10:50 a.m. Motion carried, all in favor.
