At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Fish/Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-January 27: Motion by Polivka/Peterson to adopt the minutes from the January 27 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: None.
Communications:
- Town of LaValle adopted the Chapter 7 Zoning Ordinance.
- Cunningham provided some updates on the state budget.
- Copies of the Southwest Badger Resource Conservation and Development (RC&D) Council “Badger Report” were provided to the Committee. Committee wants annual updates from the Southwest Badger RC&D before the department works on their budget which possibly means receiving their report in September to help determine the amount of dues to be paid.
- Southern Area Land & Water Conservation Association Resolution #1 “Calling for the Formation of a Statewide Task Force to Research and Implement Alternative On-Farm Liquid Manure Management System on Wisconsin Livestock Farms.” This will be acted on at the Wisconsin Land+Water Association’s Annual Conference business meeting in March.

Johnson unable to vote on zoning issues.

Town of Franklin approved this at their meeting on February 11. Motion by N. Johnson/Ashford to approve the conditional use permit with all the standards. Motion carried, all in favor. S. Johnson unable to vote on zoning issues.
Land Records Modernization:
- Department reports and updates - Felton presented an update.
- Review and approval of vouchers - Motion by Polivka/Peterson to approve vouchers in the amount of $3,933.74. Motion carried, all in favor.
Register of Deeds:
a. Department reports and updates - Bailey presented an update.
- Review and approval of vouchers - Motion by Polivka/Peterson to approve vouchers in the amount of $10,326.75. Motion carried, all in favor.
Review and approval of CPZ Department annual report: Cunningham presented the annual report. Ashford mentioned to possibly work with the Baraboo Range Preservation Association on monitoring. Motion by Ashford/Fish to approve the annual report. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates - Cunningham reviewed the department report. Eight farmers will be getting a Notice of Noncompliance and will have as an action item at the next meeting.
- Review and approval of vouchers - Motion by Ashford/N. Johnson to approve 2014 and 2015 vouchers in the amount of $23,435.58. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS) - Miller mentioned that the Regional Conservation Partnership Program (RCPP) is under review by Corporation Counsel. The Conservation Security Program (CSP) signup is being held through February 27.
- Farm Service Agency (FSA) - Norgard reported that farm owners may update their yield history and/or reallocate their base acres through February 27 and then make their election by March 31 for the Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) programs. Livestock Disaster Assistance for 2012 pasture losses has paid out over $300,000.
- Foresters - Paul Kloppenburg noted that Rick Livingston recently retired and introduced Nick Morehouse as a new DNR Forester for Sauk County. Kloppenburg noted that the Managed Forest Law (MFL) is very active, and the deadline to apply is June 1, 2015 for enrollment in 2016. The contract for the 160-acre timber sale at Mirror Lake State Park is to be completed by the end of this winter. Timber sale bid openings were held this fall and winter- 113 acres at Dell Creek Wildlife Area, which were sold. At Devils Lake State Park, a 327 acre timber sale did not have any bids submitted during the two bid openings. DNR staff will be working on getting this timber sale sold. The Integrated Property Managers Meeting was held for 2015 in January. A recommendation was made by Sauk County staff on doing a presentation for the County Board about the Community Forest going into the County Forest Program.
- Economic Development Committee - Polivka reported that the Great Sauk Trail is moving ahead. There was a joint meeting with the Sauk County Development Corporation (SCDC) discussing their future.
- Mirror Lake District - Nothing to report.
- Lake Virginia Management District - May meet in April.
- Lake Redstone Management District - N. Johnson reported that they did not get the aquatic invasive species education grant. Dutch Hollow and Lake Redstone will hold a Lake Fair on Saturday, June 27. There is a push to dredge the lake.
Next meeting for the Conservation, Planning, and Zoning Committee will be held on Tuesday, February 24, and Thursday, March 12. Motion by Ashford/Fish to adjourn at 11:11 a.m. Motion carried, all members in favor.
