Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, F. Halfen, G. Lehman, D. Nobs, D. Polivka, R. Puttkamer

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Puttkamer to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-September 25: Motion by Ashford/Puttkamer to adopt the minutes from the September 25 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment:
- Sharon Terry commented on frac sand mining.
Communications:
- Ashford presented an article to Michalek regarding cows polluting the Wisconsin River. Michalek noted that CPZ Department staff are working with this individual to find a solution to the problems.
- Pohle heard back from Juneau County that they may be able to provide mailing addresses for Juneau County landowners on Lake Redstone. Dietz will report this at the next Lake Redstone Protection District meeting.
- Michalek distributed copies of Kathy Pielsticker’s handout, “DATCP’s Position on Mergers of County Conservation Departments,” from the recent County Conservationist meeting. Schauf expressed her concerns about this.
- 2013-2015 Nutrient Management Farmer Education Grant Program award – Michalek informed the CPZ Committee that the department will receive the grant in the amount of $13,200 to continue this program. This covers farmers attending a nutrient management planning class.
- Michalek and Cunningham clarified the criteria for a high hazard dam. The Committee signed Chapter 9 for County Board.
- Dietz, Halfen, Polivka, and possibly Nobs will help at the October 19 Clean Sweep. There was discussion on the postponement of the October 5 Clean Sweep.
Discussion and consideration of Community Development Block Grant Emergency Assistance Program (CDBG-EAP) buyouts: Clarification was made on the buyout process through the CDBG-EAP. The state asked us to bring the buyout back to the CPZ Committee and potentially have the Board look at it again. Assessed and appraised values are entirely different. The consensus of the CPZ Committee was not to take this agenda item back to the County Board.
Update on Chapter 7 Zoning Ordinance: Simmert provided the Committee members a memorandum from DATCP regarding “Sauk County Zoning Ordinance Density Standards.” Committee directed that the memorandum be reviewed by Corporation Counsel. Committee agreed that the compromise to three acres was acceptable. The ordinance will be taken out to the towns for final review.
Campground language from Kleczek-Bolin was presented to the Committee, and the Committee was asked to bring any concerns about the proposed language to the next Committee meeting.
Update regarding the Sauk County Farmland Preservation Planning process: Update was given by Brian Simmert, and CDs were provided to the Committee.
Register of Deeds:
- Department reports and updates – Bailey presented his monthly report. The credit card swiper was mailed last week. Bailey is continuing to check on the vendors for the book conversion.
- Review and approval of vouchers – Motion by Nobs/Polivka to approve vouchers in the amount of $3,588.36.
Review and approval of resolution to approve attendance at Southern Area Association meeting and tour: Agenda item removed due to no CPZ Committee member attending the tour. Pohle reported on the tour.
Conservation, Planning, and Zoning Department
a. Department reports and updates: Michalek reviewed the department report. Committee agreed that emailing the report before the meeting and providing hard copies at the meeting is appropriate. Discussed possibly adding a column on the department report to list field projects that are in process. Revetments are starting to be installed next week for the Clark Creek project. CPZ Committee will view the project after the October 22 meeting.
b. Review and approval of vouchers: Motion by Ashford/Polivka to approve the vouchers in the total amount of $35,593.84. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS): Staff not available due to federal shutdown.
- Farm Service Agency (FSA): Staff not available due to federal shutdown.
c. Foresters: None.
d. Economic Development Committee: Polivka stated that Fermentation Fest received a $100,000 National Endowment for the Arts grant and are asking $40,000 from the county as part of the matching grant. This will go before the entire County Board for action.
The State of Wisconsin and Union Pacific are in negotiations to purchase the rail lines between Madison and Reedsburg.
The Highway 12 bypass is an upcoming issue.
e. Mirror Lake District: None.
f. Lake Virginia Management District: Michalek noted the deadline for the lake grant is in February.
- Lake Redstone Management District: Dietz reported that the district is talking to Bergstrom. They are pleased with what was done with Wegner’s.
Next meeting of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Tuesday, October 22, and Thursday, November 14.
Motion by Nobs/Ashford to adjourn at 11:18 a.m. Motion carried, all members in favor.
