10. Public hearing: To begin at approximately 10:00 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing.)
a. Discussion and possible action on petition #18-2015, granting of a Conditional Use Permit (CUP) pursuant to s.7.027(2)(i) and 7.040(3)(i) to authorize the location and operation of a food plot seed business and wood working shop. This property is located in the Agricultural zoning district, in Section 27, Town 13N, R3E, Town of LaValle, tax parcel 024-0761-20000, owned by Jeffrey A. Johnson.

Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson.
Excused absence: J. Lehman.
Others present: B. Cunningham, G. Templin, D. Lorenz, M. Keenan, J. Johnson.
At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by E. Peterson/D. Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings– Peterson requested a change to the minutes under the Southwest Badger report. Motion by N. Johnson/J. Ashford to approve the September 10th CPZ Committee meeting minutes with the requested change. Motion carried, all in favor.
Public Comment: None.
Communications:
Cunningham spoke of the public hearing information provided in the packets. He also spoke of a letter of support requested by Southwest Badger for a staffing position from the Conservation Planning and Zoning Department and offering any staff assistance. He then spoke of an email from DATCP regarding cost sharing.
Review and approve letter and resolution of support for Clean Sweep. – Cunningham reviewed the letter and resolution provided. Motion by D. Polivka/N. Johnson to approve the letter of support and resolution as submitted. Motion carried, all in favor.
Farmland Preservation Program Update – Keenan provided an update on Farmland Preservation, deadlines and farm inspections.
Review updates on Chapter 7 Zoning ordinance changes – Cunningham updated the committee on the changes made to Chapter 7 since the last meeting. The Committee discussed.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Scott Fuchs located in S22 and 24, T9N, R5E, Town of Troy, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Cunningham provided a revision to the requested PRD, with a 3 lot request that includes more easement protected land in the Town of Troy. Motion by D. Polivka/N. Johnson to approve the CUP/PRD with the condition that there is no human habitation in the shed and that the Town of Prairie du Sac approve the request. Motion carried unanimously.
The Committee recessed for 10 minutes.
Public Hearing: To begin at approximately 10:00 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing.)

Dave Lorenz appeared and provided the background and history of the request. He also reviewed the standards for the CUP to be approved, reviewed the photographs of the site, a letter from the Town of LaValle in support of the request with conditions requested to be placed on the CUP, and any county conditions associated with the conditional use permit.
Jeffrey Johnson, applicant, appearing in favor of the request, stated that he asking to expand his business from working in his garage and explained that he has a full time job and this request is for a part time business and this would not change traffic on the road or harm to public interest.
Dietz asked about the seed plot. Johnson explained the business as seed sales and consulting.
Seeing as no one wished to speak on the hearing, Vice Chair Ashford closed the public portion of the hearing at 10:15 a.m.
The committee discussed.
Motion by N. Johnson/ E. Peterson to approve the Conditional Use Permit (CUP) to authorize the location and operation of a food plot seed business and wood working, along with the conditions listed by the Town of LaValle and County. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, October 8, 2015 at 9:00 a.m. and Thursday, October 27, 2015, at 9:00 a.m. Motion by E. Peterson/D. Polivka to adjourn at 10:20 a.m. Motion carried, all members in favor.
