Conservation, Planning, and Zoning (CPZ) Committee members present: J. Lehman (8:40 a.m.), J. Ashford, J. Dietz, J. Fish, E. Peterson, D. Polivka, N. Johnson (8:50 a.m.)
Excused absence: S. Johnson
Others present: B. Cunningham, B. Michalek, B. Simmert, G. Templin, S. Pate, K. Felton, P. Dederich, B. Bailey, C. Norgard, W. Warren, K. Vertein.
At 8:30 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Dietz to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings–July 28: Motion by Polivka/Fish to approve the July 28 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment: None.
Communications:
Polivka spoke of the Town of Franklin having concerns about a property owner with a welding business needing a rezone. Simmert explained.
Lehman present.
Review and possible approval of Conservation Congress 2016 budget request. - Ken Vertein appeared and provided a request of $1,300 for the Conservation Congress from the Conservation, Planning and Zoning budget. He explained the budget request. Motion by Dietz/Polivka to approve the $1,300 budget request. Motion carried, all in favor.
N. Johnson present.
Report and review and possible approval of Southwest Badger 2016 budget request. Wendy Warren, Executive Director of Southwest Badger appeared and provided a report to the committee. She will provide an official request in writing, along with more information. She also stated that their next quarterly meeting is September 4th in Richland Center. Cunningham stated that their budget request is included in the Department’s budget already, at $2,500. Motion by Peterson/Polivka to keep the budget item at $1,250. Motion failed 3-4 with N. Johnson, Ashford, Dietz, and Fish in opposition.
Update on the Sauk Prairie Recreation Area Master Plan – Simmert provided an update.
Conservation, Planning & Zoning Department:
a. Department report and updates. Cunningham reviewed the department report and provided updates to the committee.
b. Review and approval of vouchers. Cunningham reviewed the department vouchers. Motion by Ashford/N. Johnson to approve the vouchers in the amount of $100,530.03. Motion carried, all in favor.
c. Review and authorization to forward the 2016 Conservation, Planning and Zoning budget to the Finance Committee. Michalek reviewed the proposed budget to forward to finance. Motion by Polivka/Fish to forward the 2016 Conservation, Planning and zoning budget to the Finance Committee. Motion carried, all in favor.
Land Records:
a. Department report and updates: Felton presented department report and reviewed with the Committee.
b. Review and approval of vouchers: Motion by Polivka/Peterson to approve vouchers in the amount of $20,221.39. Motion carried, all in favor.
c. Review and approval of 2016 LRM budget. Pate provided a copy of the LRM budget and reviewed with the committee. Motion by Ashford/Polivka to approve land records LRM budget. Motion carried, all in favor.
Surveyor:
a. Department report and updates. Dederich provided the committee with a department report and reviewed.
b. Review and approval of vouchers. Dederich reviewed vouchers in the amount of $6,850 and $4,200.00, for a total of $11,050.00. Motion by Ashford/Peterson, to approve both sets of vouchers, in the total amount of $11,050.00. Motion carried, all in favor.
c. Review and approval of Mission, Vision, Goals and Performance Measures. Dederich reviewed his Mission, Vision, Goals and Performance Measures. Motion by Polivka/Dietz to approve Mission, Vision, Goals and Performance Measures. Motion carried, all in favor.
d. Review and authorization to forward the 2016 Surveyors budget to the Finance Committee. Dederich provided his 2016 Surveyors budget. Motion by Polivka/Dietz to forward the 2016 Surveyors budget to Finance Committee. Motion carried, all in favor.
Register of Deeds:
a. Department reports and updates. Bailey reviewed his department report and updates.
b. Review and approval of vouchers. Bailey presented his vouchers in the amount of $12,675.05. Motion by Peterson/N. Johnson to approve vouchers in the amount of $12,675.05. Motion carried, all in favor.
c. Review and authorization to forward the 2016 Register of Deeds budget to the Finance Committee. Bailey provided the 2016 Register of Deeds budget for review. Motion by Polivka/Fish to move the 2016 Register of Deeds budget to Finance Committee. Motion carried, all in favor.
Discussion and possible action on text change to amend Sauk County Code Chapter 20, Uniform Citation Ordinance to reflect changes made to Chapter 9, Sauk County Code of Ordinances. Simmert appeared and explained the text changed. Motion by Polivka/Ashford to approve the text change to amend Sauk County Code Chapter 20 to reflect changes made to Chapter 9. Motion carried, all in favor.
Discussion and possible action on authorizing a contract with Robert Half Technologies for Custom Programming Services. Pate appeared and explained resolution and contract for programming. Motion by Ashford/Polivka to approve the resolution to contract with Robert Half Technologies. Motion carried, all in favor.
Discussion and action on Petition #11-2015, a rezone from an Agriculture to Commercial zoning district and conditional use permit to authorize a retail establishment, outdoor in S35, T13N, R3E, Town of LaValle by Robert Lueck. Michalek explained the statutory requirements, that he spoke with the property owners himself, as well as the process. Motion by Polivka/Fish to deny the request to rezone from Agriculture to Commercial zoning and to deny the conditional use permit to authorize a retail establishment. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Donald Pellett located in S19, T19N, R5E, Town of Troy, Sauk County, pursuant to Subchapter IX of the Sauk County Code of Ordinances. Simmert appeared and reviewed the request for a conditional use permit for a PRD for Donald Pellett in the Town of Troy. Motion by Fish/N. Johnson to approve the conditional use permit for a PRD with the conditions. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for Planned Rural Development (PRD) lot for David Lundgren located in S25, T10N, R5E, Town of Honey Creek, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the request for a conditional use permit for a PRD for David Lundgren in the Town of Honey Creek. Motion by Polivka/Ashford to approve the conditional use for a PRD with conditions and Town Board approval. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Mildred Peterson located in S7, T12N, R4E, Town of Reedsburg, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the request for a conditional use permit for a PRD for Mildred Peterson. He also spoke of a revision by the applicant to the original request and an access easement. Motion by Ashford/N. Johnson to approve with conditions a conditional use permit for a PRD. Motion carried, all in favor.
Consideration of a conditional use permit pursuant to s. 7.074(3) of the Sauk County Zoning Ordinance for a dwelling in an area zoned exclusive agricultural on land located in S4, T12N, R5E, Town of Excelsior, Sauk County, for Russell Crane. Simmert appeared and reviewed the request for a conditional use permit for a dwelling in an area zoned exclusive agriculture on land in the Town of Excelsior. Motion by Ashford/Fish to approve the conditional use permit. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS) - Miller provided written report.
b. Farm Service Agency (FSA) - Curt Norgard provided a report to the committee.
c. Foresters – No report.
d. Economic Development Committee – N. Johnson spoke of a survey to target an audience of millennials. Polivka spoke of SCDC in transition and the Great Sauk Trail is moving forward.
e. Mirror Lake District – Lehman spoke of an upcoming picnic held by Mirror Lake property owners.
f. Lake Virginia Management District – Dietz stated their next meeting is in September.
g. Lake Redstone Management District – N. Johnson spoke of lake dredging and management planning.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, August 25, and Thursday, September 10. Motion by Polivka/Peterson to adjourn at 11:30 a.m. Motion carried, all members in favor.
