CONSERVATION, PLANNING, AND ZONING COMMITTEE

Conservation, Planning, and Zoning (CPZ) Committee members present:  J. Ashford, J. Dietz, J. Fish, G. Lehman, E. Peterson, D. Polivka, R. Puttkamer

Excused absence:  N. Johnson

Others present:   B. Bailey, K. Felton, B. Michalek, C. Norgard, P. Pohle, B. Simmert

At 9:00 a.m. Chair Lehman called the meeting to order and certified to be in compliance with the Open Meetings Law. 

Adopt agenda:  Motion by Polivka/Peterson to adopt the amended agenda.  Motion carried, all in favor.

Adopt minutes of previous meeting-September 23:  Motion by Fish/Puttkamer to adopt the minutes from the September 23 Conservation, Planning, and Zoning Committee meeting.  Motion carried, all members in favor.

Public Comment:  None.

Communications: 

  1.  Public Notice of Availability of a Nutrient Management Plan and Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit-Maize N Bacon Inc.
  2. Letter from LaValle Plan Commission. 
  3.  Freedom of Information Act request regarding frac sand mining communications.

Land Records:

  1. Department reports and updates - Felton noted they are working on migration and have  been to some training.  Showed the CPZ Committee the tie sheet finder on the county website. 
  2. Review and approval of vouchers - Motion by Polivka/Peterson to approve vouchers in the amount of $8,996.38.  Motion carried, all in favor. 

Register of Deeds:

  1.  Department reports and updates - Bailey reported the budget was approved as presented to the CPZ Committee previously.  Book conversion is nearing completion. 
  2. Review and approval of vouchers - Motion by Ashford/Fish to approve vouchers in the amount of $2,788.74.  Motion carried, all in favor. 

Discussion and Possible Approval to send Sauk County Ordinance Chapter 7 to Public Hearing:  The amendment package was provided to the CPZ Committee.  Each proposed change was discussed.  Motion by Polivka/Ashford to move the changes to a public hearing.  Motion carried, all in favor.

Resolution authorizing the creation of an Regional Conservation Partnership Program (RCPP) Conservationist Project Position and authorization of the CPZ Director to sign into a five-year agreement/commitment with the US Department of Agriculture - Natural Resources Conservation Service:  The resolution was presented to the CPZ Committee for adding a position if the county receives the RCPP funding. Motion by Ashford/Polivka to approve the resolution.  Motion carried with all in favor except Peterson was opposed. 

Conservation, Planning, and Zoning Department:

  1. Department report and updates - Michalek reviewed the department report. 
  2. Review and approval of vouchers - Motion by Polivka/Ashford to approve 2014 and 2015 vouchers for $82,974.33.  Motion carried, all in favor.

Reports:

  1. Natural Resources Conservation Service (NRCS) - None.
  2. Farm Service Agency (FSA) - Norgard noted that Conservation Reserve Program (CRP) payments should be going out soon.  He discussed the new feed grain program Price Loss Coverage (PLC) and Agricultural Risk Coverage (ARC).
  3. Foresters - None.
  4. Economic Development Committee - Polivka reported that at their September meeting, Merrimac Communications discussed broadband with the committee.  They sent a $120,000 request to the Finance Committee for placemaking.
  5. Mirror Lake District - None.
  6. Lake Virginia Management District - Fish attended their annual meeting. 
  7. Lake Redstone Management District - None.

Consideration of a conditional use permit pursuant to 7.074(3) of the Sauk County Zoning Ordinance for a dwelling in the area zoned exclusive agriculture on land located on CSM 6128 Lot 2 for Greg Frosch S30, TN. R63, Town of Prairie du Sac, Sauk County:  Motion by Polivka/Ashford to approve conditional use permit with the conditional use permit sections being approved.  Motion carried, all in favor.

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday October 30, and Thursday, November 13.  Motion by Dietz/Puttkamer to adjourn at 10:50 a.m.  Motion carried, all members in favor.
