Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, N. Johnson, G. Lehman, E. Peterson, D. Polivka, R. Puttkamer

At 9:01 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Puttkamer to adopt the amended agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-May 27: Motion by Ashford/Johnson to adopt the minutes from the May 27 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: None.
Communications:
a. Cunningham and Lehman discussed the Public Service Commission (PSC) open house recently held regarding the two possible routes for the Badger Coulee Transmission Line. Copies of the “Application Review Process,” “Contact List for the Project,” “Public Input-How is it Used?” and the “PSC-DNR Environmental Impact Statement Scoping Comment Sheet” were provided to the Committee.
b. Michalek provided the Committee the June 11, 2014, letter from Attorney Schober regarding the Klipp rezoning request.
c. Kleczek Bolin provided copies of the June 11, 2014, memorandum from Todd Liebman regarding the Klipp rezoning petition #4-2014.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Lawrence & Patricia Jensen located in S18,T.9N.R.6E, Town of Prairie du Sac, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Michalek presented the staff report. Ashford read the Questions for the Conditional Use Permit Standards in Section III with all being answered yes by Committee members. Motion by Ashford/Polivka to have the permit on the floor and to approve the permit. Motion carried, all in favor. Puttkamer unable to vote on zoning issues.
Consideration to reopen the hearing on the Robert Klipp et al. rezone in the Town of Westfield based upon advice of Corporation Counsel: Kleczek Bolin presented options the CPZ Committee can take regarding the Klipp rezone. The CPZ Committee discussed the options presented and discussed their previous decision on the matter. There was discussion on what contract zoning is and that it is illegal. Attorney Schober can be told that a deed restriction would help. Motion by Peterson/Polivka that we withdraw the rezone from the June County Board agenda, conduct a new public hearing at the July 10 CPZ Committee meeting, and take it forward to the July 15 County Board meeting if approved. Motion carried, all in favor. Puttkamer unable to vote on zoning issues.
Update on Chapter 7: Staff will attend the next Town of Winfield town board meeting. Staff are working with the Town of LaValle regarding their concerns with accessory buildings on vacant lots.
Approval of attendance on Able Trek Bus Tours/Frac Sand Mining on Friday, June 27: Lehman noted the tour will not go in the mine, and it is being sponsored by a neutral party. Motion by Polivka/Ashford to approve Lehman’s attendance on the June 27 Frac Sand Mining Tour. Motion carried, all in favor. Due to the short time frame, Lehman will pay the $88 registration fee and request reimbursement after the tour.
Register of Deeds:
a. Department reports and updates: Bailey presented the department report.
b. Review and approval of vouchers: Motion by Polivka/Peterson to approve the vouchers in the amount of $3,036.78. Motion carried, all in favor
Discussion and consideration of program review form (mission, vision, goals, and performance measures) for 2015 budget: Michalek reviewed the mission, vision, goals, and performance measures for 2015. No major changes; ag plastics recycling was included.
Committee discussed purchasing a no-till drill to be loaned out to farmers. Could charge per acre and daily rental fees. Staff will check into this and possibly include it in the 2015 budget.
Conservation, Planning, and Zoning Department:
a. Department reports and updates: Michalek reviewed the department report.
b. Review and approval of vouchers: Motion by Polivka/Ashford to approve the vouchers in the amount of $17,434.98. Motion carried, all in favor.
c. Chapter 26 manure management department policy update: Michalek informed the CPZ Committee that Corporation Counsel recommended that Chapter 26.10 (1) (d) could be enforced by the CPZ Department. One of CPZ Department’s staff talked to the landowner about the situation with the Berkshire pigs, modified his plan, and within the next 30 days the pigs will be completely out of the area, and the area will be seeded. Department staff will follow up with them.
Discussion regarding the Regional Conservation Partnership Program (RCPP) with Natural Resources: Michalek and Miller apprised the CPZ Committee about the RCPP. It is a five-year program to install conservation practices for ag producers and requires a 50 percent match (in-kind is permitted). There is no guarantee we will get funded. The deadline for proposals is July 14, and final decision will be received in October. Consensus of CPZ Committee was to pursue the RCPP. Will need to consider in upcoming budget.
Reports:
a. Natural Resources Conservation Service: Miller reported that Environmental Quality Incentives Program (EQIP) funded ~$476,000 in the first round of EQIP. Conservation Security Program (CSP) contracts have been pre-approved, with eight so far. Compliance checks are about half done in Sauk County. There are some compliance issues and two wetland violations have been issued so far this year.
b. Farm Service Agency (FSA) report: Norgard reported that continuous Conservation Reserve Program (CRP) signup got reauthorized. One-year extensions for general signups that expire this year are being offered. County Committee election is coming up, beginning June 15, so Puttkamer will be done as he has reached the maximum number of years able to serve on the committee. Appointments are being made to report acres. Signups being taken for grazing loss payments.
c. Foresters’ report: None.
d. Economic Development Committee report: Polivka did not attend the last meeting. Johnson reported they talked about internet service around the county, need for internet, etc.
e. Mirror Lake District report: Their next meeting is scheduled for June 24.
f. Lake Virginia Management District report: Dietz noted they will be meeting at the end of the month.
g. Lake Redstone Management District report: Johnson reported their annual meeting will be held on August 2. Met with summer help for Clean Boats, Clean Water. An intern is also working with Juneau County NRCS scoping out where to do future projects.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Tuesday, June 24, and Thursday, July 10.
Motion by Polivka/Johnson to adjourn at 10:59 a.m. Motion carried, all members in favor.
EnviroScape demonstration: Cunningham gave a demonstration on the EnviroScape to CPZ Committee members who were interested after the meeting adjourned.
