At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Halfen to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-March 13: Motion by Halfen/Puttkamer to adopt the minutes from the March 13 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: None.
Communications: Michalek informed the CPZ Committee that the Lake Virginia Dam was repaired earlier this week. There was no failure in the dam structure, just in the standpipe. The lake was lowered and will be filled by rain events.
Lehman arrived at 9:05 a.m.
Lehman received a public notice of availability of a nutrient management plan and intent to reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) for W C C Flats Inc., Sauk City.
Discussion and possible action on an amendment to the Town of Merrimac zoning ordinance pursuant to Wis. Stat. 60.10(2)(c) to create a definition of vacation rental to allow vacation rental establishments as a conditional use: Tim McCumber advised the CPZ Committee on the amendment. They held a public hearing and no one attended but positive comments were sent in. Anyone doing a vacation rental is supposed to have a “permit” from a state. Town Board and Zoning Commission are all in favor. Motion by Polivka/Ashford to approve an amendment to the Town of Merrimac zoning ordinance. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot (Wade Moseman) located in S17,T.9N.R.5E, Town of Troy, Sauk County pursuant to Section 7.12 of the Sauk County Code of Ordinances: Simmert noted this is a proposal to create a PUD under the old ordinance. The Town of Troy has approved the PUD and easement at their meeting. Motion by Ashford/Polivka to approve the conditional use permit. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot (Kevin & Chet Feigl) located in S30,T.10N.R.5E, Town of Honey Creek, Sauk County pursuant to Section 7.12 of the Sauk County Code of Ordinances: Simmert noted that the lot is in an area that is more difficult to farm and felt this is the best area. The Town of Honey Creek did approve it two nights ago. Motion by Ashford/Polivka to approve the conditional use permit for a Planned Unit Development. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot (Keding Trust) located in S10,T.12N.R.5E, Town of Excelsior, Sauk County pursuant to Section 7.12 of the Sauk County Code of Ordinances: Karen Peterson informed the CPZ Committee that the Town of Excelsior approved the conditional use permit last night. Motion by Ashford/Polivka to approve. Motion carried, all in favor.
Update on Chapter 7: Simmert informed the CPZ Committee that the following towns have adopted the new zoning ordinance: Baraboo, Bear Creek, Dellona, Greenfield, Prairie du Sac Reedsburg, Spring Green, Troy. Adopted but have not submitted their adoption resolution to the County Clerk: Westfield. Plan to adopt in April: Excelsior, Franklin, Freedom, Honey Creek, Sumpter, Woodland. Discussing options: Ironton, LaValle, Winfield.
Land Records Modernization:
- Department reports and updates: Felton presented the department report.
- Review and approval of vouchers: Motion by Halfen/Dietz to approve vouchers in the amount of $23,668.19. Motion carried, all in favor.
Register of Deeds:
- Department reports and updates: Bailey presented the department report.
- Review and approval of vouchers: Motion by Halfen/Ashford to approve vouchers in the amount of $2,122.31. Motion carried, all in favor.
Update on nutrient management computer incentive program and 2015 Nutrient Management Farmer Education (NMFE) Program Grant application: Michalek informed the CPZ Committee that the 2015 NMFE Grant application is being submitted, and we hope to be awarded $13-$14,000. The Executive and Legislative Committee authorized a pilot program to provide surplus computers to individuals who complete the program. Staff will follow up to make sure still using the computers for their nutrient management plans. Lehman provided a map from the April 3, 2014, “Agri-View” showing the statewide comparison by county having nutrient management plans. There are only nine counties ahead of us for claiming FPP tax credits.
Review and selection of youth conservation camp scholarship recipient(s): Pohle presented the following four scholarship applicants for approval: August Begalske, John Goeckermann, Max Koenig, and Liam Taber. Motion by Ashford/Halfen to approve scholarships. Motion carried, all in favor.
Review and selection of teacher scholarship recipient(s): None received.
Approval of CPZ Committee Chair to sign the Joint DATCP/DNR Nonpoint Source Grant Application for calendar year 2014: Michalek explained the changes to the guidelines for funding. We will receive approximately $128,000, but we actually requested $269,946. Motion by Polivka/Puttkamer to authorized the chair to sign the grant application. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department reports and updates: Michalek reviewed the department report.
- Review and approval of vouchers: Motion by Ashford/Halfen to approve the vouchers in the amount of $10,034.47. Motion carried, all in favor.
Reports:
a. Natural Resources Conservation Service: Miller was not present but passed along that there are no new changes as they are waiting on guidance for the new Farm Bill.
b. Farm Service Agency (FSA) report: No report.
c. Foresters’ report: No report.
d. Economic Development Committee report: Polivka reported their last meeting was in Plain, and they talked on broadband accessibility.
e. Mirror Lake District report: No report.
f. Lake Virginia Management District report: No report.
g. Lake Redstone Management District report: Dietz reported that yesterday a group met with the CPZ Department staff on how to proceed with Juneau County on the upstream projects. Starting to look at possibilities for Lake Redstone to pay for an intern to contact landowners/farmers.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Wednesday, May 7, and Tuesday, May 27, at 9:00 a.m.
Motion by Polivka/Halfen to adjourn at 10:37 a.m. Motion carried, all members in favor.
