At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Ashford/Halfen to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-February 26: Motion by Polivka/Puttkamer to adopt the minutes from the February 26 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: Committee agreed to allow Scott Zirzow to speak during the Town of Fairfield’s agenda item.
Vaillancourt thanked the CPZ Committee for all of the assistance received from the CPZ Department.
Communications: Michalek informed the CPZ Committee that a support letter was sent for the Wormfarm Institute/Fermentation Fest.
Michalek noted that Senate Bill 661 for towns to opt out of county zoning did not make it to the senate floor; it is dead until the next session.
Lehman received notices of intent to reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) for the Village of Merrimac, Saputo Cheese USA Inc.-Reedsburg, and Carr Valley Cheese Factory, Inc.-LaValle.
CPZ Committee would like to see a report on what the Southwest Badger Resource Conservation & Development (RC&D) has done in/for Sauk County over the years.
Conservation Congress Updates: Vertein discussed the annual spring fish and game hearings being held April 14. Provided two copies of the booklet “Department of Natural Resources Annual Spring Fish & Wildlife Public Hearing and Wisconsin Conservation Congress Annual Spring County Conservation Meeting” for the Committee and for displaying in the CPZ Department.
Discussion and possible action on the Town of Fairfield zoning ordinance pursuant to Wis. Stat. 60.62(3) to recognize previous amendments to said ordinance since its original adoption by the town: Zirzow informed the CPZ Committee why their zoning ordinance is being brought before the CPZ Committee and County Board at this time. Tim Stone will be present at the County Board meeting on March 18. Motion by Ashford/Polivka to approve the updated Town of Fairfield zoning ordinance. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot located in S36,T.12N.R.7E, Town of Greenfield, Sauk County pursuant to Section 7.12 of the Sauk County Code of Ordinances: Weigel and Schlender explained why they want to build a house on this PUD lot. This has been approved by the Town of Greenfield. Simmert presented the staff report and recommendations. Motion by Polivka/Ashford to approve the conditional use permit. Motion carried, all in favor.
Update on Chapter 7: Simmert stated the following towns have adopted the new zoning ordinance: Baraboo, Dellona, Reedsburg, Spring Green. Greenfield, Woodland, and Sumpter plan to adopt the ordinance.
Met with LaValle to discuss changes to the ordinance and to create an additional family zone. We are reconstructing part of the ordinance to start that process. Will take it back to LaValle in April.
The status of adoption by the other towns is unknown.
Land Records Modernization:
a. Department reports and updates: Felton presented the department report.
b. Review and approval of vouchers: Motion by Halfen/Dietz to approve vouchers in the amount of $526.72. Motion carried, all in favor.
Register of Deeds:
a. Department reports and updates: Bailey presented the department report.
b. Review and approval of vouchers: Motion by Ashford/Polivka to approve vouchers in the amount of $2,122.31. Motion carried, all in favor.
Update on Senate Bill 349 now Senate Bill 632 “Mining Bill”: Michalek reported that it made it through committee. The Towns Association opposed this bill. Will continue to monitor this and if the committee wants to take a position, then we would need to take action at a future meeting.
Conservation, Planning, and Zoning Department:
a. Department reports and updates: Michalek reviewed the department report. Discussed purchasing the computers for nutrient management planning and providing to the participants.
b. Review and approval of vouchers: Motion by Polivka/Halfen to approve the vouchers in the amount of $8,448.59. Motion carried, all in favor.
Reports:
a. Natural Resources Conservation Service: None.
b. Farm Service Agency (FSA) report: Puttkamer noted there is a Farm Bill but waiting for details.
c. Foresters’ report: None
d. Economic Development Committee report: Polivka reported they met on February 27 and discussed “placemaking.” Will meet on March 20 to discuss broadband.
e. Mirror Lake District report: None.
f. Lake Virginia Management District report: Michalek noted they are meeting this Saturday. The CPZ Department is offering staff assistance
g. Lake Redstone Management District report: Dietz stated they want to work on the northern watershed and want to meet with staff from the CPZ Department again.
Next meeting of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Thursday, April 10, at 9:00 a.m.
Motion by Ashford/Halfen to adjourn at 10:59 a.m. Motion carried, all members in favor.
