NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this matter.

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Ashford to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-January 28: Motion by Nobs/Puttkamer to adopt the minutes from the January 28 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: CPZ Committee agreed to allow Allen and Brickl to speak under the Farmland Preservation Program notice of noncompliance agenda item.
Communications:
a. Copies of the Department of Agriculture, Trade and Consumer Protection (DATCP) Order Certifying Ordinance through December 31, 2024, and letter regarding the certification of the Sauk County Farmland Preservation Zoning Ordinance were provided to the Committee.
b. Copies of Michalek’s February 7 memorandum regarding County Zoning for Accessory Buildings was provided to the Committee. The Committee requested that Chapter 7 be put on the next CPZ Committee agenda.
c. Lehman and Keenan noted that some manure systems are freezing up. Farmers should contact the CPZ Department to work out solutions for manure spreading.
Review and authorization for chair to sign Farmland Preservation Program notice of noncompliance: Keenan provided the names and history for the five that are in noncompliance with the Farmland Preservation Program. Copies of the email Keenan received from David and Marilyn Schmidt was also provided to the CPZ Committee. Keenan explained that if they gain compliance before December 31, 2014, they will be able to receive their tax credits for 2014. Motion by Halfen/Ashford to sign and proceed with the noncompliance process for Gerald White, David Schmidt, Curtis Larson, David Allen, and Chad Allen. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot located in S9,T.9N.R.4E, Town of Franklin, Sauk County by Wesley Kraemer agent for Richard & Phyllis Kraemer, pursuant to Section 7.12 of the Sauk County Code of Ordinances: Michalek presented the staff report and background information. Motion by Nobs/Polivka to approve the conditional use permit. Motion carried, all in favor.
Acceptance of final version of Chapter 7: Kleczek Bolin informed the CPZ Committee that minor grammatical changes were made to the ordinance. Final versions will be provided with the County Board meeting packets. Motion by Polivka/Ashford to accept the final version of Chapter 7. Motion carried, all in favor.
Register of Deeds:
a. Department reports and updates: Bailey presented the department report.
b. Review and approval of vouchers: Motion by Halfen/Ashford to approve vouchers in the amount of $3,059.27. Motion carried, all in favor.
Review and approval of 2013 carryforwards: Michalek reviewed the CPZ Department’s carryfowards. Motion by Halfen/Polivka to approve the carryforwards amounting to $489,612. Motion carried, all in favor.
Review and possible approval of vehicle purchase: Michalek presented the bids received. Will dispose of the Ford Escape through the county bids. Motion by Polivka/Ashford to purchase a 2014 Jeep Patriot 4WD Sport from Palmen Motors out of Kenosha for $18,675.00 and to include the vehicle brands/types on the resolution. Motion carried, all in favor.
Review and possible approval of Earth Month proclamation: Pohle noted that Supervisor Peper serves on the Natural Beauty Council and is pursuing having Sauk County recognize April as Earth Month. Motion by Halfen/Puttkamer to approve the resolution. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
a. Department reports and updates: Michalek reviewed the department report.
b. Review and approval of vouchers: Motion by Halfen/Nobs to approve the 2013 and 2014 vouchers in the total amount of $9,584.59. Motion carried, all in favor.
Reports:
a. Natural Resources Conservation Service: Miller and Jackson-Kelly reported they are waiting for additional information on the Farm Bill and related programming. Brian Pillsbury has been reassigned to Richland Center.
b. Farm Service Agency (FSA) report: Norgard reported that they are also waiting for more information on the Farm Bill. They are getting information to the producers from the last Conservation Reserve Program (CRP) signup.
c. Foresters’ report: None.
d. Economic Development Committee report: Lehman reported that they met jointly with the Sauk County Development Corporation (SCDC) and are trying to develop place making/branding for Sauk County.
e. Mirror Lake District report: Nobs noted they are meeting on March 5.
f. Lake Virginia Management District report: Nobs had nothing to report.
g. Lake Redstone Management District report: Dietz reported they received their aquatic management plan.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Tuesday, February 25, and Thursday, March 13, at 9:00 a.m.
Motion by Dietz/Halfen to adjourn at 10:45 a.m. Motion carried, all members in favor.
