At 9:01 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Halfen/Polivka to adopt the amended agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-October 22: Motion by Ashford/Halfen to adopt the minutes from the October 22 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: None.
Communications:
- Michalek informed the CPZ Committee that a pretrial conference regarding the Parrish property is being held today.
- Michalek updated the Committee on Senate Bill 349 for mining regulations. CPZ Committee directed that a draft resolution be brought to the next CPZ Committee meeting emphasizing the steps taken and entities involved before the county takes action.
- Letter to Ed Zobel from City of Reedsburg regarding sand pit inspection – Steve Zibell and Brian Duvalle inspected the sand pits on Hwy. 23/33 and County H and did not see any violations.
- Pohle read into the record the Town of Sumpter email regarding their appreciation for the county’s agricultural plastics recycling program.
- Thank you cards from River Valley Middle School for Youth Conservation Day were distributed for review.
- Lehman noted the cattle are gone on the county farm, the parking area for the cemetery is done, and the crushed concrete is gone.
- Simmert detailed the Hwy. 12 safety improvements presented on the CD from the Department of Transportation which was provided to Committee members at the October 22 meeting.
- Simmert advised that the Farmland Preservation Program Plan was certified by DATCP and will go to the December County Board meeting for approval. There was one minor change and clarification on the maps. Highlighted language changes were distributed. Ordinance was signed by the CPZ Committee members.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot located in S2,T.8N.R.4E, Town of Troy, Sauk County by Duane Sprecher, pursuant to Section 7.12 of the Sauk County Code of Ordinances: Simmert noted that the Town of Troy approved this request. There is an existing residence on the property. Motion by Ashford/Polivka to approve conditional use permit. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot located in S1,T.12N.R.3E, Town of Ironton, Sauk County by John Peyer for the Charles Tourdot et al. estate pursuant to Section 7.12 of the Sauk County Code of Ordinances: Simmert has not heard if the Town of Ironton approved the request. Motion by Polivka/Ashford to approve with conditions set forth and that it be approved by the Town of Ironton. Motion carried, all in favor.
Discussion and possible approval of a reduction to the width of an access easement from 66 feet to 40 feet pursuant to Section 22.14 Sauk County Land Division and Subdivision Regulations Ordinance for Schlieckau Properties, LLC.: Simmert stated this lot was part of a PUD approved five months ago. The town vacated Star Lane and access was lost. An access easement document was created. The width of former Star Lane had a variation of widths and decided to stick with the 40 feet. Motion by Halfen/Polivka to approve an access easement for 40 feet wide for this property. Motion carried, all in favor.
Update on Chapter 7 Zoning Ordinance: Michalek updated the CPZ Committee on the meeting with DATCP Secretary Brancel regarding certification of the County zoning ordinance. They are working on ways for him to sign it and certify that it meets statutes.
Land Records Modernization:
- Department reports and updates: Felton presented the department report.
- Review and approval of vouchers: Motion by Halfen/Dietz to approve vouchers in the amount of $19,143.88. Motion carried, all in favor.
Surveyor:
- Department reports and updates: None.
- Review and approval of vouchers: None.
Register of Deeds:
- Department reports and updates: Bailey presented the department report.
- Review and approval of vouchers: Motion by Polivka/Ashford to approve vouchers in the amount of $4,755.44. Motion carried, all in favor.
- Book conversion project report: Bailey presented a summary of the bids received for the project.
- Review and approval of book conversion project vendor: Motion by Halfen/Polivka to approve SourceCode for the book conversion project. Motion carried, all in favor. SourceCode had the best results in the test sample, are the most qualified, and will present the least amount of risk to Sauk County. Bids are for a service not a product, so the lowest bid does not need to be chosen. Committee directed Bailey to provide the bids from Integrated Imaging, Tab Products, and SourceCode to the County Board.
Discussion and possible action on 2014 CPZ Committee meeting schedule and presentation of Board of Adjustment meeting schedule for informational purposes only: Motion by Halfen/Ashford to approve the 2014 CPZ Committee meeting schedule. Motion carried, all in favor.
Update on 2013 Clean Sweeps: Pohle provided 2013 Clean Sweep data to the Committee. They recommend she present the information to the County Board, include amounts of tires collected from the towns, and on Sauk County participation at Dane County’s collection site.
Update on Agricultural Plastics Recycling Program: Pohle provided the amount of ag plastics collected at the October event. The Committee agreed with the UW-Extension, Arts, and Culture Committee that Pohle and Ag Agent Katie Pfeiffer present on the program to the County Board.
Conservation, Planning, and Zoning Department:
- Department reports and updates: Michalek reviewed the department report.
b. Review and approval of vouchers: Motion by Halfen/Ashford to approve the 2013 and 2014 vouchers in the total amount of $99,908.69. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS): Milller noted that the Environmental Quality Incentive Program (EQIP) signup is going on through December 20 and discussed the ranking changes. The deadline to sign up for the Driftless Area financial assistance program as part of EQIP is also December 20. Conservation Security Program (CSP) payments are being processed for those who want them before 2014. Most of the projects are getting wrapped up and payments are being processed.
b. Farm Service Agency (FSA) report: Norgard explained with the expiration of the Farm Bill, there are facility loans and farm loans available. Conservation Reserve Program (CRP) and Conservation Reserve Enhancement Program (CREP) signups are not being processed due to the Farm Bill status. All direct commodity payments for crop year 2013 went out.
c. Foresters’ report: None.
d. Economic Development Committee report: Polivka reported they discussed the resolution on matching funds for the Wormfarm Institute Fermentation Fest and Farm Art/DTour at their last meeting. Discussed joint meeting with Sauk County Development Corporation (SCDC) and getting more involvement with Sauk County communities. The state’s negotiations are progressing for the Reedsburg rail line.
e. Mirror Lake District report: None.
- Lake Virginia Management District report: Michalek will attend their December 14 meeting. They are applying for a lake grant and requested assistance with the application.
g. Lake Redstone Management District report: Dietz reported they have a master plan and they are reviewing it for compliance.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Thursday, December 12, and Thursday, January 9, at 9:00 a.m.
Motion by Halfen/Ashford to adjourn at 11:23 a.m. Motion carried, all members in favor.
