NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this matter.

Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, F. Halfen, G. Lehman, D. Nobs, D. Polivka

At 9:01 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Ashford to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-October 11: Motion by Ashford/Dietz to adopt the minutes from the October 11 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment
- Sharon Terry commented on the sand mine near Lake Virginia. She was advised to address her concerns with the City of Reedsburg because the mine is under their jurisdiction. Dietz noted he has been to the mine and had agreed to bring the concerns to the CPZ Committee. He will speak with the Reedsburg City Council regarding this.
Communications:
- Memorandum from the Wisconsin Counties Association regarding “Mergers of County Conservation Departments” was provided to the Committee.
- Michalek informed the Committee that he received an email stating that Kathy Pielsticker, Land and Water Resources Bureau Director at DATCP, is retiring November 1.
c. Michalek discussed the new mining bill being proposed and communication “Using Regional/County Level Information in Siting of Quarries and Mines” from Tom Kriegl.
d. Pohle gave an update on the agricultural plastics recycling program held on October 18. More information will be provided at a future meeting.
e. Pohle gave an update on the October 19 Clean Sweep participation. More information will be provided at a future meeting.
Conservation practices and merger updates: Bergstrom gave an overview of the practices he handles for the CPZ Department.
Public hearing: To begin at approximately 10:00 a.m. (Committee to consider and take possible
action at the conclusion of the respective hearing):
- A petition by the Sauk County Conservation, Planning and Zoning Department to adopt the 2013 Sauk County Farmland Preservation Plan pursuant to Wis. Stat ch. 91.
Lehman called the public hearing to order at 10:34 a.m. He explained the procedures for the public hearing and introduced the committee and staff members.
Simmert appeared and presented a staff report and the draft ordinance “Approving the Sauk County Farmland Preservation Plan.” The plan has not been submitted to DATCP for certification.
Seeing no one wished to appear, Lehman closed the public hearing at 10:46 a.m.
Motion by Ashford/Halfen to approve the plan. Motion carried, all in favor.
Update on Chapter 7 Zoning Ordinance: Simmert repeated that the ordinance has been revised to meet DATCP requirements.
Update on Wisconsin Department of Transportation (DOT) US Hwy. 12 safety issues and highway access: Simmert reviewed the information received from DOT. Copies of the CD and the letter from DOT were provided to each Committee member. DOT is asking for feedback.
Land Records Modernization:
- Department reports and updates – Felton presented the department report and noted that Ann Burton from the Treasurer’s Department has been working with assessment changes on Chapter 5 with the Department of Revenue.
b. Review and approval of vouchers – Motion by Halfen/Polivka to approve vouchers in the amount of $9,590.16. Motion carried, all in favor.
Surveyor:
- Department reports and updates – Dederich stated that he has received the purchase order from DOT for repair of corners they destroyed or obstructed during the reconstruction of what is now County Road BD. He also updated the committee on progress of ongoing remonumentation projects and preparations for new projects, noting that in future contracts there will be a clause where the County can impose a penalty on the contractor for non-completion by the specified deadline.
b. Review and approval of vouchers – Motion by Halfen/Nobs. Motion carried, all in favor.
Recess at approximately 11:15 a.m. for travel to Clark Creek tour at E12712 Tower Road, Baraboo. Clark Creek revetment installation and Clark Creek prairie restoration projects: Van Berkel gave an overview of Clark Creek.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Thursday, November 21, and Thursday, December 12, at 9:00 a.m.
Motion by Ashford/Polivka to adjourn at 11:39 a.m. Motion carried, all members in favor.
