NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this matter.

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Nobs to adopt the agenda and to move the Natural Resources Conservation Service Operational Agreement, Land Records, and Register of Deeds agenda items after public comment. Motion carried, all in favor.
Adopt minutes of previous meetings-August 5 and 8: Motion by Polivka/Halfen to adopt the minutes from the August 5 and 8 Conservation, Planning, and Zoning Committee meetings. Motion carried, all members in favor.
Public Comment
- Scholarship recipient presentation(s) – Patricia Klappa, seventh grade science teacher at Sauk Prairie Middle School, received a teacher scholarship to attend the Bioenergy Institute for Educators along with Sauk Prairie High School teacher Jill Hunger. Klappa presented on what they learned and how they will use the information for the school’s curriculum.

Review and approval of Natural Resources Conservation Service (NRCS) County Operational Agreement: It has been five years since NRCS and the department reviewed the Operational Agreement. The agreement presented is basically the same as the previous document except NRCS using county vehicles was removed. Motion by Halfen/Nobs to approve the County Operational Agreement after Corporation Counsel reviews the document. Motion carried, all in favor.
Land Records Modernization:
a. Department reports and updates: Felton reviewed the department report.
b. Review and approval of vouchers: Motion by Ashford/Polivka to approve the vouchers in the total amount of $9,370.00. Motion carried, all in favor.
c. Authorization to forward the 2014 Land Records Modernization budget to the Finance Committee: Discussed the proposed credit card machine purchase and the proposed budget. Motion by Nobs/Polivka to table action on the budget until next month. Motion carried, all in favor.
Register of Deeds:
- Department reports and updates: Bailey reviewed the department report.
b. Review and approval of vouchers: Motion by Nobs/Polivka to approve the vouchers in the amount of $4,304.25 . Motion carried, all in favor.
c. Review and approval to forward Register of Deeds 2014 budget to the Finance Committee: Tabled until the next meeting along with the Land Records Modernization budget.
d. Review and possible approval of Request for Proposal (RFP) for book conversion: Bailey reported that they are currently questioning some of the vendors that submitted proposals and will ask them to process examples before making a recommendation on which vendor to approve. The approval may require a resolution.
Discussion and possible action on a conditional use permit for a Planned Unit Development (PUD) cluster lot located in S30,T.12N.R.7E, Town of Greenfield, Sauk County by Robert and Marjorie Litscher, owners and Tim Stone, agent pursuant to Section 7.12 of the Sauk County Code of Ordinances: Simmert presented the staff report/background information and noted that the Town of Greenfield has approved the permit. The Certified Survey Map shows an increase in acres and meets all the provisions of the program. Motion by Polivka/Nobs to approve the conditional use permit for a PUD for the property owned by Robert and Marjorie Litscher. Motion carried, all in favor.
Update and discussion regarding the Farmland Preservation Plan: The Farmland Preservation Plan has been submitted to DATCP with a number or revisions to the draft. Public hearing will be held at an October CPZ Committee meeting after all the maps are received and to meet noticing requirements. Will present the plan at the December County Board meeting.
Update and discussion regarding the Zoning Ordinance/Chapter 7 rewrite: Simmert distributed the “Response to DATCP Memo/Zoning Ordinance Certification Reviews.” The ordinance will be taken out to the towns one more time after the issues from DATCP are resolved. Looking at a November hearing with the CPZ Committee and presenting at either the December or January County Board meeting.
The Committee discussed how to handle lodging houses either as a special exception or a conditional use permit. CPZ Committee members may attend the September 26 BOA meeting but will not participate in the meeting.
Discussion and approval of future steps for draft floodplain zoning ordinance: Michalek noted that the ordinance is being reviewed by DNR. It was decided to hold the next meeting and public hearing for this on September 25.
Communications:
- Conservation Agriculture information: Cherrie Nolden sent “How Prairie Plants Help Restore Farmland Soil” and “Where Cattle Roam and Wild Grasses Grow” for the Committee.
- Bill (LRB-1287/2) being circulated for co-sponsorship from Representative Jacque, 2nd Assembly District. Looking at the way a town may opt out of county zoning. Town of Dellona supported the bill, and Winfield looking at this bill.
- Thursday Notes-Michalek discussed departmental mergers. The Wisconsin Land and Water Conservation Association and the Wisconsin County Code Administrators may meet to discuss the pros and cons of mergers.
- Lehman received the following: State of Wisconsin Department of Natural Resources-Public Notice of Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0029041-09-0 for the Village of Rock Springs; State of Wisconsin Department of Natural Resources-Public Notice of Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0028011-08-0 for the Village of North Freedom; State of Wisconsin Department of Natural Resources-Public Notice of Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0004421-09-0 for Teel Plastics Co. Inc.
- Dietz, Halfen, Nobs, and Polivka will help at the Clean Sweep on Saturday, October 5.
f. Pohle briefly informed the CPZ Committee about the agriculture plastics recycling program she is organizing with Ag Agent Katie Pfeiffer.
Lehman left at 11:30 a.m.
Review and approval to forward Conservation, Planning, and Zoning Department 2014 budget to the Finance Committee: Michalek briefly discussed the proposed budget. Motion by Halfen/Nobs to move ahead two budgets to the Finance Committee - one with a $30,000 increase and one to include increasing user fees with no budget increase. Motion carried, all in favor. Will have the budget with increased fines at the next CPZ Committee meeting.
Next meeting of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Thursday, September 12, and Wednesday, September 25.
Motion by Polivka/Nobs to adjourn at 12:23 p.m. Motion carried, all members in favor.
