NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this matter.

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Halfen/Polivka to adopt the agenda and to move Conservation Congress earlier on the agenda. Motion carried, all members in favor.
Adopt minutes of previous meeting-July 23: Motion by Ashford/Nobs to adopt the minutes from the July 23 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment
- John Eric Allen and Linda Meadowcraft commented on frac sand mining.
Public comment closed at 9:05 a.m.
Communications:
- Updates from previous CPZ Committee meetings - Michalek noted he presented at the Lake Redstone meeting last Saturday.
Michalek presented on frac sand at the Town of Spring Green meeting and will present at the Towns Association meeting and Lake Redstone property owners’ meeting.
b. Using regional/county level information in siting of quarries and mines - received from Supervisor Tom Kriegl. Consensus to postpone discussion and action until Chapter 7 is completed.
c. Lehman received a State of Wisconsin Department of Natural Resources-Public Notice of Availability of Nutrient Management Plan and Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0056260-05-0 for the Hanor Company of Wisconsin, LLC located in the Town of Spring Green. They need an EPA permit.
d. Lehman received a State of Wisconsin Department of Natural Resources-Public Notice of Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0000035-08-0 for Foremost Farms USA.
Review and possible approval of Conservation Congress 2014 budget request: Ken Vertein requested the same amount as the past few years. The 2014 budget includes $1,200. Motion by Polivka/Ashford to approve the $1,200 budget request. Motion carried, all in favor. The Conservation Congress appreciates the CPZ Committee’s input.
Conservation Agriculture at Badger - Cherrie Nolden: Nolden presented on conservation agriculture at Badger.
Review and possible approval of resolution to approve bids for the Clark Creek tree revetment and Tower Road prairie and wetland restoration projects: Received three bids ranging from $156,216-$197,500. They were required to be insured and licensed and references were checked. Motion by Halfen/Ashford to approve the bid from the Clean Cut Tree Service in the amount of $156,216. Motion carried, all in favor.
Update on Chapter 7 Zoning Ordinance: Simmert noted CPZ Committee staff are working with Corporation Counsel on revisions to the ordinance. Committee was provided “Review of PRD Program and DATCP Rejection of 5-acre PUD Lots.” Will report back to the CPZ Committee on what changes are made to address the July 23 memorandum from Keith Foye at DATCP regarding the ordinance certification. The revised ordinance will be taken out to the towns for review before finalizing the ordinance.
Review and possible approval of resolution to approve bids to repair, replace, and convert Honey Creek Structure #4 (Shanahan Dam) from a permanent impoundment structure to a flood control structure only: A bid was received to convert to a dry dam system from Holtz Lime, Gravel and Excavating for $34,040. The Highway and Parks Committee met this morning and approved the resolution authorizing the CPZ Department Director to enter into an agreement with Holtz Lime, Gravel, and Excavating. Motion by Halfen/Nobs to approve the $34,040 bid from Holtz Lime, Gravel, and Excavating. Motion carried, all in favor.
Review and approval of attendance at Agriculture Community Engagement On-the-Farm Twilight Meeting: Motion by Nobs/Halfen to approve attendance at one of the On-the-Farm Twilight meetings. Motion carried, all in favor. Committee members will make their own reservation if they are able to attend.
Review and update on non-metallic mining: Simmert reviewed the “Standards for Non-Metallic Mining Compared to the Draft Sauk County Zoning Ordinance” with the Committee. Direction was provided to staff from the CPZ Committee.
Review and approval of Conservation, Planning, and Zoning Department 2014 budget: Michalek presented the 2014 CPZ Department including the following handouts: Budget Comparison, Program Cost Schedule, and Vision, Mission, Goals, Program Evaluations, Output Measures. Will bring final budget to the August 27 CPZ Committee meeting.

a. Department reports and updates: Michalek reviewed the department report.
b. Review and approval of vouchers: Motion by Nobs/Polivka to approve the vouchers in the total amount of $9,547.23. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS) report: Miller updated the Committee on the bids received for the Conservation Reserve Program. Construction for the Environmental Quality Incentives Program projects are picking up. The West Square Building passed all parts of the Civil Rights Review. The Local Work Group will meet on September 3 to set priorities. Final numbers for the status reviews will be available at the next meeting.
b. Farm Service Agency (FSA) report: Puttkamer stated that nominations for the County Office Committee (COC) ended August 1 for the southern third of Sauk County.
c. Foresters’ report: Livingston noted that on September 9 the Governor’s Council on Forestry is coming to Sauk County to tour and discuss wood flow and forest management issues and trends at a variety of properties including the Aldo Leopold Foundation, Devil’s Lake State Park, and The Nature Conservancy lands, conservation easement holdings, Managed Forest Law (private lands).
Livingston and Sauk County Agriculture Agent Katie Pfeiffer discussed Emerald Ash Borer being found at Mirror Lake State Park. A presentation will be made at the August 20 County Board meeting. An article will be included in the Conservation Chronicle newsletter.
d. Economic Development Committee report: Polivka stated they will be touring Weidman Acres/Forest. The Sauk County Development Corporation held a joint meeting with the Economic Development Committee.
e. Mirror Lake District report: Nobs stated their annual meeting will be held on August 17.
f. Lake Virginia Management District report: None.
g. Lake Redstone Management District report: Dietz stated they had their annual meeting and that Michalek spoke on the upcoming Floodplain Zoning Ordinance.
Motion by Ashford/Halfen to adjourn at 12:30 p.m. Motion carried, all members in favor.
