1) Call to Order and Certify Compliance with Open Meeting Law:   6:00 P.M.

     Immediate past Chair Marty Krueger.

 

2) Invocation and Pledge of Allegiance.

 

3) Verification of credentials and Roll call.  PRESENT:  (31) Czuprynko, Kriegl, Meister,

5) Adoption of Rules of the Board:  MOTION (Fordham/Peper) to approve the Rules of the

     Board as revised.

 

     MOTION (Vedro) to amend the Rules of the Board, Rule IV: P as follows:  “A supervisor

     currently serving on a committee other than the Executive and Legislative Committee

     (which shall be elected by the Board), shall maintain the right to continue on that committee

     at their discretion following the spring election.”  No second maker for the motion.

     Corporation Counsel Todd Liebman opined this amendment is not allowed per WI.Stat.

    §59.13.   Motion ruled out of order.

 

     MOTION (Von Asten/Vedro) to amend the Rules of the Board, Rule IX. Standing Committees   

     Of The Board, Executive & Legislative Committee as follows: “and (3) additional members to  

     be elected at large by the Board pursuant to Rule II.B.10., above” to read “and (5) additional   

     members to be elected at large by the Board pursuant to Rule II.B.10., above.”   Discussion in

     support of, and in opposition to motion to amend.   VOTE ON MOTION TO AMEND:  AYE: (11)   

     Kriegl, N. Johnson, Dietz, Vedro, Miller, Von Asten, Gramling, Kast, Riek, Alexander,

     Hambrecht.   NAY:  (20) Czuprynko, Meister, Lehman, Held, G. Johnson, Bychinski, Fish,

     MOTION (Gramling/Vedro) to amend the Rules of the Board, Rule VI. C., inserting language  

     to read “Any member wishing to speak to a question shall be permitted to do so at least one,

     except the maker of the motion shall be allowed to speak first and last on such motion.” 

     Discussion in support of and opposition to the motion to amend.  VOTE ON MOTION TO

     MOTION (Dietz/Kriegl) to amend the Rules of the Board, Rule VI. I. eliminating  the

     paragraph in its entirety: “ Any budget alterations shall require authorization by two-thirds

     of the membership of the Board, except that the Finance Committee may authorize transfers

     of funds between budgeted items of an individual office, department or activity which have   

     been separately appropriated by the Board in its budget, in accordance with Wis. Stat. §

     65.90(5).”  Discussion in support of and opposition to the amendment.

     VOTE ON MOTION TO AMEND:  AYE:  (7) Kriegl, Dietz, Held, Vedro, Von Asten, Gramling,

     Riek.  NAY:  (24) Czuprynko, Meister, N. Johnson, Lehman, G. Johnson, Bychinski, Fish,

     Hambrecht, Wenzel, Stehling, Netzinger, Fordham and Krueger.  ABSENT: (0).   Motion to

     amend failed.

     

     MOTION (Riek/Von Asten) to amend the Rules of the Board, Rule VI. B. as follows: sentence

     beginning with “A request to speak at any other time by any person, not a board member,

     must be approved by two-thirds vote of supervisors present”  changed to read “A request to

     speak at any other time by any person, not a board member, must be approved by one-thirds

     vote of supervisors present”, and after the sentence “The Chair may authorize  the    

     appearance of a person not a member of the Board if the appearance is included in the  

     agenda.” inserting “All supervisors shall have the right to question, or respond to, anyone

     presenting or reporting to the board.”  Corporation Counsel Todd Liebman opined this

     amendment reduction to 1/3 vote is not allowable per Wi.Stat. §59.02.  This portion of the

     amendment was dropped.  MOTION (Dietz/Vedro) to amend the amendment to read “A

     request to speak at any other time by any person, not a board member, must be approved by

     a majority of supervisors present” and after the sentence “The Chair may authorize the

     appearance of a person not a member of the Board if the appearance is included in the

     agenda.  “All supervisors shall have the right to question, or respond to, anyone presenting

     or reporting to the board, except under Public Comment”.   VOTE ON MOTION TO AMEND

     MOTION (Kriegl) to amend the Rules of the Board, proposing adding a new rule III. F.

     “County board members shall not be charged for information requested to carry out their

      county board duties.”  Corporation Counsel Todd Liebman opined the motion was not in

     compliance  with Wi Stats. § 19.35.   Motion was dropped.

6) Adoption of Agenda.  MOTION (Netzinger/Polivka) to adopt agenda with a change allowing 

     the appearance of Mr. Matt Meyers, General Manager, Baraboo News Republic to speak

     prior to the discussion of Resolution 37-2014 Designation Of The Official County Newspaper.   

     Motion carried unanimously.

          

7)  Adopt Minutes of Previous Meeting.  MOTION (Alexander/Von Asten).  Motion carried  

      unanimously.

 

8) Designation of official newspaper:  Resolution 37-2014 by the Executive & Legislative  

     Committee, Naming Official Sauk County Newspaper.  MOTION (Bychinski/Lombard).

     Mr. Matt Meyers, General Manager, Baraboo News Republic, addressed the board regarding

     Baraboo News Republic coverage, number of subscribers, website availability and the

     availability of two options for coverage similar to News Publishing.   Discussion in support

     of and in opposition to resolution.  MOTION (Kriegl/Alexander) to amend resolution to adopt   

     Capital Newspapers (Option B).  Discussion continued on the amendment.  VOTE ON
