6:00 P.M. – Public Hearing on the proposed 2015 Sauk County Budget:  Pursuant to Wis. Stats. §65.90, for the purpose of soliciting comments from the public regarding the 2015 Sauk County Budget for County Operations.

 

1)Convene Public Hearing on the proposed 2015 Sauk County Budget:  Marty Krueger, County Board Chair.

 

2) Budget Presentation:  Kathryn Schauf, Administrative Coordinator.

 

3)Public Comment on the proposed 2015 Sauk County Budget:

1.  Tim Reppen, re:  3.6% tax property increase.

 

4)Close Public Comment on the proposed 2015 Sauk County Budget.  At 6:18 P.M., with no further public comment requests, Marty Krueger, County Board Chair, closed the public comment.

 

5)Adjourn Public Hearing:  at                 6:18 P.M., Marty Krueger, County Board Chair, adjourned the public hearing.

1)  Call to Order Annual Meeting and Certify Compliance with Open Meeting Law:  6:19 P.M.

 

2)  Roll Call.  PRESENT:  (30) Czuprynko, Kriegl, Meister, N. Johnson, Lehman, Dietz, Held, G. Johnson,

      Bychinski, Fish, Moore, Giebel, Dent, Miller, Von Asten, Lombard, Ashford, Gramling, Kast,  

      Polivka, Riek, Peper, Peterson, Alexander, Hambrecht, Wenzel, Stehling, Netzinger, Fordham and

        Resolution 123-2014 Purchase Of Highway Equipment For Sauk County.

        Netzinger, Fordham and Krueger.  NAYS: (0).  ABSENT:  (1) Vedro.  Motion carried unanimously.

 

       FINANCE COMMITTEE:

       Resolution 124-2014 Establishing Taxes To Be Levied In Sauk County For The Year 2015.

       MOTION (Bychinski/Czuprynko).  Discussion followed regarding proposed amendments and budget

       process.

 

MOTION (Kriegl/Dietz) to amend resolution 124-2014 using the vacancy factor re-allocation in the three of the four largest departments (Sheriff, Human Services & Highway).   Discussion followed in support of and opposition to the amendment.

 

MOTION (Bychinski/Meister) for the previous question (to end discussion on the motion to amend).  VOTE:   AYES:  (22) Czuprynko, Meister, N. Johnson, Lehman, Held, G. Johnson,

       Bychinski, Fish, Moore, Giebel, Dent, Miller, Lombard, Ashford, Gramling, Polivka, Peper, Peterson,   

       Hambrecht, Wenzel, Stehling, Fordham.  NAYS: (8) Kriegl, Dietz, Von Asten, Kast, Riek, Alexander,

       Netzinger and Krueger.  ABSENT:  (1) Vedro.  Motion carried.

 

       VOTE on motion to amend resolution 124-2014 using the vacancy factor re-allocation in the three

MOTION (Kriegl/Dietz) to amend resolution 124-2015 to increase jail bed rental by $ 222,435 providing a decrease in the tax levy in the 2015 Sheriff’s department budget.  Supervisor Kriegl provided clarification to the various program area descriptions to be increased which would decrease the amount of tax levy for 2015.  Discussion followed in support of and opposition to the amendment.

 

       VOTE on motion to amend resolution 124-2014 to increase jail bed rental by $ 222,435 providing a   

       decrease in the tax levy in the 2015 Sheriff’s department budget.   VOTE:  AYES: (9) Kriegl,

       N. Johnson, Dietz, Held, Miller, Von Asten, Gramling, Kast and Riek.  NAYS: (21) Czuprynko, Meister,

       Lehman, G. Johnson, Bychinski, Fish, Moore, Giebel, Dent, Lombard, Ashford, Polivka, Peper,

       Peterson, Alexander, Hambrecht, Wenzel, Stehling, Netzinger, Fordham and Krueger. 

       ABSENT:  (1) Vedro.   Motion failed.

 

MOTION (Bychinski/Czuprynko) to adopt Resolution 124-2014 establishing taxes to be levied in Sauk County for the Year 2015. 

Levy rate, including special purpose levies, of $ 4.97 per $ 1,000.00
Total levy dollars raised of $ 29,878,110.00 

 

 

        VOTE:  AYES:  (16) Czuprynko, Meister, Lehman, G. Johnson, Bychinski, Fish, Moore, Dent, Ashford,

        Gramling, Polivka, Hambrecht, Wenzel, Stehling, Fordham and Krueger.   NAYS: (14) Kriegl,

        N. Johnson, Dietz, Held, Giebel, Miller, Von Asten, Lombard, Kast, Riek, Peper, Peterson, Alexander

        and Netzinger.   ABSENT:  (1) Vedro.  Motion carried. 

 

16)  Adjournment to a date certain:  8:30 P.M.  MOTION (Czuprynko/Netzinger) to adjourn until

        Tuesday, December 16, 2014 at 6:00 P.M.  Motion carried unanimously.
