REGULAR MEETING:  SAUK COUNTY BOARD OF SUPERVISORS

1.  Call to Order and Certify Compliance with Open Meeting Law: 6:00 P.M.

2.  Roll Call.  PRESENT:  (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).        

Staff present:  Brent Miller, County Administrator; Brian Desmond, Corporation Counsel; Becky Evert, Sauk County Clerk; Chris Harry, Deputy County Clerk and Michelle Commings, Deputy County Clerk.

3.  Invocation and Pledge of Allegiance.  Invocation given by Supr. Deitrich.

4.  Adopt Amended Agenda.  MOTION (Polivka/Scanlon) to adopt agenda.  Motion carried unanimously.

5.  Adopt the minutes.  MOTION (Curry/Klitzke) to adopt the minutes from the previous meeting.  Motion carried unanimously.

6.  General Consent Agenda Items.  None.

7.  Scheduled Appearances.  None.

EXECUTIVE & LEGISLATIVE COMMITTEE:

Amend The Rules Of The Board – Procedure for amendments/changes to the Rules of the Sauk County Board of Supervisors.  MOTION (Czuprynko/Gruber). 

Rule VI.  Procedure

N. Amendments/Changes to the Rules of the Sauk County Board of Supervisors during the current term shall be proposed and adopted pursuant to the following procedure:

Proposed amendments to these rules shall first be reviewed by the Executive & Legislative Committee (E&L). The proposed rule change shall then be introduced to the Board at the subsequent Board meeting.

The proposed rule change shall be read under the “Reports” section of the agenda. The sponsoring Supervisor may speak to the proposed rule change for up to 5 minutes. The Board may take no action at this point. Supervisors may relay their comments on the proposed rule change to the sponsoring Supervisor afterwards, ideally via email.

E&L shall then consider the proposed rule change at its subsequent meeting and vote on formally proposing the rule change to the Board at its (the Board’s) next meeting with a 2/3 vote of all members present required for adoption of the proposed rule change.

NOTE: this rule change is only for proposed changes to the County Board Rules after the organizational meeting of the County Board and has no effect on the procedures for adopting Rules of Board at the organizational meeting.

Friendly amendment (Nelson) to amend the third sentence in 2. to read as follows:

The Board may shall take no action at this point.

Friendly amendment (Dorner) to amend 3. to read as follows:

E&L shall then consider the proposed rule change at its subsequent meeting and vote on formally proposing the rule change to the Board at it’s a recommendation to be presented at the Board’s next meeting….

MOTION (Krueger/Flint) to send the proposed rule change back to the Executive & Legislative Committee.  VOTE:  AYES:  (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (0).  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried unanimously.  (Voice vote)

BOARD OF HEALTH:

Ordinance 9-2021 Authorizing/Approving The Amendments To The Chapter 3 Ordinance. MOTION (Rego/Klitzke).

Friendly amendment (Dorner) to amend paragraph 3.02 (2) Membership and Appointment to read as follows:

Sauk County Board of Health shall consist of seven (7) members, at least three (3) of which shall be residents of Sauk County who are not Sauk County Board of Supervisors.

VOTE on original MOTION (Rego/Klitzke) Ordinance 9-2021 Authorizing/Approving The Amendments To The Chapter 3 Ordinance, as amended.  VOTE:  AYES:  (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber. NAYS:  (0).  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried unanimously.  Ordinance effective upon passage pursuant to 59.02(2), of Wisconsin State Statutes August 17, 2021). 

 

ECONOMIC DEVELOPMENT COMMITTEE AND FINANCE COMMITTEE:

Resolution 71-2021 Resolution Authorizing The Use Of American Rescue Plan Funds For Sauk County Training Center.  MOTION (Krueger/Czuprynko).  VOTE:  AYES: (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (0).  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried unanimously.    

Resolution 72-2021 Resolution Authorizing The Use Of American Rescue Plan Funds For Sauk County Economic Development Marketing Campaign.  MOTION (Czuprynko/Deitrich). VOTE:  AYES:  (26) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (1) Nelson.  ABSENT:  (4) Eberl, White Eagle, Chrisler andMcAuliffe (Excused).  Motion carried.

Resolution 73-2021 Authorizing The Relocation Order For The Tri-County Airport.  MOTION (Polivka/Dorner).  VOTE:  AYES:  (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (0).  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried unanimously.    

 

LAND RESOURCES AND ENVIRONMENT COMMITTEE:

Resolution 74-2021 Approving The Quit Claim Deed With Sauk County Historical Society For The Transfer Of Property At Man Mound National Historic Landmark.  MOTION (Kinsman/Curry) to approve the resolution, on the condition that an updated legal description is provided by Corporation Counsel.  VOTE:  AYES:  (27) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (0).  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried unanimously.    

Resolution 75-2021 Approving An Amendment To The Town Of Fairfield Zoning Ordinance.   MOTION (Krueger/Polivka).  VOTE:  AYES:  (26) Czuprynko, Spencer, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Gruber, Detter, Stehling, Lohr and McCumber.  NAYS:  (1) Peper.  ABSENT:  (4) Eberl, White Eagle, Chrisler and McAuliffe (Excused).  Motion carried.

20)  Adjournment to a date certain: 6:56 P.M.  MOTION (Klitzke/Detter) to adjourn until Tuesday, September 21, 2021 at 6:00 P.M.  Motion carried unanimously.
