1) Call to Order and Certify Compliance with Open Meeting Law: 6:00 P.M.

MOTION (Czuprynko/McCumber) to amend agenda to include: *Election of County Board Chair which was removed from the Amended Amended Agenda.
Point of Order (Von Asten) questioning whether item could be considered, as it was no longer on the agenda. Corp. Counsel Daniel Olson ruled the amendment to the agenda as out of order.
MOTION (McCumber/Czuprynko) to include Resolution 115-2018 To Conduct Countywide Advisory Referendum On Protecting State And Federal Constitutional Right To Bear Arms discharging from E&L Committee and have it remain on the Amended Amended Amended Agenda as printed.
Point of Order (Krueger) questioning the Clerk as to the time frame for the referendum to be on the November Ballot, meaning if not passed at this meeting, it would miss the deadline for the General Election.
MOTION (Peper/McCumber) to appeal the chairs decision to not allow 115-2018 to not be considered at this meeting. Discussion continued in favor of and opposition to the motion. VOTE: AYES: (12) Czuprynko, Braunschweig, Deitrich, Bychinski, Krueger, Moore, McCumber, Spencer, Peper, Lohr, Gruber and Stehling. NAYS (18) Kriegl, Whitsell, Rego, Newport, Dietz, Johnson, White Eagle, Gibson, Miller, Reppen, Von Asten, Hazard, Berlin, Lins, Riek, Wenzel, McAuliffe and Hambrecht. ABSENT: (0). Resolution 116-2018 Advisory Referendum Limits And Timing.
MOTION (Gruber/Reppen).
MOTION (Whitsell/Czuprynko) to amend as follows:
NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular
session, that the following numerical, subject and timing limits on advisory referendums be and are hereby adopted:
The County Board shall not approve any advisory referendum unless the proposed referendum has fiscal implications for residents of Sauk County.
Point of Order (Moore) questioning whether this resolution will change the Rules of the Board.
Olson opined that it would not change the Rules of the Board.
MOTION (Krueger/Deitrich) to refer Resolution 116-2018 back to committee.
