A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

This property is located on real estate described as SE 1/4, SW 1/4, Sec 12, T11N, R06E, Town of Baraboo, Sauk County, WI. Lands including tax parcel 002-0351-00000 owned by D Mitchell LLC as further described in Petition SEP-25-11.
- Petition SEP-25-12. Granting of a special exception permit pursuant to s. 7.036(5)(a) to authorize the location and operation of a lodging house. This property is located on real estate described as SE 1/4, SE 1/4, Sec 11, T13N, R05E, Town of Dellona, Sauk County, WI. Lands including tax parcel 006-0956-00000 owned by Patrick J O’Brien as further described in Petition SEP-25-12.
- Petition SEP 25-13. A petition to consider a special exception permit pursuant to 7.038(1)(i) of the Sauk County Zoning Ordinance to authorize the continued operation of a non-metallic mining site, one acre or greater and a Non-Metallic Mining Reclamation Permit pursuant to s. 24.05 of the Sauk County Non-Metallic Mining Reclamation Ordinance. The hearing is a combined hearing on the special exception permit and reclamation plan. The non-metallic mining operation is located in an Agriculture Zoning District, described as: Part of the S ½ of Section 15 and the N ½ of Section 22, all in T9N, R3E, parcels 004-0232-10000, 004-0235-10000, 004-0344-00000, 004-0345-00000, 004-0361-00000, 004-0352-00000, 004-0350-00000, and 004-0348-00000, Town of Bear Creek, Sauk County, WI.

Call to order and certify compliance with open meetings law
At 9:00 a.m. Chair R. Meier called the meeting to order and introduced the members of the Board, explained the procedures and order of business for the day. LRE Staff certified that the legally required notices were posted for the scheduled public hearings.
Adopt agenda
Motion by Allen / Klitzke to adopt the June 26, 2025, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – May 22, 2025
Motion by Klitzke / Allen to adopt the minutes from the May 22, 2025, BOA meeting. Motion carried unanimously.
Communications – T. Kabat introduced Micaela Walters as our new Land Use/Sanitary Technician. T. Kabat introduced Morgan Jensema as our LRE summer intern.
APPEALS:
Chair R. Meier announced the process for the public hearing portion of the meeting. Public hearing called to order at 9:05 a.m.
R. Meyer read the public hearing notice for Petition SEP-25-11.
- Petition SEP-25-11. Granting of a special exception permit pursuant to s. 7.036(5)(g) to authorize the location and operation of a lodging house. This property is located on real estate described as SE 1/4, SW 1/4, Sec 12, T11N, R06E, Town of Baraboo, Sauk County, WI. Lands including tax parcel 002-0351-00000 owned by D Mitchell LLC as further described in Petition SEP-25-11.
T. Hillmann presented the staff report, background, and history. The Town of Baraboo recommended approval of the special exception permit. Sauk County LRE staff recommended approval of the special exception permit.
The applicant, Dave Mitchell, provided information regarding the request to authorize the operation of a lodging house in the Town of Baraboo.
Town of Baraboo representative, Randy Puttkamer, spoke regarding the lodging house being connected to the Baraboo Sanitary District.
No member of the public spoke in favor, opposition or as interest may appear of Petition SEP-25-11.
Seeing no one else wished to speak, Chair R. Meier, closed the public hearing for this appeal and the Board went into deliberation at 9:19 a.m.
Motion by Allen / Klitzke to approve Petition SEP 25-11 to authorize the granting of a special exception permit to authorize the location and operation of a lodging house located in the Town of Baraboo, Sauk County, WI with the conditions set forth by staff, based upon the findings of fact and conclusion of law, subject to the staff analysis, and recommend conditions as noted within the staff report. Motion carried unanimously.
- Petition SEP-25-12. Granting of a special exception permit pursuant to s. 7.036(5)(a) to authorize the location and operation of a lodging house. The applicant Patrick J O’Brien was not present. R. Meier asked for a motion to postpone the hearing until the August BOA meeting. Motion by Klitzke / Allen to postpone Petition SEP-25-12 to the August BOA meeting. Motion carried unanimously.

Motion by Klitzke / Allen to approve Petition SEP 25-13 to authorize the continued operation of a non-metallic mining site, one acre or greater and a Non-Metallic Mining Reclamation Permit pursuant to s. 24.05 of the Sauk County Non-Metallic Mining Reclamation Ordinance located in the Town of Bear Creek Sauk County, WI with the conditions set forth by staff, based upon the findings of fact and conclusion of law, subject to the staff analysis, and recommend conditions as noted within the staff report. Motion carried unanimously.
