Polivka called the meeting to order at 4:04 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Riek/Bushweiler) to adopt the agenda. Motion carried unanimously.
MOTION (Riek/Bushweiler) to approve the meeting minutes from December 7th, 2020. Motion carried unanimously.

Tony Tyczynski, Veterans Service Office:

VSO departmental updates and service trends

Tyczynski discussed the outreach by VSO; He stated the VSO wasn’t able to do outreach in December due to Covid. Discussion followed, No action taken.

Tyczynski discussed the current Veterans case trends –beneficiary travel. Discussion followed. No action taken.

Tyczynski reviewed the year to date activity for his department. He presented to the board his monthly report. Tyczynski informed the board that in December he attended the Veteran’s Service Commission meeting, virtual NACVSO advanced appeals training, and Habitat for Humanity power point presentation to cover new programs. Discussion followed. No action taken

MOTION (Bushweiler/Riek) to approve the December 2020 bills in the amount of $644.50. Motion carried unanimously.
Deich presented to the board 2020 Year End Homeless Veteran Report for Sauk County. She informed the board that VSO recognized that temporary vouchers for hotels are not a solution for homelessness in long term. VSO have worked to find and connect each person with resources for their needs and permanent housing. In 2020 Sauk County VSO partnered with the Veterans Administration (VA), Veterans Outreach and Recovery Program (VORP), center for Veterans Issues (CVI), Sauk County Human Services and River Haven Shelter in Portage, to help when serving our Veterans ensuring they can get the help they need and take the steps to overcoming their complex situation. 76 Veterans came in for help in 2020. 71 are in housing and getting the assistance they need! 1 is working on finding housing and 4 have been non-compliant with programs offered and or transit veterans. We closed the gap of Landlords this year and have a greater network of people willing to work with us to house veterans (this was a huge goal since 2018).3 veterans who were homeless bought houses this year and continue to work, go to school and find what they want to do now. We have other veterans who are maintaining their rental agreements and employed in businesses that are veteran friendly. Discussion Followed.

Blodgett presented to the board her monthly report. Blodgett informed the board members that due to COVID our staff is rotating working remotely. Our Nutrition program see an increase of the Home delivery meals. The 85.21 grant application was submitted as well as our GWAAR budget for 2021. Per DOT representative John Swissler as a recipient of the 2021-53.10 transportation grant ADRC will receive additional funds. Discussion followed. No action taken.

Discussion and Possible approval of resolution to authorize ADRC to purchase a rear entry 2020 8-passenger transit van using DOT Trust funds – Blodgett presented to the board members a resolution to purchase a rear entry 2020 8-passenger transit van using DOT trust fund and no levy cost. Discussion Followed.
MOTION (Dorner/Polivka) to authorize the ADRC to purchase a rear entry 2020 8-passender transit van using DOT Trust funds. Vote all in favor.
c-d) Blodgett presented the monthly financial statements and list of invoices for her department. Discussion followed.
MOTION (Riek/Bushweiler) to approve the December 2020 bills in the amount of $ 23, 658.66. Motion carried unanimously.
