Chair Spencer called the meeting to order at 3:52 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Whitsell/McAuliffe) to adopt the agenda. Motion carried unanimously and agenda adopted.
MOTION (Curry/Whitsell) to approve the minutes from the meeting on September 11th, 2019. Motion carried unanimously.

Tony Tyczynski, Veterans Service Office:

Tyczynski discussed the outreach by VSO;during the month of September VSO has attended the State Fall training conference and Wisconsin County Veterans Service Commissioners Association Fall Conference. Discussion followed, No action taken.

Tyczynski discussed the transition to the new Federal Veterans Administration appeals process. The current Veterans case trends are very time consuming. Tyczynski updated the board about the homeless veterans. As of August 2019 VSO have had 65 contacts with at risk, in need or homeless veterans. Discussion followed; no action taken.
b) Tyczynski presented the monthly financial statements for his department.
c) Consider approval of the Monthly Invoices
MOTION (Braunschweig/Curry) to approve the monthly invoices for September 2019 in the amount of $119.97. Motion carried unanimously.
d) Possible changes to the 2020 Budget. Discussion followed. No action taken.
Susan Blodgett, Aging & Disability Resource Center:
a) Possible changes to the ADRC 2020 Budget and goals for 2020. Discussion followed. No action taken.

Monthly ADRC report –
-
Blodgett presented the number of Meals served in 2018 and number of meals served year to date. The State approved the restaurant model at Reedsburg Country Club - it will be open 2 days a week Tuesday and Thursday serving soup and salad. Discussion followed.

Transportation updates – Blodgett informed the board that as of October 7, 2019 Staci Dankert is our Transportation Coordinator. Blodgett updated the board about the Transportation audit. Discussion followed. No action taken.

Discussion and action on 85.21 grant - Blodgett reported that ADRC is working on submitting the 85.21 grant application. Staci Dankert is preparing the 3rd Quarter reports. ADRC will hold Public Hearing for the Wisconsin Statute Section 85.21 County Elderly and Disable Transportation Assistance Program in November 2019. Discussion followed.
MOTION (Whitsell/McAuliffe) to approve submitting the application for 85.21 Transportation grant. Vote all in favor.
d-e) Blodgett presented the monthly financial statements and list of invoices for her department.
MOTION (Whitsell/McAuliffe) to approve the September 2019 bill in the amount of $ 25,493.88. Motion carried unanimously.
