SAUK COUNTY BOARD OF SUPERVISORS

DRAFT MEETING MINUTES

COMMITTEE: Aging & Disability Resource Center and Veterans Service Office Committee

DATE / TIME: Wednesday, March 9^th, 2022     4:00 P.M.

PLACE:              West Square Building, Room 213

                        Baraboo, WI  53913

Members Present:  Curry, Bushweiler, Dorner, Polivka, and Riek

Members Absent:   None

County Personnel:  Susan Blodgett, ADRC; Quinn Hause, ADRC; Tony Tyczynski, VSO;

Stefka Zomer, ADRC.

Others Present:       None

Curry called the meeting to order at 4:00 p.m. and compliance with the Open Meeting Law was verified.

MOTION (Polivka/Riek) to adopt the agenda.  Motion carried unanimously.

MOTION (Dorner/Riek) to approve the meeting minutes from February 9^th, 2022.Motion carried unanimously.

Public Comment:  None

Communications:  None

Tony Tyczynski, Veterans Service Office:

1. VSO departmental updates and service trends

• Tyczynski discussed the outreach by VSO; He informed the board that the remote clinics in LaValle are well attended. Discussion followed. No action taken.
• Tyczynski discussed the current Veterans case trends –Tyczynski informed the board that he still has challenges with VA customer service.  Discussion followed.  No action taken.

1. Tyczynski presented to the board VSO annual report. Discussion followed.
2. Tyczynski presented to the board a request to carry over funds from 2021 to 2022. Discussion followed.

MOTION (Bushweiler/Dorner) to carry forward from 2021 budget $10,916 for veteran’s relief, $1,456 for staffing, and $12,000for Veterans Grave Care into 2022 budget. Vote all in favor.

1. Tyczynski presented the monthly financial statements for his department.  Discussion followed. No action taken
2. Consider approval of the Monthly Invoices – Discussion followed.  

MOTION (Polivka/Bushweiler) to approve the February 2022 bills in the amount of $1, 841.87. Motion carried unanimously.

Susan Blodgett, Aging & Disability Resource Center

1. Blodgett presented to the board the ADRC monthly report. ADRC received a notice that The Shed in Spring Green is closing effective April 1^st, 2022. ADRC trying to find a different location for our My Meal My Way program. In April ADRC will be scheduling Stepping on class. ADRC have a huge need of volunteers to deliver meals or transport clients to medical appointments.  Discussion followed. No action taken.
2. Blodgett presented to the bord ADRC 2021 Annual report. Discussion followed.
3. Blodgett presented to the board a request to carry forward unspent funds from 2021 to fiscal year 2022. Discussion followed.

MOTION(Bushweiler/Polivka) to carry forward from 2021 budget $1,000 for congregate equipment, $2,404.80 – for veteran’s transportation, and $ 110,000 ARPA funds to be used in our Nutrition program.  Vote all in favor.

1. Blodgett presented to the bord a request to purchase 2 vehicles for our social workers and one nutrition van from the State of WI listing. This will reduce the mileage expense for the social workers and the Nutrition van need to be replaced due to high mileage, increased maintenance repairs. Discussion followed.

MOTION (Dorner/Polivka) to authorize ADRC to purchase three vehicles using the ADRC fund balance. Vote all in favor.

1. Blodgett presented to the board volunteer policy to increase the Volunteer mileage reimbursement from $0.58 per mile to $0.68 per mile, effective April 1^st, 2022 due to the increase gas process. Discussion followed.

MOTION (Dorner/Bushweiler) to authorize increasing of Volunteer mileage reimbursement to $0.68 per mile, effective April 1^st, 2022 until December 31^st, 2022 if the gas prices are over $3.00 per gallon. Vote all in favor.

1. Blodgett presented to the board a request to write off expenditures. Discussion followed.

MOTION (Dorner/Polivka) to write off expenses for the amount of $ 3,323.42. Vote all in favor.

1. Blodgett presented the monthly financial statements for her department. Discussion followed.
2. Blodgett presented the Monthly invoices for her department. Discussion followed.

MOTION (Dorner/Bushweiler) to approve the February 2022 bills in the amount of $ 32, 644.55. Motion carried unanimously.

Aging & Disability Resource Center of Eagle County Board Update: Discussion followed. No action taken.

Next meeting date and time: April 6^th, 2022 at 4:00 p.m. at West Square Building, Room 326.

MOTION (Bushweiler/Dorner) to adjourn until Wednesday, April 6^th, 2022 at 4:00 p.m. Motion carried unanimously, and the meeting adjourned at 5:40 p.m.
