Resolution to Adopt the Sauk County Older Adults Needs Assessment

Purpose

The purpose of this resolution is for Aging and Disability Resource Center Committee to accept the Needs Assessment and move it to the County Board floor for approval.  

Background

On November 14, 2023, during the Sauk County 2024 Budget meeting, there was a 11
motion made by Hazard/Polivka to amend the proposed 2024 budget, as recommended by 12 the finance committee, to fund “a strategic assessment of health care needs in Sauk 13 County”. The budget would be amended to fund an overview of the continuum of care in 14 Sauk County for the next 5 to 10 years including the Aging and Disability Resources Center 15 (ADRC), Verteran’s Services, Human Services, and Public Health. The Administrator’s 16 budget was amended to include $50,000 of general fund balance for such a plan. 17

Brent Miller, former County Administrator, requested that Susan Blodgett, former ADRC 19 director, complete a Request for Proposal (RFP) for a continuum of care/needs assessment. 20 In August 2024, an RFP was solicited with a due date of September 13, 2024. In October 21 2024, the Sauk County Board of Supervisors approved Resolution No. 76-2024 to award the 22 proposal to Dr. Brian Kaskie (Gerontology) from the University of Iowa. His proposal’s 23 budget was $49,010. The final report was to be due December 31, 2024. 24

Due to changes in administration, the Aging and Disability Resource Center Committee, in 26 February 2025, discussed having Brian Kaskie extend his time through June 2025, to finish 27 the older adults needs assessment. The extension would be at no cost to Sauk County. 28 Administrator Wilson, ADRC Director Susan Blodgett, and other department heads further 29 discussed the draft Older Adults Needs Assessment and requested amendments. After 30 several rounds of discussions and amendments, the final document was prepared and 31 presented to the Aging and Disability Resource Center Committee in October. Upon further 32 review and discussion by the Committee in November, the ADRC Committee is forwarding 33 the final report to the County Board for consideration.
