Meeting Minutes

Committee Members Present: Bailey, Dederich, Deitrich, Felton, Pate, Rathman, Simmert,

Committee Members Absent: Fleischmann, Gavin, Geoghegan, Wilson

1.  Call to Order: Deitrich called meeting to order at 3:13pm

2.  Adopt Agenda: Motion by Pate, seconded by Bailey to adopt agenda. Motion carried.

3.  Approve Minutes: Motion by Pate, seconded by Dederich to approve minutes from May 24, 2022 meeting.

4.  Public Comment: None

5.  Communications: None

6.  Review of 2022 Projects and Budget Status:  

- Pate handed out document. Jan 2022 LRM balance Jan. 1^st ~$395,000, projected end of year balance $328,739.

7.  2023 Land Records Modernization Budget: Discussion 2023 Goals & Priorities

            a: Review of Final Budget – Levy increased by ~$16,000 (labor & insurance).  New insurance plan is going to be less for 2023. Approx. $14,000 - $15,000 wages increase to budget.

8.  Discussion of Land Records Activities & Updates by Department

a. Surveyor report

(i) Update on Remonumentation projects for 2022 WLIP Grant: Dederich discussed projects are still on hold til Fall (leaf off). Dederich said these projects will be completed by the end of 2022.

b. Land Records/GIS

(i) Update on Land Use Project: Felton stated that the summer intern Sydney completed the initial Land Use project for all 22 towns.  LRE provided feedback and corrections applied.  Since we finished the project ahead of schedule. We decided to go back to make it more detailed by separating out the residential on large AG related parcels.  So far, we have completed 10 towns, 2 of the 10 are in the final stages of QC.  Since Sydney is back to school, Sally, Tatum, and Joe will wrap up the project. 

(ii) Update on Server upgrade: Contract has been signed with Axim. We will be going to a 4 server architecture.  New servers to be spun up on October and project completion in November.

(iii) Update on migration to ArcGIS Pro & training: This is penciled in for 2023.  We will be transitioning from ArcMap to ArcGIS Pro.  We plan to bring in help for the migration to the Pro Parcel Fabric and get formal training so it’s a smooth transition.

(iv) Holistic Testing: ESRI invited us to participate in a holistic testing event for the ArcGIS Pro Parcel Fabric at ESRI’s headquarters in Redland California.  Schedule for Jan 24^th -27^th.  Space is limited and we can send up to 2 people.  Felton and Leonhardt are looking into possibly going, dependent upon pricing and workload during that time.

(v) 2023 WLIP Grant: Felton presented this.  The total eligibility is $70,000 this year.  That will not continue past 2023, but DOA does not want large sums of funds in the account for carryover so that is why it is so high this next year.  The high transactions for the last fiscal year allowed for this plus a large carryover from the previous years.  Felton asked the members to think about possible projects for this grant opportunity.  Felton discussed that possibly the upcoming migration training could be offset by part of this grant.  Members are to send the council members group (in email) any possible ideas they have for the grant dollars, no later than first week in November for discussion among the council group.  Deadline for application is December 31, 2022, however Felton intends to submit the application by December 1^st due to December being a busy month with only 2 weeks of time in office.

9.  2023 Land Records Modernization Budget: Discussion of 2023 Goals & Priorities: All felt Goals & Priorities are current. Discussion about paper copies versus digital. ROD went on record as wanting to keep paper records. Shielding or masking documents discussed. Discussion of some possible projects. Co Surveyor talked about needing posts for remonumentation projects.  He got some info and believed that it should be under $1000. That would cover for the corners acquired for 2022 WLIP SIG projects. The Remonumentation line item will cover this cost.

10.  Agenda items for next meeting: Felton will make a DRAFT agenda with items from previous  January agendas: Review of 2022 LRM Budget Balance; Discussion of Land Records Activities etc…; Final 2023 LRM Budget.

11.  Next meeting (tentatively set for Tuesday January 24^th, 2022 (WSLS Jan. 25-27, 2023) @ 3pm; Room 213)

12.  Adjournment: Motion by Pate, seconded by Bailey to adjourn meeting at 3:30pm.
