Meeting Minutes

1. Call to order: Meeting called to order at 3pm
2. Adopt Agenda: Motion by Pate, seconded by Machovec to adopt the agenda. Motion carried.
3. Approve Minutes from September 19, 2024 meeting: Motion by Bailey, seconded by Fleischmann to approve minutes from September 19, 2024 meeting. Motion carried.
4. Public Comment: None
5. Communications: Felton introduced Matt Filus as the new County Surveyor.
6. Review of 2024 Budget Balance:
Pate handed out Budget Summary. Discussed some of the categories and how the overall use of fund balance is roughly $49,000.
7. Discussion of Land Records Activities & Updates by Department
a. Land Information/GIS:
i. Departmental Updates:
Fleischmann discussed Departmental Updates – Upgrade to ArcGIS Server Software from V10.9.1 to V11.4 will occur this year. Will need to republish all web content in ArcGIS Pro. Re-creation of all GIS websites will need to occur as well to move them to the Experience Builder application. Esri is retiring Web App Builder which all the GIS websites are based upon.
ii. 2025 Orthophotography Project:
Felton explained that an updated Orthophotography flight will be done this spring, leaf-off. Hopefully, weather permitting the flight can take place late March to early April. An update to this project will be given at the May Land Information Council meeting.
iii. Summer Intern Projects: Fleischmann discussed the potential intern projects for this summer. Compare ALRS site address to GIS site (Cities & Villages); Digitize past flood data points for Damage Assessment App; Building Footprints updates , Create/Update Current Land Use (Cities & Villages); Work with County Surveyor to put older tie sheets back into files, revamp file cabinet structure, collect monument type and update our current system related to this.
b. Other Departmental Reports:
i. LRE: Simmert reported that OpenGov has been live since the first of the year. He noted that it has been working smoothly, is faster and more efficient that old system. Sauk County is the first county to do their permitting electronically. Simmert thanked MIS & GIS for their support in getting the service up and running, there is still work to be done but it was noted that the department is very happy with the implementation so far.
ii. Treasurer: Machovec commented on how great the project to get the ALRS updated has gone. She noted the cooperation between departments and the ease of working with everyone.
8. Final 2025 Land Records Modernization Budget
Pate handed out Proposed Budget document. It was noted that with the NG911 Grant for acquiring orthophotography not being fully authorized and funded, that the revenue that will be needed to pay for the project will adversely affect the overall Fund balance. The county was awarded a grant to pay for the difference of the cost for 6” imagery to 3” imagery. The total project cost is $156,780.00, Sauk County will be paying for the cost for 6” imagery (approx. $66,000), with the buyup to 3” imagery being paid for by the NG911 Grant (approx. $91,000)
Discussion on document recordings and how that has been flat the last couple years. No idea how year will go. Baily brought up about the idea that has been talked about regarding looking at altering the distribution of transfer fee to give counties a specific portion of the fee to go toward their Land Information Funds. {possibly changing fee from 0.3% to 0.2% and changing the distribution from State 80%-County general fund 20% to a County gets 50% with 20% to general fund and 30% to Land Info Fund.}
9. Agenda items for next meeting: Will carry forward usual items for May 2025 LIC meeting
10. Tentative 2025 dates: Thurs. May 22, 2025; Thurs. Sept.18th or 25th, 2025.
11. Adjournment: Motion by Pate, seconded by Gavin to adjourn meeting at 3:27pm. Motion carried.
