Meeting Minutes

 

Committee Members Present: Bailey, Brown, Dederich, Deitrich, Felton, Pate, Wilson

Committee Members Absent:, Gavin, Geoghegan, Hameau, Jelinek, Templin,

 

Call to Order: called meeting to order @ 2:33 pm

 

Approve Agenda: Motion by Deitrich, seconded by Pate to adopt agenda.

 

Approve Minutes: Motion by Pate, seconded by Dederich to approve minutes from January 22, 2019 meeting.

 

Public Comment: none

 

Communications: none.

 

Discussion and appointment of Committee Chair and Vice chair: Skipped this item til after #9.**

 

2019 Budget Progress – Pate handed out 2019 Summary. Reviewed 2018, final LRM balance $508,351.71. Reviewed 2019.

 

Discussion of Land Records Activities & Updates by Department:

Surveyor Report

             Surveyor stated 2018 proposed projects complete. Working on 2019 contract projects.  Work will likely get done once leaf off in Fall 2019.

 

Land Records/GIS

Felton reported that the 2018 Land Records report will be submitted soon to DOA, due June 30th. The summer intern just started and will be working on addressing issues and verifications countywide.  The 2020 LiDAR/Orthophotography project was briefly discussed.  A memo of understanding will be signed soon.  Contract will likely be signed in the fall. NRCS is finalizing work on scanning historical orthophotos.  They have collected orthos for Sauk County from various sources for varied years, from as far back as 1938 to present. They will deliver the final scans once complete.

 

Treasurer/Real Property

Brown discussed the desire to scan maps in their office, printed tax parcel maps, with colored changes and older tax parcel books, the green books (1940’s – 1970-80’s), for historical reference. Need to get quotes.  Looking at On Q Solutions, the company ROD used to scan some of their books. Discussed the details of green books with taped cutouts and needing to reference and index those. Discussed the old hanging tax parcel maps (18”x24”), could be scanned with plotter/scanner in Land Information.  Could use intern to get those scanned.  Brown will look to get a quote for both.

 

2020 Land Records Modernization Budget: Discussion of 2020 Goals & Priorities – Discussed Land Scan – Bailey noted that has been done and no redaction funds are available anymore.  Eliminating this from the 2020 Goals & Objectives.

Motion by Pate, seconded by Dederich to approve sending the 2020 Goals & Priorities to Land Resources & Environment Committee.

 

** 6. Discussion and appointment of Committee Chair and Vice chair: Nominations for Chair opened up.  Motion by Dederich to nominate Deitrich as chair.  Motion to cast unanimous ballot made by Pate, seconded by Dederich. Motion approved.  Motion by Pate, seconded Deitrich to nominate Tom Gavin as Vice-chair. Motion approved.

 

Agenda items for next meeting: None discussed. Will forward standard items for draft agenda.

 

Next meeting: Discussed having next meeting a little later, at 3:00pm, to accommodate chair.  Will schedule meeting for 3pm, Thursday September 19th, Room 213.
