Land Information Council September 18, 2019 Meeting Minutes
Committee Members Present: Bailey, Brown, Dederich, Deitrich, Felton, Pate, Wilson Committee Members Absent: Gavin, Geoghegan, Hameau, Jelinek, Templin,
Call to Order: called meeting to order @ 3:08 pm
Approve Agenda: Motion by Pate, seconded by Dederich to adopt agenda. Motion carried.
Approve Minutes: Motion by Pate, seconded by Brown to approve minutes from May 23, 2019 meeting. Motion carried.
4.Public Comment: none
Communications: none.
Review of 2019 Projects and Budget Status: Pate handed out documents. Status of the 2019 Budget is roughly 60% expended at this time. LRM balance is currently $485,936, projected end of year is ~$408,000. The Munis report of line items was reviewed. Year to date, $27,000 of the $100,000 budget for remonumentation has been expended.
7.2020 Land Records Modernization Budget:
Review of final 2020 Budget: Pate handed out 2020 Summary. This budget has been submitted, the biggest change that will occur is the ½ funding of GIS position in Treasurer’s, this is coming off LRM budget at the end of 2019. The cost for 2020 LiDAR & Orthophotos will be $207,597. Overall costs are going down, and after 2020 no major expenditures projected. Revenues are projected to be similar to 2018 slight change of salaries. There were adjustments in the budget categories, Maint. Agreements were taken out of MIS Chgs and put in the Maint. Agree category. Overall the total expenses impact on the levy are
$151,626.
Treasurer – tax map scanning projects: Discussed the tax map quote from On Q Solutions. This is already budgeted and previously discussed. Budget set at $30,000, quote came in for Green Books as $12,815.00 & Tax Parcel Maps quote came in at $8,760, total of $21,575. Brown will send out the final quote to the group. The project for the Tax Rolls were budget at $30,000, quote is $27,965. The Tax Rolls will be done in 2019.
8.Discussion of Land Records Activities & Updates by Department:
Surveyor
Progress on 2019 WLIP Grant projects: Surveyor stated that he hopes to have the projects for 2019, utilizing 2019 Strategic Initiative Grant funds, to be out in the next week or two.
Land Records/GIS
i.2020 WLIP Strategic Initiative Grant: Felton stated that for 2020 the SIG is going to be reduced to
$40,000 per county due to the reduction of deed transfers over the last couple years. Felton let the group know that the grant application period opened up on Sept. 17th. Felton noted that likely there will be some of these funds requested for remonumentation. Felton stated that if there are other needs that fit within the requirements for these grants, they will be considered as part of the grant application.
ii.2020 Orthophotography & LiDAR project update: The Memo of Understanding was signed in May. Felton stated that we are waiting to hear from Ayres on when an official contract will need to be signed. Felton will updated the council members as information will become available.
Agenda items for next meeting: Update on Remonumentation Projects for 2019 SIG; Adopted Budget; Update on 2020 Ortho & LiDAR projects; Update on 2020 WLIP Strategic Initiative Grant application; Update on Tax Roll & Scanning project.
Next meeting: Tues. January 28, 2020 (WSLS Jan.29-31, 2020); Thurs. May, 2020; Thurs. September 24, 2020.
