Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by John Deitrich, seconded by John Miller to adopt the agenda. Motion Carried.
Motion by Connie Lehman, seconded by Jean Berlin to approve the minutes for the previous Human Services Board meeting held on June 6, 2016. Motion Carried.
Public Comment
Brian Sieger and Delmar Scanlon from Biker’s Against Child Abuse spoke about their world-wide organization which began in 1995 who receive referrals and provide a free service to help child abuse victims in 12 countries and are still growing. The organization is made up of 100% volunteers who are provided training and continuing education and must undergo a background check. This organization is not a motorcycle club and they do not solicit.
Communication/Director’s Report
- Board Materials: Distributed electronically.
Business Items:
- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box clarified last month’s amount was correct. She reviewed the Monthly Voucher Report. Motion by Jim Bowers, seconded by Jean Berlin to approve monthly vouchers in the amount of $1,593,380.04. Motion carried.
- Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for May 2016. No hardship requests having been received.
- Approval for Collection Requests: Motion by Jean Berlin, seconded by Beverly Vertein to approve sending 46 accounts to Credit Management Control for $18,044.27. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the May 2016 Volatile line report. Foster care is trending upward.
- Elect Marsh Valley/Clearview Representative: Discussed consumers placed at Clearview are for the difficult to place individuals who have a head injury or are elderly. Consensus by the board to have Joan Fordham be the Marsh Valley/Clearview representative and attend the quarterly meetings located at Dodge County Human Services in Juneau, Wisconsin.
- Approve Human Services Mission/Vision Statements and Goals: Dan reviewed the mission/vision of the department has not changed and the goals include child mental health, Child Protection, Juvenile Justice moving to the Department of Children and Families, opiate dependence, and SAMHSA grant. Motion by Peter Vedro, seconded by Connie Lehman to approve Human Services Mission/Vision Statements and Goals.
- Approve Resolution Commending Tim Green for Over 33 Years of Service to the People of Sauk County: Joan suggested approving the resolution but delaying the County Board action until the August meeting as Tim Green would like to be present to receive the resolution and speak to the County Board. Motion by Jean Berlin, seconded by John Miller, to approve Resolution Commending Tim Green for Over 33 Years of Service to the People of Sauk County. Motion carried.
- Consideration of Approval of Travel in Excess of 300 Miles to the Netsmart Conference for Three Human Services Staff October 23-27 to Nashville, Tennessee: Discussed Human Services has a data collection system separate from the County which is maintained by Human Services staff. The estimated cost would be $5,850 but could be offset by using grant money. Motion by Peter Vedro, seconded by Connie Lehman to approve travel in excess of 300 miles to the Netsmart conference for three Human Services staff October 23-27 to Nashville, Tennessee. Motion carried.
Department Updates:
- Presentation of CLTS Services – Bridgitte Bodette: Bridgitte Bodette, Children’s Program Manager, spoke about the Birth-to-Three and Children’s Long-Term Support programs which provide services to children from birth to age 18. She reviewed qualifications for the programs, services provided, and how referrals are received. Birth-to-Three services are primarily provided in the home or community. The average number of referrals received per month are 15. The focus is on improving infant mental health and developing child/parent relationships. All families are eligible for the program and services may be covered by insurance.
Children’s Waiver previously had a waitlist for services; in the last six months there has been no waitlist due to hiring a new social worker two years ago. In 2015, 92 children were served. The biggest need and expense is for respite care. Easter Seals has been a great program to work with; they can provide respite a weekend a month during the school year and a full week during the summer. It is difficult to find respite providers.
A display on these services is located in our lobby area of the Baraboo Human Services office and is moved around to different locations throughout the county.
- Internal Promotions for Deputy Director and Juvenile Justice Supervisor: Dan Brattset discussed the Deputy Director position was offered and accepted by Sharon Boesl, former Mental Health and Recovery Services Manager. The Juvenile Justice Supervisor position was offered and accepted by Mindy Mattson, former Juvenile Justice Social Worker.
- Family Care Update: Joan described the Family Care program. Joan has been serving on the transition team to merge three managed care organizations, Community Care Connections of Wisconsin (Stevens Point), ContinuUs, and Western Wisconsin Cares (LaCrosse). They will become a private, non-profit organization who will still provide services to the local people and will serve consumers across 46 counties in the State. The merger date is anticipated to be January 1, 2017. Family Care 2.0 has been withdrawn from this legislative session.
John Deitrich dismissed himself at 5:29 p.m.
- Court Appointed Special Advocate (CASA) Update: Ellen Allen has been developing a group of volunteers and would like to have the program up and running by the end of this year. Columbia County was not able to provide any funding toward the CASA program.
Next Meeting
The next meeting of the Sauk County Human Services Board will be on August 8, 2016, at 4 p.m. in Room 213.
