Recreation Facility, Outdoor. Said conditional use is located in the Town of Baraboo, Sauk
County. Lands affected by the proposed conditional use are located in the NE ¼, of the NE
¼, Section 14, 11N, R6E, Town of Baraboo, and as further described in Petition 18-2018. Tax
parcel identification number 002-1307-10100.
9. Discussion and possible action on resolution Authorizing the Director of Conservation,
Planning and Zoning to Complete and Submit the Permission to Conduct Surveys for
Northern Natural Gas at the Sauk County Farm.

At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Dietz/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by M. Krueger/J. Berlin to approve the September 13, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Communications:
Keenan reminded the committee about clean sweep and the committee tour.
Discussion and possible action on Resolution Commending Dave Lorenz for 17 years of Faithful Service to Sauk County. Wilson spoke of Lorenz’s retirement. Motion by C. Spencer/B. Newport to pass resolution Commending Dave Lorenz for 17 years of Faithful Service to Sauk County. Motion carried, all in favor.
Presentation by summer conservation camp scholarship recipient. Keenan introduced the scholarship recipient and explained the scholarship program. Tommy Vangrisbin appeared and gave the committee an overview of his experience at conservation camp at Sand Lake.

Said conditional use is located in the Town of Baraboo, Sauk County. Lands affected by the proposed conditional use are located in the NE ¼, of the NE ¼, Section 14, 11N, R6E, Town of Baraboo, and as further described in Petition 18-2018. Tax parcel identification number 002-1307-10100.
Wilson, Director of CPZ, appeared to review the staff report, and provide a background and history of the request. She then reviewed conditions if the CUP were approved.
Wenzel asked about the lighting. Wilson explained.
Berlin asked concern for water usage and waste for the Brewery. Wilson stated that would be up the Baraboo Sanitary District to review and determine and the county would not issue land use permit until the Sanitary District approved the use.
Johnson asked about the storm water usage and the ability to handle the runoff. Wilson referred to the engineer/applicant.
Wenzel asked about the history and verified the parcel is the old Farm Kitchen property. Wilson confirmed.
Meg Roback, ADCI, representing the applicant, appearing in favor, stated that she will answer any questions the committee has. She stated they are proposing a single story, 5200 sq. ft. restaurant building, at grade brewery (4300 sq. ft), situated near Highway 136 with an outdoor recreation area situated between them. She stated she feels it is consistent with adjacent uses and enhance the area and offers connectivity with the pedestrian path from STH 136 into the property.
Johnson asked if all existing features will be removed and this is all new construction. Roback confirmed.
Wenzel asked what has been done to minimize the impact to the immediate neighborhood. Roback stated limiting the operating hours and limiting the music hours, as well as placing the outdoor space between the two buildings, which should buffer the noise and construction of fencing.
Johnson asked what kinds of outdoor games will be played on the property. Roback stated outdoor fire pits, beanbag toss, shuffleboard, outdoor jenga, horseshoes, etc.
Berlin asked about the music being inside or outside. Roback stated music would be both inside and outside.
Wenzel commented on the outdoor recreation being placed towards the front of the property, away from the adjacent development. Roback confirmed. She then provided a larger example of the plot plan.
Spencer asked if all the water from the brewery will come from the private well. Roback stated that is the intent. She confirmed the entire site is serviced by two private wells and they intend to use both.
Spencer asked what the alternative is. Roback stated a new well.
Berlin asked about the rain impacting the existing wells. Roback referred to engineer.
Johnson asked about the proposed curb and gutter replacements. Roback referred to the engineer.
Spencer asked for confirmation where the “outdoor recreation” part is on the plot plan. Roback stated it is the paved and green space on the map.
Newport asked where the current building is located. Roback explained.
Wenzel asked about the proposed delivery access. Roback stated they are still working on that access and attempting to keep that minimal and addressing some of that with grade.
Johnson asked about the aesthetics of the 6’ fence. Roback stated that the materials had not yet been determined.
Kory Anderson, General Engineering, appearing in favor for the applicant. He addressed the storm water issue and identified the existing storm water and proposed plans, as well as submitting the plans to the DNR and Town of Baraboo. He spoke of the vegetation in the parking lot and along the road.
Wenzel asked about the eastern storm water facility. Anderson provided explanation.
Berlin asked about the private wells and how they handled the latest flooding. Anderson stated the private wells will be tested to see whether they are capable of handling the proposed facilities, however he does not see any flood issues affecting the wells.
Spencer asked if surface drainage will affect any properties across the road. Anderson explained how the storm water structure will work and advised that the runoff should not affect any properties across the road. He did say in a heavier event, an overflow will send water towards tranquility lane. He did verify they are required to meet certain storm events, but they are required to meet 5” rain/hour, but 100-year events.
Wenzel asked how much more impervious surface will be added. Anderson stated he does not have a number, but verified that the majority of the site drains from south to north (designed offsite) and the remainder will flow into the storm water retention bio-filter.
Spencer was concerned with the amount going away from the bio-filter. Anderson explained.
Spencer asked about the percent of the amount of blacktop that will be going there versus what is there now. Anderson stated he does not have the numbers, but could get them.
Berlin commented on the efforts to save vegetation.
Randy Scott, SDL Holdings LLC, appearing in favor of the request, confirmed the existing buildings are going to be removed due to the economics to repair them. He addressed outdoor gaming and stated they do not intend to have outdoor volleyball.
Spencer asked about the restaurant’s focus. Scott stated they are intending to base it around a wood fire kitchen concept and food selection.
Spencer asked if he owns the property. Scott confirmed.
Johnson asked if the brewery will be open to the public. Scott stated a small tasting room will be open in the brewery.
Berlin asked about the restaurant. Scott stated indoor seating will be for about 125+ people.
Randy Puttkamer, Town of Baraboo Supervisor/Plan Commission, appearing in favor of the request, stated the plan commission meeting is tomorrow night, however, the applicant has been to previous meetings and the storm water plan has been reviewed. The applicant had already come forward to the Town to review the proposed ideas and plans and those items were addressed at those previous meeting. The Town will review the plans and will make an “official” decision at the next meeting, but they do see it as a positive for the local community.
Wenzel asked about the position of the Town and what recommendation they have for approval. Puttkamer stated he cannot speak for the entire town, but an approval conditioned on the Town’s approval would seem ok. He also stated he doesn’t have a problem if they act on it.
Wenzel asked if they have a construction schedule starting this fall. Puttkamer stated he does not know.
Dale Plamann, appearing as interest may appear, stated he has questions about the noise issues in the area. He mentioned problems where they have had to contact the sheriff’s department for previous issues and would like to see restrictions on the outside activities at night. He stated he lives on South Shore Rd, one block south from the location. He commented about people walking from the lodging houses to the nearby restaurant that exists right now and the trash that is left near his home.
Dennis Gorder, appearing in opposition, stated he is the first house on south shore road and he stated he can agree with the outdoor shut down at 10 p.m. He did say that he has an issue with the increase in the lodging house activities. He also asked about the 6’ fence and if it is on top of a barrier or if it is on the ground. He stated a 6’ fence on the ground will not do anything for noise for the people who live on the south side of this property. He stated his is on the Baraboo Sanitary District Board and they have not been approached with this proposal yet.
Kory Anderson, reappearing, stated the retaining wall on the south end of the property will try to be saved, but it has limitations. The intent would be to add the fence ontop of that.
Wenzel stated he doesn’t believe they require a material above and beyond what is required by ordinance.
Bryant Hazard, Supervisor District 19, appearing as interest may appear, asked about the plans submitted showing a 2 story restaurant with a loft, and a restaurant capacity at 130, and the exterior deck has 66 seats, and the building has restrooms that are single users.
Meg Roback, ADCI, reappearing, stated that the plans that were submitted have been updated to reflect a single story building, slab on grade, capacity for the tasting room and private dining, and in no case will the exceed the total number on the application for the parking stalls on site. The issue of restrooms – the bathrooms will be multi-fixture bathrooms in the restaurant, in addition to that there is a dedicated restroom for kitchen/wait staff and the brewery building will have additional single use restrooms. She stated they are hoping for a fall construction start.
Seeing as no one else wished to speak, Chair Wenzel closed the public portion of the hearing at approximately 10:32 a.m.
Spencer stated he used to live next door to the applicant and he is the supervisor for this district.
Krueger stated he will vote in favor, spoke of the Town reviewing this request, and hearing the neighbors and their concerns and the fact that Mr. Scott has also heard their concerns and advised him to listen to the concerns of the neighbors.
Wenzel stated he is excited to have an old restaurant back up and running.
Motion by C. Spencer/J. Berlin to approve the CUP request for an Eating Establishment with alcohol, liquor, or malt beverages and for a recreation facility, outdoor, based on the condition that the Town approve the request, as well as the conditions provided by the Conservation, Planning and Zoning Department. Motion carried, all in favor.
Discussion and possible on resolution Authorizing the Director of Conservation, Planning and Zoning to Complete and Submit the Permission to Conduct Surveys for Northern Natural Gas at the Sauk County Farm.
Wilson explained the background and request. The committee decided to wait until the next meeting and hope to have more information from Northern Natural Gas. Motion by C. Spencer/G. Johnson to postpone action on the resolution until more information in available. Motion carried.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, October 11th at 9:00 a.m. and Tuesday, October 26th 2018 at 9:00 a.m. Motion by C. Spencer/J. Berlin to adjourn the meeting at 10:49 a.m. Motion carried, all in favor.
