Conservation, Planning, and Zoning (CPZ) Committee members present:  J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport, and G. Johnson.

 

Absent: S. Laubscher.

 

Others present:   L. Wilson, G. Templin, M. Keenan, K. Felton, B. Bailey, B. Simmert, C. Miller, K. Norgard.

 

At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law. 

 

Adopt agenda:   Motion by J. Dietz/C. Spencer to adopt the agenda as presented. Motion carried, all in favor.

 

Adopt minutes: Motion by C. Spencer/J. Dietz to approve the August 28, 2018 minutes CPZ Committee meeting minutes.  Motion carried, all in favor.

Public Comment:

None.

 

Communications: 
Keenan provided an official invite to the committee’s conservation tour on October 10th.  Keenan noted that the entire County Board would also be invited to participate.

 

Land Records

a.  Department report and updates.  Felton provided the department report.

b.  Review and approval of vouchers. Felton reviewed vouchers in the amount of $1,604.00.  Motion by C. Spencer/B. Newport to approve vouchers as submitted.  Motion carried, all in favor.

 

Register of Deeds
a.         Department report and updates.  Bailey reviewed the department report.

b.         Review and approval of vouchers. Bailey reviewed vouchers in the amount of $10,608.10.    Motion by J. Berlin/G. Johnson to approve vouchers as presented.  Motion carried, all in favor.

 

Surveyor
a.  Department report.  Dederich reviewed the department report.

b.  Review and approval of vouchers.  Dederich reviewed vouchers in the amount of $3,550.00.  Motion by J. Dietz/C. Spencer to approve vouchers as presented.  Motion carried, all in favor.

c.  Review and possible approval of 2019 Surveyors budget.  Dederich review budget proposed for 2019 and highlighted the main change moving the monumentation funds of $13,775 into the surveyor’s wages line item.  Motion by J. Berlin/C. Spencer to approve the proposed 2019 budget.  Motion carried, all in favor.

 

Conservation, Planning and Zoning Department

a.         Department report.  Wilson reviewed the department report.

b.         Review and approval of vouchers.  Templin reviewed vouchers in the amount of $13,162.71 and $3,000.00.  Motion by J. Dietz/C. Spencer to approve vouchers as submitted.   Motion carried, all in favor.



Sauk County Building Solar Update – Ian Crammond, Building Services  Crammond provided a powerpoint presentation on the solar projects taking place at the county health care center and the law enforcement center.   Communication with Eagle Point and permitting issues were discussed.
 

Discussion and possible action on resolution authorizing the Director of Conservation, Planning and Zoning to submit grant applications for DATCP Clean Sweep Grant Program and signed letter of Committee support.  Wilson spoke of the grant application and letter of support.  Motion by  J. Dietz/G. Johnson to authorize the Director of Conservation, Planning and zoning to submit grant applications for DATCP Clean Sweep Grant Program and signed letter of Committee support.  Motion carried, all in favor.


Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Myron Hohl located in Section 25, T12N R7E, Town of Greenfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.  Simmert reviewed the history and background information for the conditional use permit for a PRD and verified the Town of Greenfield has recommended approval.  Motion by C. Spencer/B. Newport to approve the conditional use permit/PRD for Hohl.  Motion carried, all in favor.


Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Robert Weiss located in Section 33/34, T9N R6E, Town of Prairie du Sac, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.  Simmert reviewed the history and background information for the conditional use permit for a PRD.  Motion by J. Berlin/C. Spencer to approve the conditional use permit/PRD for Weiss.  Motion carried, all in favor.


Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Larry & Linda Wiese located in Section 23, T11N R4E, Town of Westfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.  Simmert reviewed the history and background information for the conditional use permit for a PRD.  Motion by G. Johnson/J. Berlin to approve the conditional use permit/PRD for Wiese.  Motion carried, all in favor.


Discussion on 2019 CPZ budget  Wilson spoke of follow up on budget review.  She reviewed previous structure and proposed structure. 
 

Reports

a.         Natural Resources Conservation (NRCS).   Miller provided program updates.

b.         Farm Service Agency (FSA).   Norgard provided program updates.

c.         Foresters.   No report.

d.         Economic Development Committee.  Krueger spoke of the upcoming Future Regions meeting, proposed program for funding ADUs throughout the county, and proposed funding for historic sites.  Krueger noted that the ADU funding was not approved.

e.         Mirror Lake District.    Krueger spoke of the annual meeting on the 18th where their budget was passed.
f.          Lake Virginia Management District.  Johnson spoke of the annual meeting on the 8th; however he was not made aware of the meeting.
g.  Lake Redstone Management District.     Dietz spoke of Section 11 boat-landing damage from the flood and possible future requests for dredging.

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Wednesday, September 26th at 9:00 a.m. and Thursday, October 11th, 2018 at 9:00 a.m.  Motion by C. Spencer/J. Dietz to adjourn the meeting at 11:15 a.m.  Motion carried, all in favor.
