Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin C. Spencer, M. Krueger, B. Newport, R. Puttkamer, G. Johnson (9:04 a.m.)
Absent: None.
Others present: L. Wilson, G. Templin, K. Felton, B. Simmert, and C. Fowler,
At 9:00 a.m. Spencer called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt amended agenda: Motion by J. Dietz/R. Puttkamer to adopt the amended agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by J. Berlin/R. Puttkamer to approve the March 26, 2019 minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Communications:

Election of Vice Chair
Spencer nominated Kruger for Vice Chair. Motion by Spencer/Puttkamer to close nominations and cast a unanimous ballot for Krueger for Vice Chair. Motion carried, all in favor.
Land Records
Department report. Felton appeared and presented the department report.
Review and approval of vouchers. Felton appeared and presented vouchers in the amount of $30,000.00. Motion by G. Johnson/J. Berlin to approve vouchers in the amount of $30,000.00. Motion carried, all in favor.
Register of Deeds
a. Department report. Templin referred the committee to the ROD department report.
b. Review and approval of vouchers. Templin reviewed vouchers for the Register of Deeds in Bailey’s absence. Motion by J. Berlin/G. Johnson for vouchers in the amount of $6,827.31. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department report. Templin presented the department report on Director Wilson’s behalf.
b. Review and approval of vouchers. Templin presented vouchers in the amount of $10,930.12. Motion by G. Johnson/R. Puttkamer to approve vouchers in the amount of $10,930.12. Motion carried, all in favor.
c. Discussion of 2020 Budget Projections. Wilson reviewed changes for the 2020 budget projections.
d. Discussion of Mid-Term Assessment, including goals and priorities. Wilson reviewed the midterm assessment for the department.
e. Discussion and consideration of Resolution Approving Parks Department and Conservation Planning and Zoning Department Merging to Become the Conservation, Park, Planning and Zoning, Planning, and Parks Department. Wilson reviewed the existing resolution as well as an amended resolution that was proposed. The committee discussed both resolutions. Motion by J. Berlin/J. Dietz to approve the original resolution, as forwarded by E&L, to merge the Conservation, Planning and Zoning Department and Parks Department into one department. Motion carried, all in favor.
f. Discussion and update on the planning process for the Sauk County Comprehensive Outdoor Recreation Plan. Simmert provided an update on the planning process for the Outdoor Recrecation Plan, the grants associated with the plan and the ability to mature the parks system. Committee discussed and asked for information on how this will work with the State parks system. Simmert explained.
*g. Discussion and update of a Bike/Pedestrian/Snowmobile Bridge connecting Sauk and Dane counties. Krueger provided an update on an inter-county discussion between Dane and Sauk County for a bridge connecting Sauk and Dane counties. On April 30th, the Board will be asked to proceed with an MOU for a cost analysis that will have Sauk County commit to $40,000 for the design of the proposed bridge and will share costs with Dane county for the expenses. He also explained future process of the GSST and the possible future role of the workgroup.
Discussion and possible action on a conditional use permit for Planned Rural Development (PRD) lots for Jeffery and Lynn Foster located in Section 31, T9N, R4E, and Section 32, T9N, R4E, Town of Spring Green, pursuant to Chap 7 Subchapter IX,of the Sauk County Code of Ordinances. Fowler appeared and provided the history and background on the conditional use permit for Planned Rural Development lots for Jeffrey and Lynn Foster for the purpose of developing two additional building lots. She also verified the PRD/conditional use was approved by the Town of Spring Green with conditions. Motion by M. Krueger/J. Berlin to approve the PRD/conditional use permit with the recommended conditions, as well as the added condition recommended by the Town of Spring Green. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS).
b. Federal Service Agency (FSA) - No report.
c. Foresters - No report.
d. Economic Development Committee. Krueger spoke of a resolution approved for the Baraboo River Corridor plan, Tri County Airport flooding, and approval of the two grant requests to Prairie du Sac and Sauk City.
e. Mirror Lake District – No report.
f. Lake Virginia Management District – Johnson spoke of a meeting in March which reviewed application of herbicides, and plans for Metcalf Prairie.
g. Lake Redstone Management District – Dietz spoke of a recent meeting and county funding was discussed, dredging bids open on the 18th of this month, dredging to be reduced by 1’, as well as additional options on the project. Final vote by property owners will be on May 18th.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, April 23rd and Thursday, May 9th, 2019, at 9:00 a.m.. Motion by R. Puttkamer/B. Newport to adjourn the meeting at 11:20 a.m. Motion carried, all in favor.
