REGULAR MEETING:  SAUK COUNTY BOARD OF SUPERVISORS

1.  Call to Order and Certify Compliance with Open Meeting Law: 6:00 P.M.

 

2.  Roll Call.  PRESENT: (28) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Hazard, R. Spencer, Carver, Polivka, Burchill, Lohr, Gruber, Detter, Chrisler, McAuliffe, Deitrich and McCumber. ABSENT: (2) Peper, and Stehling.

5.  Adopt the minutes. MOTION (Carver/Gruber) to adopt the minutes from the previous meeting.   

     Motion carried unanimously.

 

6.  Appointment of County Board Supervisory District #18.

        a. James Astle, 1000 8^th Street, Baraboo, WI  53913

            Filling remainder of term, expires:  04/16/2024

 

MOTION (Schell/Carver).  Motion carried unanimously.

 

7. Administration of Oath of Office. The Honorable Judge Michael P. Screnock, Sauk County Circuit Court Branch I.

*Supervisor Astle was seated representing District #18.

MOTION (Fordham/Burchill). *2/3 Vote Required

VOTE:  AYES: (26) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Detter, Chrisler, McAuliffe, Deitrich and McCumber. NAYS: (4) Lombard, Peper, Lohr, and Gruber.

ABSENT: (1) Stehling. Motion carried.

 

HIGHWAY COMMITTEE:

Resolution 79 - 2023 Approving The County Aid For Bridge Construction Under Wis. Stat 82.08.

LAND RESOURCES AND ENVIRONMENT COMMITTEE:

Resolution 80 - 2023 Resolution Authorizing Submission Of The Lake Monitoring And Protection Network Grant Application.

Ordinance 7 - 2023 Amendment To Approve A Map Amendment (Rezoning) Of Lands In The Town Of Westfield From An Exclusive Agriculture To An Agriculture Zoning District Filed Upon Elvin Yoder, Property Owners.

MOTION (Kinsman/Polivka). VOTE:  AYES: (26) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Schell, Fordham, Astle, Hazard, R. Ordinance effective upon passage pursuant to 59.69(5)(e)(6), of Wisconsin State Statutes (October 17, 2023). 

 

Resolution 81 - 2023 To Adopt Amendments To The Land Resources And Environment Department Fee Schedule.

Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Resolution 82 - 2023 To Adopt The Sauk County Farm Education Hub Development Plan As An Appendix To The 2022-2042 Sauk County Farm Property Master Plan In The County CORP.

LAW ENFORCEMENT & JUDICIARY COMMITTEE:  

Resolution 83 - 2023 Approving A Request To Apply For Cooperative County And Ho-Chunk Nation Law Enforcement Program For Tribal Trust Lands Within Sauk County.

PERSONNEL & INSURANCE COMMITTEE:

Resolution 84 - 2023 To Ratify The July 1, 2021 – December 31, 2023 Collective Bargaining Agreement

Between Sauk County And The Wisconsin Professional Police Association (WPPA) L241 – Sheriff’s

Department Sworn Unit.

MOTION (Gruber/Roxen).

The following scrivener error was noted:

Title should read: “To Ratify The July 1, 2021-December 31, 2023 January 1, 2024 – December 31, 2026 Collective Bargaining Agreement Between Sauk County And The Wisconsin Professional Police Association (WPPA) L241 – Sheriff’s Department Sworn Unit.”

Resolution 85 - 2023 To Purchase Land At 616 Linn St. Baraboo, WI 53913 For Use By Sauk County

And Amend the 2023 Budget.

MOTION (Detter/Dorner). *2/3 Vote Required

VOTE:  AYES: (29) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Peper, Lohr, Gruber, Detter, Chrisler, McAuliffe, Deitrich and McCumber. NAYS: (1) Lombard.

ABSENT: (1) Stehling. Motion carried. 

     

Chair McCumber called a break at 8:10 pm, meeting resumed at 8:20 pm

 

18. PRESENTATION OF PROPOSED 2023 ANNUAL SAUK COUNTY BUDGET:

       Brent Miller, Sauk County Administrator; and Lynn Horkan, Finance Director.

        

       Budget Amendment Process:

       Supervisors may submit proposed amendments to the 2024 Proposed Budget, (see memo in    

       the 2024 Proposed Budget Book) – the Proposed Supervisor Amendment form is located in

       the 2024 Proposed Budget Book, and is posted on the Sauk County website in Microsoft

       Word and pdf formats. Proposed budget amendments are due by October 27^th, 2023.

 

Tim McCumber, County Board Chair, entertained a motion to certify the Proposed 2024 Sauk County Budget for publication; and to set the time and date for the Public Hearing on the Proposed Budget. This begins the budget review process for the County as a whole.

MOTION (Krueger/Spencer) to approve the Proposed 2024 Sauk County Budget for publication and to set the time and date for the public hearing on the Proposed Budget for Tuesday, November 14, 2023. Motion carried unanimously.  (Verbal vote)

 

19.  Referrals.

 

20.  New Agenda items (no discussion).  Submit in writing or by e-mail new business items to the County Administrator as soon as possible for Rule III.A. referral.
