MEETING NOTICE/AGENDA
COMMITTEE: COVID-19 Task Force Committee
DATE/TIME: Monday, June 29, 2020 8:30 A.M.
PLACE: Room 213, West Square Building, 505 Broadway, Baraboo, WI.
This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

Call to Order and Certify Compliance with Open Meetings Law.

Role and overview of the Task Force.
General discussion/overview: C19 Safer at Home Orders review of events from March through May.
Discussion regarding legal update and authority resulting from Supreme Court decision and other cases regarding emergency health orders.
Discussion of Phase 1 through Phase 3 criteria.
Discussion of current C19 status.
Discussion and possible action concerning criteria for use of Nixle system (emergency, public notice re: testing, etc.) and process for press releases/community updates.
Discussion and possible action concerning scheduling a debriefing and planning session for Safer at Home and lessons learned in preparation for a potential “2nd Wave” of C19.
Set next meeting date and time.

Members Present: Dave Bretl, Interim Administrative Coordinator; Rebecca Roeker, Interim Corporation Counsel;
Tim Lawther, Health Director; Jared Pinkus, Community Development Coordinator (via phone); Rick Spoentgen, Chief Assistant District Attorney; Jeff Jelinek, Emergency Management; Timothy McCumber, County Board Chair; Patricia Rego, Health Board Chair and Becky Evert, County Clerk
Members Absent: Richard Meister, Sheriff
Others Present:
Chair McCumber called the meeting to order at 8:30 a.m. and compliance with the open meeting law was verified.
MOTION (Rego/Spoentgen) to adopt the agenda moving item #5 to occur prior to Public Comment.
Communications: None.
Role and overview of the Task Force:
The role of this committee is to work together as a group moving forward as we approach the fall with another possible outbreak and to debrief on what has been done in the past.
Public Comment:
1) Keri Olson, re: COVID-19 Taskforce Concerns and respect for the Health Director and EMBS Director efforts.
2) Jean Berlin, re: COVID-19 Taskforce Concerns and respect for the Health Director and EMBS Director efforts.

Lawther gave the committee an overview of the timeline.
Discussion regarding legal update and authority resulting from Supreme Court decision and other cases regarding emergency health orders:
Roeker gave the committee a legal overview. Discussion took place among the committee.

Lawther gave the committee an overview of the phases.
Discussion of current C19 status:
Lawther gave the committee an update. Discussion took place among the committee.
Discussion and possible action concerning criteria for use of Nixle system (emergency, public notice re: testing, etc.) and
process for press releases/community updates:
Discussion took place among the committee regarding the Nixle system. Consensus was to continue status quo with the
Nixle system. Press Releases that are not an emergency will be reviewed by Chair McCumber and Health Board Chair Rego
prior to being sent out publicly.
Discussion and possible action concerning scheduling a debriefing and planning session for Safer at Home and lessons
learned in preparation for a potential “2nd Wave” of C19:
Discussion took place among the committee. Jelinek and Lawther will be conducting “After Action Meetings” with
Department Heads and First Responders. This information will be reported back to this committee. Jelinek and Lawther
will be establishing some “Trigger Points” for the committee to review.
MOTION (Rego/Bretl) to set the next regular meeting to Friday, August 17, 2020 at 8:30 a.m. Motion carried unanimously
and the meeting adjourned at 10:58 a.m.p
