Members absent: Meg Sage, Ruth Browing, Ryan Ramnarace, Karen DeSanto Jim Daniels and Deb O’Rourke
1. Call to Order - 3:05pm with five members present (Bindl, Albrecht, Brattset, Matteson, Weiler) Jeff Bindl certified compliance with open meeting law. Judge Klico joined the meeting at 3:45pm.
2. Adopt agenda - Motion by Weiler and seconded by Albrecht. Motion carried 5-0.
3. Approval of Minutes from previous meeting held on August 30, 2017 - Motion by Matteson and seconded by Albrecht. Motion carried 5-0.
4. Public Comment - None.
5. Communications - Jeff Weiler and Mindy Matteson reported that they will be attending the Juvenile Justice Intake Conference in Wisconsin Dells. They will be able to share information learned from this conference at our next meeting.
5. Discussion regarding Juvenile Offenders and Victims Report - Mike Albrecht reported that he had reviewed some of the information that was contained in this report. It was presenting information from a nationwide perspective and wasn't necessarily reflective of conditions in Wisconsin or more locally in Sauk County.
6. Discussion Regarding Truancy Court - The city of Baraboo and the School District of Baraboo are implementing the new truancy policy for this school year. There continue to be questions about when DHS becomes involved, how sanctions are to be referred and dealt with, as well as the impact on circuit court time? We would like to have Emily Truman to attend our next meeting to discuss progress of implementing this new policy. There was some discussion about shelter care and the benefits of having a non-secure facility back in our county. Jeff Weiler reported that Monroe County is operating a 8-bed facility and would be willing to bring back some additional information about how this works in their county. Dan Brattset was open to find out if there would be any interest in collaborating with neighboring counties on something like this.
7. Discussion Regarding Juvenile Shackling - There wasn't much discussion on this topic as Judge Klicko has not had the opportunity to discuss this with the other circuit court judges. Also, we have not had input from any representative of defense counsel.
8. Discussion regarding possible changes to Juvenile court scheduling - Mindy Matteson reported that DHS staff are extremely supportive of a one judge/one juvenile policy if feasible based on circuit court scheduling. This would change the juvenile court scheduling from a designated day (Tuesday). Emergency hearings such as TPCs would still need to been dealt with by the intake judge that is available. There was some discussion about automatically scheduling follow-up hearings after a juvenile’s initial court appearance, but Mike Albrecht was concerned about this potentially causing more work from the DA's office. We need to have a representative from defense counsel to weigh in on this issue.
9. Next Meeting date/time - Wednesday October 25th @ 3:00pm
10. Motion by Albrecht & second by Brattset to adjourn at 4:35pm. Motion carried 6-0.
