Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 11:32 a.m.
Adopt Agenda:
Motion by Rego second Vedro to adopt agenda. Motion carried.
Minutes:
Motion to approve minutes by Vedro second by Brattset to adopt minutes. Motion carried.

August CJCC Report – Baldwin
-SUDS and ATC updates.
-Working on identifying relevant data for the Process Map in order to reduce the time between the referral and acceptance/denial into the program.
- ORAS Training is scheduled for August 26th – August 28th @ U.W. Baraboo campus
- August 13, 2019 - Board of Health unanimously approved the proposed 2020 budget.
Bylaw Revision: Action on addition of Board of Health Representative to CJCC
Motion to approve addition of Board of Health Representative to CJCC by Bolin second by Rego. Motion carried.
Discussion and action on support for applying for Community Development Block Grant to fund the new Re-Entry Coordinator position requested for 2020
-Eligible for a set of three (3) non-competitive grants. Alene met with Dave Pollish (member of the state) to discuss possibly applying for the grants and using the funds to establish a new position, a ReEntry Coordinator, for CJCC. The grant extends for two (2) years and is not renewable. It will be possible to apply for federal grants for future funding. If approved, this grant will reduce the amount of tax levy dollars requested by CJCC in the 2020 budget. The tax levy request for funding will remain in the budget until the grant is approved.
-Motion to support application for CDBG grant funding but leave original proposal in the budget until grant(s) accepted by Calkins second by Rego. Motion carried.
Review and action on support for ongoing consulting with Tom Weber
-Draft proposal to continue consulting with Tom Weber. Proposal returned to Tom Weber in order to better identify specific data points. Approximate cost is $5,000.00, with the intention of splitting the costs between Law Enforcement, MIS, and CJCC. Formal motion and vote will occur at a future meeting when committee can review Tom Weber’s proposal.
Committees: Report on Action Plans and Committee Goals
Adult Justice Systems:
-Met August 7, 2019. Worked on Stepping Up Question #3. Assigned Action Plan tasks to members to identify outcomes and measures and look at data points. Tasks being assigned to committee members as well as outside individuals.
-Looking to obtain information from each Law Enforcement agency following the Chief’s Meeting in order to discuss Mental Health policies.
-Next meeting is set for September 4, 2019 at 3:30 p.m.
Juvenile Justice Systems:
-Discussion on Pilot Project and First Offenders Program with the Baraboo School District.
-Discussion of future direction and goals including a new standardized assessment.
-Next meeting is set for early September.
Victims Focus Committee:
-Met July 31, 2019. Worked on revising the Action Plan to make it more specific. Discussion of dividing the committee into three (3) smaller work units.
-Next meeting is set for August 21, 2019.
Discussion on Budget Concerns/Changes
-Board of Health unanimously approved the 2020 budget. There is an approximate $60,000 increase.
-May be adjustments (reductions) to the budget once the Community Development Block Grant is approved.
