The meeting was called to order and certification of Open Meeting compliance was given at 3:32 p.m. Motion by Wenzel, second by Strunz to adopt agenda. Motion carried.
Motion by Strunz, second by Bodendein, to approve the minutes of the prior meeting. Motion carried.
Public Comment:
Mary Carol Solum expresses dissatisfaction with the resignation of the Criminal Justice Coordinator and the county board chair. In addition she expresses dissatisfaction with the way in which office/department needs have been handled over the last several years.

January Coordinators Report
Sauk County Proxy, Matrix, and Process Map
Coordinators January Report:
J. Krueger beings this report by announcing to the committee that her resignation has been turned in and her final day of employment with Sauk County will be Monday February 27, 2017. Additionally, J. Krueger reports that she is creating a list of important items that will be discussed with Kevin Calkins in order to ensure some transition plan is in effect. J. Krueger reports that the progress of each committee and tasks will need to be decided by the committee members. The largest new venture for this office and the CJCC as of 2017 is the facilitation and coordination of the CCR/SAR teams and this will need to continue to ensure ongoing progress.
Discussion on Office Needs:
J. Krueger discuses ongoing needs for the CJC office. This includes a full-time administrative support specialist and a reclassification and job description for the CJC. K. Calkins expresses that he is concerned that “the glue” that holds the CJCC together is leaving. K. Calkins also explains that a transition plan needs to be established to ensure that these efforts continue to move forward.
CCR/SAR Teams:
K. Calkins provides some background on Rick Spoentgen and why the CCR/SAR teams feel that Rick is the appropriate choice to chair this committee. Motion by Calkins, second by Allen, to appoint Rick Spoentgen as chair of the CCR/SAR Team. Motion carries.
Motion by Lange, second by Wenzel, to postpone items number nine and ten to the March committee meeting as the CCR/SAR teams have not put forward a request. Motion carried.
DOC Seat Vacancy:
J. Krueger reports that she was able to discuss the vacancy with one of the two relief supervisors for the Baraboo office. At that time the recommendation was to leave the seat vacant and fill the vacancy when the permanent supervisor takes the position. J. Strunz requests that a letter or opinion be forwarded to the DOC expressing dissatisfaction with this decision. The committee as a whole feels it is imperative to have DOC at the table as a voting member even during this transition. Motion by Bodendein, second by Englund, to forward a letter of opinion from the CJCC to DOC requesting representation. Motion carried.
Standing Committee Updates:
Adult Justice Systems:
Chief Strunz reports that the Adult Justice System Committee met immediately prior to the CJCC today to finalize the Sauk County Proxy, Matrix, and process map. Additionally, Chief Strunz reports the data that the jail was able to calculate; reporting that over the previous six months arrests were document every five days and the proxy was administered. The results show that there were 184 arrests, 131 were mandatory based on the proxy, and 53 were not mandatory. Of the 53, 42 were low-risk (0-3), 8 were medium risk (4), and only 3 were high risk (5-6). This translates to roughly 210 individuals over six months’ time who would not have been brought to jail using the proxy. The caveat is that this over time may increase the booking numbers in court and thus add additional staff time needs to accommodate. Motion by Bodendein, second by Lehmann, to approve the proxy, matrix, and process map; moving forward the practice on a countywide scale. Implementation will begin on March 15, 2017. Motion carries with one abstention from Jay Englund.
Drug Court Subcommittee:
Judge Screnock reports that the committee continues to work diligently with the drug court and it’s participants. Judge Screnock reminds the committee that we intentionally take consumers who are extremely complex and viewed as “likely to fail” which is seen in the level of compliance issues that take place each week. However, the Judge also reminds the committee that this is the population that research and evidence has shown that we can have the largest impact with. Judge Screnock reports that this will also result in some failures; however, we also see many successes. Jay Englund comments that the committee needs to remember that without Drug Court these consumers have a 100% fail rate and so even if our program has a 50% fail rate we are still doing well. Judge Screnock also again expresses gratitude for all of the hours of additional work that each agency provides to this effort.
Juvenile Justice Systems:
No update, this committee meets on Wednesday February 22, 2017.
System Mapping:
No update, this committee meets on March 8, 2017.
Data Collection:
No update, this committee is scheduled to meet on March 15, 2017; however, will likely be postponed due to attendance barriers.
Annual Planning Session:
Motion by Wenzel, second by Englund, to postpone discussion on annual planning until staffing issues have been resolved. Motion carries.
