The meeting was called to order and certification of Open Meeting compliance was given at 2:10 P.M. Motion by Bindl, second by Calkins to adopt agenda. Motion carried.
Motion by Calkins, second by Krueger, to approve the minutes of the prior meeting. Motion carried.
Public Comment: None
Communications: J. Krueger reports that three members of the subcommittee made contact to inform of their absence.
COMPAS: There is discussion on COMPAS and where it fits into the system as an evidence- based tool that will assist in decision making. Further research will be done on using COMPAS to inform bail/bond decisions, sentencing decisions, and possibly incorporating it into the decision making process for electronic monitoring.
Law Enforcement Agencies: Initial inquiries into who is being arrested and why result in discussion of how different agencies handle similar situations. There is an overall consensus that violent offenders are being arrested; however, outside of statutorily required arrests the decisions are based largely on officer discretion and agency discretion.
One similarity across the departments is that there is no risk tool being used to help aid in the decision making process. There is discussion about further review and research on the Hawaiian Proxy to pre-screen offenders for risk of reoffending during the arrest decision making process.
This tool and more research will be provided for the team’s review at the next meeting and J. Krueger will attempt to arrange a presentation in August by a community who uses this tool to screen prior to arrest decisions being made.
