- Discussion and possible action on recommending to the CJCC that this group be named the “Sensitive Crimes Response Team”.
- Discussion and possible action on establishing a consistent date and time for this committee to meet.
- Begin discussion on charges for the work of the team.
- Discussion, modification, and possible action on recommending a case review format to the CJCC.
- Motion to convene to closed session for the purpose of discussing confidential information relating to the act of sexual assault or domestic violence against (a) specific person(s). Wis. Stat. § 950.01. Such session is further necessary, appropriate, and done with the legal authority as codified in Wis. Stat. §§ 19.85(1)(d) (considering strategy for crime detection or prevention); 19.85(1)(f) (considering medical, social or personal histories of specific persons or preliminary consideration of the investigation of charges against specific persons which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or involved in such investigations); 19.35(1)(am)2m (exempting disclosure of the actual address of a program participant pursuant to Wis. Stat. § 165.86); 146.82(2)(b) (restricting re-disclosure of medical information contained in records obtained pursuant to law); 48.78(2)(a) (restricting re-disclosure of information in records of child protective agency); and 48.396 (limiting disclosure of law enforcement records of children).

The meeting was called to order and certification of Open Meeting compliance was given at 10:04 A.M. Motion by Allen, second by Pichler to adopt agenda. Motion carried.

Department Updates
District Attorney Office: R. Spoentgen updates the committee on the federal grant that was applied for as a collaboration between the DA, Hope House, and Sheriff’s Department. Additionally, Rick will be applying to have Miriam Falk conduct training in the Sauk County area. It is recommended that applying as a joint applicant with possibly some adjunct counties would increase our chances.
Human Service: B. Bishop reports that he should be able to provide elder abuse and vulnerable adult abuse statistical data at the next meeting.
Hope House: E. Allen reports that February and teen dating violence awareness month and March is sexual assault awareness month. Ellen reports that historically this group has participated in different educational and awareness campaigns and that staff would likely be reaching out shortly to illicit volunteers. The committee is interested in receiving a calendar of events and Ellen reports that staff will send that out when it is complete.
Jill Poarch with Sauk Prairie HealthCare reports that the Rural Wisconsin HealthCare Cooperative is hosting a roundtable that is open to those interested in attending. This will be held on April 20, 2017 at 1:00 PM in Sauk Prairie. Jill asks that those interested in attending reach out to her so she can ensure that they are prepared to accommodate those interested. A topic that may be of interest is the Crime Victims Compensation funds and information regarding this topic will be discussed.

Discussion on Name Change:
Committee discusses the pros and cons to a name change including the concern of potentially running into problems with grants if the name isn’t encompassing enough of sexual assault. E. Allen reports that many groups across Wisconsin have many different names; however, R. Spoentgen and Hope House will inquire with End Abuse Wisconsin and WICASA and report back to the group next month. Motion by Posewitz, second by Pichler, to postpone any recommended name change until the next meeting. Motion carried.
Discussion on Regular Date/Time:
Committee discusses having their meeting on the first Tuesday of each month; however, there is conflict in both March and April due to trainings. The committee will postpone this decision. Motion by Poarch, second by Posewitz, to postpone decision until the next meeting. Motion carried.
Motion by Posewitz, second by Hoffman, to postpone discussion on committee charges. Motion carried.
Discussion on Case Review Format:
Committee discusses the documents from Racine County including the need or lack of need for two confidentiality agreements as used in the Child Death Review Team. R. Spoentgen along with help from others will modify the forms to fit Sauk County and seek legal input from Corporation Council on the need to duplicate confidentiality agreements and present that information at the next meeting. Motion by Posewitz, second by Bishop, to postpone action on recommending adoption of these forms to the CJCC until the next meeting. Motion carried.
Motion by Poarch, second by Bishop, to move into closed session to discuss confidential case review information. Motion carried.
Motion by Posewitz, second by Hoffman, to reconvene in open session. Motion carried.
