Minutes of the Regular Meeting

August 10, 2016

Members Present:     Judy Ashford, John Dietz, Donna Stehling, Chuck Spencer, Andy Andrews, Alan Anderson

UWEX Staff Present: Sue Nagelkerk, Meg Sage, Jenny Erickson

Call to Order

The meeting was called to order at 9:00 AM @ Chair Ashford.

Certification of Open Meeting Notice

Requirements of the Open Meeting Law were met. 

Approval of Agenda

Motion made by Stehling, second by Spencer to approve the agenda.  Motion carried.  All in favor.

Approval of Minutes of Last Meeting

Motion made by Stehling, second by Andrews to approve the minutes of the regular meeting of July 13, 2016 and Special Meeting of July 21, 2016.  Motion carried.  All in favor.

Public Comment: 

Becky Hovde from Reedsburg Area Historical Society introduction.

Communications: 

Chancellor visit at UW Waukesha – August 16, 2016 at 2:00pm.  We will have the meeting set up in the UWEX Conf. Room on-site via webinar.  Those wishing to attend should contact Jenny Erickson.

Review Budget and Approval of Vouchers:

UW Extension

Budget reviewed.  Motion made by Dietz, second by Spencer to approve the July 2016 UW Extension invoices in the amount of $1,644.33.  Motion carried. All in favor.

Arts & Culture

Budget reviewed.  Motion made by Dietz, second by Spencer to approve the July 2016 Arts & Culture invoices in the amount of $1,500.00. Motion carried. All in favor.

Department Updates:

UW Extension- Sauk County was well represented a the ICC meeting on July 27th

Arts & Culture - none

Presentation, Discussion and Possible Action on Sauk County Ag Society Outside Agency Appropriation Request for 2017 Budget

Budget discussed.  Sauk Co. Ag Society will continue to work within their budget and pay down existing loans.  The fair was successful this year and music expense continues to be a challenge. Spencer commented he heard all positive community feedback on the 2016 Sauk County Fair.

Zirzow proposed that the Sauk Co. Ag Society would like to request an additional $10,000 for 10 years to build a new roof/concrete structure for the Swine/Poultry project for 2018 budget.  Committee suggested looking into the Sauk Co. Revolving Loan Fund and possibly the Sauk Co. Development Corp.  for loan options.

Motion by Spencer, second by Andrews to approve the Sauk County Ag Society outside request for $25,000 for 2017.  Motion carried, all in favor.

Discussion/possible action: 2017 Mission, Vision, Goals and Performance Measures for UW Extension

Documents reviewed; some goals are contingent on hiring of full-time Ag Agent position.  Motion made by Spencer, second by Dietz to approve the 2017 Mission, Vision, Goals and Performance Measures for UW Extension.  Motion carried. All in favor.

Discussion/possible action: 2017  UW Extension Budget Process

Budget reviewed in detail.  Full-time Ag Agent position is included in the budget.  Motion made by Andrews, second by Stehling to approve the 2017 UWEX budget.  Motion carried. All in favor.

Discussion/possible action: 2017 Mission, Vision, Goals and Performance Measures for Arts & Culture

Documents reviewed.  Motion made by Spencer, second by Stehling to approve the 2017 Mission, Vision, Goals and Performance Measures for Arts & Culture.  Motion carried. All in favor.

Discussion/possible action: 2017 Arts Budget

Budget reviewed in detail.  Motion made by Stehling, second by Spencer to approve the 2017 Arts & Culture budget.  Motion carried. All in favor.

Discussion/possible action:  Fall 2016 AHHP Grant Applications

The committee chair recommended that members focus on the applications that have the most merit and positive effect on Sauk County.

Baraboo Range Preservation Assoc. (BRPA):  Asking $5,000, recommend funding $5,000

Sauk County Historical Society (SCHS) WWI Project:  Asking $5,000, recommend funding $5,000

Baraboo Public Art Assoc. (BPAA):  Asking $5,000; recommend funding $4,000

Wormfarm Institute:    Asking $,5000; recommend no funding

Baraboo Theatre Guild:  Asking $,5000; recommend no funding

Motion made by Andrews, second by Spencer to approve funding Baraboo Range Pres. Assoc. in the amount of $5,000, approve funding Sauk Co. Historical Society in the amount of $5,000, approve funding Baraboo Public Art Assoc. in the amount of $4,000, deny funding for the Wormfarm Institute, and deny funding for the Baraboo Theatre Guild.  Motion carried. All in favor.

Consideration of Applications for Good Idea Grants

Reedsburg Players Theatre –Motion made by Spencer, second by Stehling to approve the good idea grant for Reedsburg Players Theatre in the amount of $500.  Motion carried. All in favor.

Sauk County Historical Society –Motion made by Spencer, second by Andrews to deny the good idea grant for the SCHS Collections Photography Project in the amount of $500.  Motion carried. All in favor.

Agent Reports:

Jenny Erickson, CNRED:  Rail Economic Impact Assessment from 2010 was shared with new committee members; Erickson is in process updating the survey.

Meg Sage, 4-H Youth Dev. Agent:  Bridget Fish, Summer Intern presented on the Discover WI trip for youth to SW Wisconsin and Cloverbud Day Camps.

The next Regular meeting will be Wednesday, SEPTEMBER 14, 2016,at West Sq. Blding. @ 9:00 AM
