Call to Order
The meeting was called to order at 9:00 AM by Chair Ashford.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Motion made by Dietz, second by Hambrecht to approve the agenda. Motion carried.
Approval of Minutes of Last Meeting
Motion made by Dietz, second by Hambrecht to approve the minutes of the regular meeting of July 16, 2014. Motion carried.
Public Comment:

Communications:
- A thank you was received from Rachel Leege for being selected for an Alice in Dairyland scholarship
- A flyer was passed around that was received from the Wisconsin Historical Society for the Wisconsin Histories Tour
- The list of Sauk County Historical Society photo contest winners was received; winners will be paid from Arts & Culture funds
- Notification was received that downtown Baraboo is being considered for Historic Register status
Review 2014 Budget and Approval of Vouchers:
UW Extension: Motion was made by Stehling, second by Hambrecht to approve the vouchers for the month of July an in the amount of $2,600.41. Motion carried.
Arts & Culture: Motion was made by Stehling, second by Dietz to approve the vouchers for the month of July an in the amount of $17,481.17. Motion carried.
All grants have been paid for 2014.
UW Extension, Arts & Culture Updates/Reports:
UWEX:
- Update on WNEP position: Jenny Erickson reported that Danielle Sander will be returning to the Sauk County office one day per week starting October 1, 2014, as the WNEP Coordinator. A WNEP Educator will be hired for Sauk County at 100% time; this position we hope to have filled by January 2015.
- Civil Rights Review: Every five years each UW Extension Office is required to go through a civil rights review; this is mandated to be able to receive federal Smith-Lever funding. This is a process to make sure that Extension offices are reaching out to underserved audiences in each of their respective counties. The Sauk County office will go through their review on November 18, 2014.
- The summer interns are winding down: Becca Warwick’s last day was July 31st; Quincy Kissack’s last day will be August 18th; and Amber Schneider’s last day will be August 21st. Meg praised them for the inordinate hard work and hours that these young women put in this summer; she stated that she could not have done it without them.
Discussion of Ideas and Delegation of Duties for the Wisconsin Counties Association State Convention
Lynn Zick presented the theme that has been decided upon for the Sauk County Welcome Table at the WCA State Convention, “The 130th Anniversary of the Ringling Brothers Circus” and some of the details that have been worked out with Marty Krueger, Scott O’Donnell and the Circus World Museum. The concept is to make the day festive and memorable; therefore, during the cocktail and hors d’hoeuvres event that evening, CWM staff (Scott O’Donnell, Dave SaLoutas, Tristan Christ) will be mingling throughout the crowd entertaining and there will be a step-up display and circus costumes in the hallway for participants to get their pictures taken.
CWM will only be available on Monday, September 15th, and the idea is to have Fermentation Fest featured on Tuesday, September 16th, to encourage people to return to the area the next month to attend Fermentation Fest. Lynn will be working on more of those details in the next couple of weeks.
The members of the committee that volunteered to help with breakdown of the display on Tuesday, September 16th are John Dietz, Judy Ashford, Bill Hambrecht and Donna Stehling.
Presentation, Discussion and Possible Action on UW Extension Office 2015 Budget
Jenny Erickson presented the UW Extension Office budget and explained where the differences were from the previous year and why or how the numbers were arrived at; most of the larger changes were due to employee compensation studies that were done both at the county and state level.
Motion by Hambrecht, second by Dietz to approve the UW Extension 2015 budget request as it was presented. Motion carried.
Presentation, Discussion and Possible Action on Arts, Humanities and Historic Preservation (AHHP) 2015 Budget
Judy Ashford presented the Arts, Humanities and Historic Preservation (AHHP) budget; a clarification was made by Lynn Zick as to why no revenue numbers were reflected on the line item budget form. The budget request reflects the additional funds requested by the Sauk County Historical Society; the Wormfarm Institute will not be receiving matching grant funds in 2015 and that is also reflected in the budget line items. Other than these two changes, the budget remains the same as previous years.
Motion by Stehling, second by Hambrecht to approve the Arts & Culture budget request as it was presented. Motion carried.
Discussion and Possible Action on Continuing 80% Time for Jenny Erickson
Jenny Erickson has been job sharing her position with Lisa Wenzel and has requested to extend this arrangement for an additional year. Jenny briefly mentioned the projects that Lisa has taken on besides the SCIL duties and the projects that she herself has been able to work on under this arrangement. Jenny has the approval of Matt Hanson, UW Extension Southwest Regional Director, and requests UW Extension Arts & Culture Committee approval. Motion by Stehling, second by Dietz to approve Jenny Erickson continuing her position at 80% time, backfilled by Lisa Wenzel, for another year. Motion carried.
Presentation, Discussion and Possible Action on a Resolution Honoring 4-H for 100 Years
The official resolution honoring 4-H for 100 years, postponed from the July meeting, was presented to the committee. No discussion was necessary. Motion by Hambrecht, second by Stehling to approve the joint resolution of the UW Extension Arts & Culture Committee and the Executive & Legislative Committee honoring 4-H for 100 Years in Wisconsin which is to be presented to the full County Board on September 16, 2014. Motion carried.
The original resolution was signed by committee members present and given to County Board Chair Marty Krueger to take to E & L for their September meeting.
Discussion of the UW Extension/Sauk County Institute of Leadership Partnership
Jenny Erickson gave a background of the UW Extension/Sauk County Institute of Leadership (SCIL) partnership for the new members of the committee. She had met with the SCIL Board of Directors on August 12, 2014, to talk to them about how she would like to change the focus of what the Extension office brings to SCIL to be more of an educational role and less of a clerical role. Discussions have mentioned the hiring of a part-time SCIL coordinator, but there are not sufficient funds in the SCIL account to facilitate that move. The question was raised as to whether Sauk County Development Corporation (SCDC) could take a larger part or responsibility for SCIL, both with time and money. Marty mentioned that SCDC is going to be going through a strategic planning process and this idea can be brought up at that time.
No changes are being made at this time, but Jenny wanted the committee to be aware that these conversations are taking place.
Agents Monthly Reports
Meg Sage, 4-H Youth Development: Meg gave a summary of her activities, duties and meetings from May through July. She also handed out copies of the Power Point she does for Volunteer Orientation and Mandatory Reporting; all volunteers that work with youth are required to go through this training. In Meg’s first few months as 4-H Youth Development Agent, she has trained 23 new volunteers that are now working with the 4-H program.
Jenny Erickson, Community Resource Development: Jenny talked about her strategic planning work with the Baraboo Economic Development Commission (BEDC). This was a tight timeframe planning process (May to July 2014) and she handed out copies of the final visions and strategies of the commission to the committee.
Consideration of Applications for Good Idea Grants:
- Town of La Valle: Submission of a Good Idea Grant in the amount of $500 to expand upon the historic image display at the La Valle Town Hall and to label the images previously supported by a Good Idea Grant.
This is a good idea; the committee likes the idea, but raised the question as to whether the funds could be raised by the residents around La Valle and be self-funded. The statement was made by a committee member who felt that Good Idea Grant funds were sought out before a concerted effort was made to find other funding.
- Michael Carignan: Submission of a Good Idea Grant in the amount of $500 to publish a children’s book that he has written. The statement was made that there is no value to Sauk County residents and the committee is not in the habit of providing up-front money to individuals for projects that are intended to make money for the applicant.
- Badger Apple Corps Committee/Sauk Prairie Conservation Alliance: Submission of a Good Idea Grant in the amount of $500 for a public event to be held in conjunction with Fermentation Fest on the heritage apple trees located at the Badger Army Ammunition Plant (BAAP) with speaker Dan Bussey and a tree grafting demonstration. Curt Meine was present at the meeting and was asked to elaborate on the event for the committee. The committee liked the idea and mentioned that it meets the goal of Fermentation Fest to bring parts of the event to other areas of the county. They also liked the fact that Dairy Forage Research is collaborating with the project.
Motion by Dietz, second by Stehling to approve the Good Idea Grant applications from the Town of La Valle and from the Badger Apple Corps Committee, both in the amount of $500, and to deny the application from Michael Carignan for the reasons mentioned above. Motion carried.
