Call to Order
The meeting was called to order at 9:00 AM by Chair Ashford.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Motion made by Dietz, second by Peterson to approve the agenda. Motion carried.
Approval of Minutes of Last Meeting
Motion made by Stehling, second by Dietz to approve the minutes of the regular meeting of May 15, 2014. Motion carried.

Communications:
- Chair Ashford mentioned the Wisconsin Counties Association which has an article about UW Extension
Review 2014 Budget and Approval of Vouchers:
UW Extension: Motion was made by Stehling, second by Dietz to approve the vouchers for the month of May an in the amount of $5,240.05. Motion carried.
Arts & Culture: Motion was made by Stehling, second by Dietz to approve the vouchers for the month of May an in the amount of $3,574.18. Motion carried.
Judy Ashford went through the Arts & Culture line item budget with the committee and suggested that we do another push for applications for AHHP grants since not all of the budgeted funds have been given out and Lake States Railway Historical Society declined their grant. Jenny will send out a press release to non-profits and to the media seeking applicants.
UW Extension, Arts & Culture Updates/Reports:
UWEX:
- Meg Sage introduced Amber Schneider to the committee as the 4-H Summer Assistant.
- Meg also mentioned the 100 year celebration of 4-H which will be held during the Sauk County Fair and informed the committee that they are all invited for Sunday, July 13, 2014, at 1:30 PM in Progress Hall.
- Sue Nagelkerk mentioned Summer Lunch Bunch and the newspaper article that was written about it.
- Sue also mentioned the Wisconsin State Journal article about Phyllis Both and the Huber inmates working at the Reedsburg Log Village Museum.
- Sue explained Cow-onomics to the committee and let them know that this program will be coming up next week.
- UW Extension Compensation Study:
- Jenny Erickson explained that there had been a wage comparison study done at the state level and that Dean Rick Klemme’s plan was to bring everyone in UW Extension up to the same level. This would affect the 2015 budget, but Sauk County would not be significantly affected. Dean Klemme’s original plan of implementation was not in compliance with the Board of Regents directives; therefore, Dean Klemme is revamping the plan at the present time.
- The UW Extension Department Head stipend was also discussed and it was mentioned that this will also affect the 2015 budget.
Arts & Culture:
- Update on the Harrisburg School Nomination for Wisconsin State Register of Historic Places and National Register of Historic Places
- The Harrisburg School’s nomination for both Historic Register Places were approved on May 16, 2014. There will be a press release and more information coming from the Wisconsin Historical Society.
- Update on the Wisconsin Arts Board Regranting Grant
- The 2014-2015 Regranting Grant was approved, the contract received, signed by Kathy Schauf and returned to Madison already. The check should be received by mid-July for the 2015 grant cycle.
Discussion and Possible Action of UW Extension Department Program Review Document for 2015 Budget Process
Jenny Erickson talked about the Program Review document outlining the UW Extension department’s 2015 programming. Discussion ensued about what the county values in Extension programming. Motion by Hambrecht, second by Stehling to approve the UW Extension Program Review document and move it forward in the budget process. Motion carried.
Discussion and Possible Action of Arts & Culture Program Review Document for 2015 Budget Process
Judy Ashford presented the Program Review document covering the Arts & Culture programming, noting the elimination of many items that had been on the document for many years but were no longer being done and the addition of Placemaking. Discussions ensued. Motion by Stehling, second by Dietz to approve the Arts & Culture Program Review document and move it forward in the budget process. Motion carried.
Presentation, Discussion and Possible Action on the Good Idea Grant Application as a Google Form
After research and collaboration with Steve Pate, Lynn Zick reported and demonstrated to the committee that the Good Idea Grant as a Google Form is not technologically feasible and the Budget Submission Form developed by John Dietz could not be converted to Google either. Discussion ensued. Lynn will restore the original PDF application form to the website and add the budget submission form there with added directions to fill out both documents to submit to the office.
Discussion and Possible Action on Sue Nagelkerk’s Request to Plan Presentations of the Jail Study for Fall 2014
Sue Nagelkerk explained the Young Children of Jailed Parents study that was done in Sauk County for new members of the committee. She reported that this study is now ready to be presented in the fall of 2014; however, no numbers may be reported since Dr. Julie Poehlmann will be publishing the results in a national paper and there are parameters that need to be met. Motion by Stehling, second by Hambrecht to approve Sue Nagelkerk to plan a mechanism to bring this information to the public and Sauk County Board Supervisors in a Lunch –n Learn format in fall 2014. Motion carried.
Agents Monthly Reports
Katie Pfeiffer, Agriculture: Katie reported to the committee the various committees and associations that she is currently serving on or working with and then reported on her continuing work in Spring Green on nitrogen and fertilizer levels research that she is involved in.
Consideration of Applications for Good Idea Grants:
- Baraboo Roller Derby League: Submission of a Good Idea Grant in the amount of $500 for rent, insurance and start-up fees for a Roller Derby League in Baraboo. Discussion ensued with committee members stating that they felt that the use of grant money for rent does not provide a public benefit and that this grant request does not meet the parameters of the grant guidelines. Motion by Hambrecht, second by Peterson to deny funding to the Baraboo Roller Derby League. Motion carried unanimously.
- Weston School District: The committee thought this was a really good, fresh idea as well as the district is small and needs the money. It was stated that the School District would be using the funds to build community pride. The committee would like to see this display up year-round with the possibility that the faces change out every year with new students. Motion by Peterson, second by Stehling to approve $500 to the Weston School District for their “Student Stalks” project. Motion carried unanimously.
- Baraboo School District/Baraboo High School: Marlys Greenhalgh has requested a Good Idea Grant on behalf of the Baraboo School District to give Kevin Moll a stipend to create a sculpture of the Baraboo Thunderbird which will eventually be displayed outside the Baraboo High School building. Discussion ensued as to who is really benefitting from the grant and the stipend and whether this falls within grant parameters.
Motion by Peterson, second by Dietz to deny funding to the Baraboo School District for the Thunderbird sculpture. Vote: 2 aye, 3 nays. Motion failed due to lack of majority support.
Motion by Stehling, second by Hambrecht to approve funding in the amount of $500 to the Baraboo School District for the Thunderbird sculpture. Motion carried; 4 ayes, 1 nay
Discussion and Possible Action to Change the July Meeting Date from July 9th to July 16th, 2014:
It was stated that the UW Extension Arts & Culture Committee is requesting that the Sauk County Historical Society and the Sauk County Agriculture Society present their requests for their 2015 appropriations at the July 2014 meeting and that date falls on entry day at the Sauk County Fair. The suggestion is to move the date of the meeting from Wednesday, July 9, 2014, to Wednesday, July 16, 2014. Motion by Dietz, second by Peterson to move the date of the UW Extension Arts & Culture Committee meeting to July 16, 2014, at 9:00 AM in the UW Extension Conference Room. Motion carried unanimously.
Future Agenda Items
- Discussion and possible action on the 2015 UWEX and AHHP budgets
- Presentations from the Sauk County Agricultural Society and the Sauk County Historical Society for their 2015 appropriations requests
- Presentation from the Wormfarm Institute on Fermentation Fest planning to include more of Sauk County in the event rather than just local involvement to get the second half of their 2014 funding
- Approval of a resolution honoring 4-H for 100 years of existence to be presented to full County Board in September

Motion was made by Stehling, second by Peterson to adjourn the meeting. Motion carried. Meeting adjourned at 11:35 AM.
